Abstract:Unlike traditional economy, cycling economy advocates a model of development on the basis of constant and circulatory use of resources. In cycling economy, people can make use of matter and energy rationally and everlastingly, and at the same time decrease, as much as possible, unfavorable effects that economic activities may make upon our natural environment. Developing cyclic economy speedily is matter-of-fact action that materializes the “people-centered approach and builds up and puts into effect the sustainable development concept. Developing cycling economy in the field of resources sciences helps to improve our country’s economic efficiency, turns into a new-pattern of industrialization, puts off the resources restriction contravention and environmental pressure, creates a well-off society in all round way, and promotes harmonious development between people and nature in China. A cyclic economy will be achieved by coupling maximum waste prevention with material recycling. In this paper, the authors discuss mainly three subjects related to how to develop cyclic economy in resources domain: 1) the meaning and base to develop cyclic economy in resources domain. Authors emphasize that there are some early foundations about developing cyclic economy in China’s resources domain and cyclic economy is propitious to protecting environment and saving resources; 2) The mode and emphases to develop cyclic economy in resources domain: encouraging multipurpose use of mineral resources and utilization of renewable resources; renovating synthetically our country’s land resources and utilizing economically all land resources; using circularly ocean resources and protecting ocean environment; 3) The approaches to develop cyclic economy in resources domain:consummating legal and enforcement measures relating to economizing resources and using adequately resources; strengthening the research of comprehensive utilization of mineral resources and implementing cyclic economy stratagem; reinforcing integrated management of land resources and renewing energetically our country’s ecosystem; popularizing and applying advanced high technology in order to improve efficient use of resources; intensifying integrated management of resources’ exploitation, appraisement and utilization; testing and generalizing zealously of cycling economy in the field of resources sciences.
