Preliminary Discussion on Institutional System Reform of Construction Supervision Unit for Water Conservancy Projects

Abstract:Most of the supervision units of water conservancy project are public ones belonged to institutes or universities.There are many shortcomings in many fields such as property right relationship,corporation structure,management system and distribution system in those units ,which result in the shortage of high diathesis and financing,and the immanent impetus and vigor for sustainable self development.The system reforms is necessary to meet the need of development of market economy.The paper brings forward approaches and processes for the reformation and the essential requirement to the affaire through anatomying the status quo and problems at the aim to impel the development of the supervision.
