Abstract:As the whole society gradually realizes the scarcity of nature resources and environmental value, countries all over the world have evolved and improved the system of environmental damage assessment through the practices of pollution prevention and ecological environmental protection. On one hand, in the research prospective, the practices of environmental damage assessment brought new challenges to environmental law, environmental economics, environmental science, environmental engineering, etc. On the other hand, they constantly promoted and developed relevant laws and regulations, techniques, working mechanism, and guidelines on procedure in practice. On the hasis of comparison and analysis of international practices and experiences from US, EU, and Japan, etc., this article identified relevant concepts, content, and scope of environmental damage assessment, and presented its scientific positioning and development direction. At present, both theory and practice of environmental damage assessment in China are in their infancy period. Considering current environmental situation and socioeconomic development features of China, learning international practices and experiences and raising the orientation of environmental damage assessment have great meaning in exploring the suitable environmental damage assessment system.

Abstract:In recent years, China has made remarkable progress in infrastructure construction, which has greatly contributed to the development of the regional economy. However, the impacts of construction on the ecological environment are of increasing concern. This study aimed to quantitatively assess the ecological environment of two expressways (the Chanliu Expressway and the Linghua Expressway) constructed during different time periods, to assess the impact of road construction on the ecosystem and the effectiveness of the Chinese government's efforts in environmental protection. The pressure–state–response (PSR) model was adopted, which integrates a variety of remote sensing indicators. The ecological pressure, ecological state, and ecological response in the pre-, mid-, and post-construction periods of the road were assessed. The results reveal that the impacts of the construction of the Chanliu (1999–2002) and Linghua Expressways (2019–2023) on ecosystems are different. For the Chanliu Expressway, the ecological pressure continually increased, and the ecological state significantly declined during the construction period. When the road construction was finished, the environment continuously deteriorated. This was due to the lack of effective ecological protective measures during its construction. In contrast, the Linghua Expressway experienced reduced ecological pressure during the construction period, with the ecological state remaining relatively stable, as more protective measures were implemented. However, it later relied on natural recovery, which led to an increase in ecological pressure in the post-construction period. The results indicate that China's ecological protective measures in road construction have achieved significant progress in recent years. In the future, it is essential to maintain long-term ecological health by strengthening ecological restoration management and continuous environmental monitoring.

Abstract:The eco-environmental impact of highway construction is a long-term and cumulative process. Most of the existing studies pay attention to the environmental impact assessment technology of highway construction period and completion acceptance period, which can not fully explain the eco-environmental impact of highway operation period. At the same time, most of the previous studies have a single index and less consideration of the impact on species. Aiming at the highway located in the forest ecosystem in the middle temperate zone, considering the four aspects of species, land use, landscape pattern and ecological function, this paper establishes the post-evaluation index system of the eco-environmental impact of highway construction projects. This paper puts forward the quantitative assessment technology and spatio-temporal scale identification method of the long-term evolution of the impact of highway construction on the ecological environment, and uses the analytic hierarchy process to construct a comprehensive post-assessment system of ecological environmental impact of highway construction projects. Relying on the Changbai Mountain Ring Road, a 10-year comprehensive ecological impact assessment was carried out. Mammals tend to accumulate within 200 m of the road, and highway corridors attract bird activities; the animal mortality coverage rates of amphibians and reptiles are 100%, mammals 66.7%, and birds 50.9%. The utilization rate of bridges and culverts is 88% and 42%, and the total utilization rate is 49.3%. The landscape is changing to the dominant type of coniferous and broad-leaved mixed forest, with lower evenness, less diversity and higher degree of natural connection, but the ability of the ecological environment to resist external changes is reduced. The closer the landscape fragmentation is to the highway, the more serious it is, and the lower the diversity is. The time and space scale of post-assessment of eco-environmental impact of highway construction project is in the range of 4–7 years and 200-300 m on the road side, and with the increase of operation time, the change of ecosystem along the line decreases year by year and tends to be stable gradually. The research results can provide a method of reference for the follow-up study of highway ecological environment in mid-temperate forest ecological areas.

Abstract:For covering huge lands, damaging vegetation, changing natural landscape, destroying wildlife habitat and so on, highway construction has great influence on ecological environment. In order to make highway construction compatible with resources, environment and social economy, analysis and evaluation of impact of highway on ecological environment are necessary. Based on the six main types of lands, the impacts of highway construction on the environment were expounded by the Eco-footprint Analysis method which can measure the degree of sustainable development. Changes in the eco-footprint and eco-capacity before and after the Mianyang highway construction were calculated, the results which can provide a decision-making basis for the government show that: after highway construction, eco-footprint increases by 0.017140 hm2 per person, eco-capacity declines by 0.005778 hm2 per person and eco-deficit increases by 0.022918 hm2 per person, eco-footprint per cap is below the global average, pasture and fossil energy land are in the situation of ecological deficit while arable land, forest, water and built-up areas are eco-productive lands. The results of the analysis show that the highway construction has an impact on the eco-deficit of Mianyang City, and eco-environment development of Mianyang City after the highway construction is still well.

Abstract:This paper aims to present an output-input model initiated by the authors for evaluating the environmental impact of the typical road base materials on the cement granular soil,lime fly-ash granular soil and the industrial solid waste road base materials.As is known,the construction and the maintenance of the road base materials depleted large amount of natural rocks and cement materials,such as cement or lime,therefore,the road base material has a high impact on the environment,however,so far not enough attention has been paid to such impact.Therefore,the present authors have done a(catalogue) analysis and unitary analysis so as to assess the strength of the semi-rigid materials that may get contracting with the concrete.The results of our analysis indicate that the industrial solid waste road base materials had lower resource wastage,and their green house gas and acid rain gas and solid waste emission proves lower than concrete and other ordinary road base materials.The environmental impact of such industrial solid waste road base materials proves lower than the typical road base materials,such as cement stabilized granular soils.Such materials could be utilized as cement admixture so as to make them a whole serial of ecological building materials.

Abstract:The balance between economic development and ecological conservation in China has become a critical issue in recent decades. Ecological impact assessment (EcoIA) was established beginning in the 1980s as a component of environmental impact assessment (EIA) that focuses specifically on human-related changes in ecosystem structure and function. EcoIA has since been widely applied throughout the country with continuous refinements in theory and practice. As compared to EIA, EcoIA is often performed at a larger scale in the long-term, and thus requires more advanced tools and techniques to quantify and assess. This paper reviews the development of EcoIA over the past 30years in China, with specific consideration given to refinements in legislation and methodology. Three stages in the development of EcoIA in China are identified, along with their achievements and limitations. Supplementing this qualitative analysis, the paper also provides a quantitative bibliometrics review of academic publications concerning EcoIA in China over the three identified stages. Lastly, general trends in the development of EcoIA are summarized with the aim of conveying potential future trajectories. This review is intended to introduce the EcoIA system to scholars interested in the growing field of environmental management in China.

Abstract:Environmental Impact Assessment(EIA)of super highway network plan is a powerful tool to analyze,forecast and evaluate the environmental consequences of the implementation of the plan and its alternative scenarios,and to mitigate or eliminate ecological the environmental problems due to the designing limitation.Atmospheric environmental forecast and assessment is one of the important aspects in EIA of super highway network plan.The methodology of atmospheric environmental assessment in the super highway network planning of provincial area on emission forecast,emission factor and coefficient,road net distribution and vehicle flow plan,and comparison of different plan scenarios were discussed.Two cases of atmospheric environmental assessment of highway network programming in Guangdong and Hubei Province were introduced and discussed.The case studies indicated that emission forecast and assessment was a feasible method in atmospheric environmental assessment in the super highway network programming of provincial area at present in China.Channel assessment and zone assessment will reflect atmospheric environmental impact of road network programming from different points of view.The absence of systemic research on vehicle emission coefficient,lack of comparison of different scenarios and uncertainties of the plan are still the main problems of the environmental impact assessment of transportation planning at present in China.
Quantification of the Environmental Impacts of Highway Construction Using Remote Sensing Approach

Abstract:Highways provide key social and economic functions but generate a wide range of environmental consequences that are poorly quantified and understood. Here, we developed a before–during–after control-impact remote sensing (BDACI-RS) approach to quantify the spatial and temporal changes of environmental impacts during and after the construction of the Wujing Highway in China using three buffer zones (0–100 m, 100–500 m, and 500–1000 m). Results showed that land cover composition experienced large changes in the 0–100 m and 100–500 m buffers while that in the 500–1000 m buffer was relatively stable. Vegetation and moisture conditions, indicated by the normalized difference vegetation index (NDVI) and the normalized difference moisture index (NDMI), respectively, demonstrated obvious degradation–recovery trends in the 0–100 m and 100–500 m buffers, while land surface temperature (LST) experienced a progressive increase. The maximal relative changes as annual means of NDVI, NDMI, and LST were about −40%, −60%, and 12%, respectively, in the 0–100m buffer. Although the mean values of NDVI, NDMI, and LST in the 500–1000 m buffer remained relatively stable during the study period, their spatial variabilities increased significantly after highway construction. An integrated environment quality index (EQI) showed that the environmental impact of the highway manifested the most in its close proximity and faded away with distance. Our results showed that the effect distance of the highway was at least 1000 m, demonstrated from the spatial changes of the indicators (both mean and spatial variability). The approach proposed in this study can be readily applied to other regions to quantify the spatial and temporal changes of disturbances of highway systems and subsequent recovery.

Environmental Impact Assessment Review

Abstract:The use of economic valuation methods to assess environmental impacts of projects and policies has grown considerably in recent years. However, environmental valuation appears to have developed independently of regulations and practice of environmental impact assessment (EIA), despite its potential benefits to the EIA process. Environmental valuation may be useful in judging significance of impacts, determining mitigation level, comparing alternatives and generally enabling a more objective analysis of tradeoffs. In China, laws and regulations require the use of environmental valuation in EIA, but current practice lags far behind. This paper assesses the problems and prospects of introducing environmental valuation into the EIA process in China. We conduct four case studies of environmental economic impact assessment (EEIA), three of which are based on environmental impact statements of construction projects (a power plant, a wastewater treatment plant and a road construction project) and one for a regional pollution problem (wastewater irrigation). The paper demonstrates the potential usefulness of environmental valuation but also discusses several challenges to the introduction and wider use of EEIA, many of which are likely to be of relevance far beyond the Chinese context. The paper closes with suggesting some initial core elements of an EEIA guideline.

Abstract:In recent years, with the sustainable and fast development of Chinese economy, expressway, as the most important portion of the highway networks, had been developed at an astonishing fast speed, which brought on increasingly severe ecological environmental problems in the mean time such as soil and water loss, damage of vegetation ecosystem, geological environment, noise environment, atmospheric environment and water environment etc '. As a result, the development of ecological environmental control of highway construction presents great strategic sense in realizing the coordination between the highway construction and the social, economic, environmental benefit and promoting the sustainable development of highway traffic enterprise as well.Based on the electric-map of land use of Chongming Island in 1: 10000 and aided by the software of ARC GIS9. 1, This paper, took the Chong-Qi Highway crossing Chongming Island as an example, aiming to an environment-friendly highway by pre-control the potentially undesirable impacts on the environment caused by the highway construction, analyzed the ecological elements and characteristics of the highway environment ecosystem, selected the main ecological. factors of water, farm, mudflat, forest wood and building areas, and carried on the risk assessment of them, developed an eco-control model of ecological node for the restoration of the environmental system. As a result, the key ecological nodes of this case were selected as four patches (including Beihu Lake mudflat, Interoperate one, Interoperate two and K7), six corridors (BeiHengyinhe River, Beipugang Watergate, Sixiao River, Liuxiao River, Qixiao River and Baxiao River) and many ecological nodes (including noise nodes, K31 and wetland purification system). Furthermore, the corresponding methods were put forward according to the life cycle of the highway.

Abstract:Express highway plays a very important role in the development of regional economy.However,the development of express highway potentially induces significant impacts on the surrounding ecosystem,especially the biodiversity and their ecological function,and the induced potential geological disaster along the two sides of highway.The effects of express highway on natural habitat,native plant communities and wild animals were reviewed in this paper.The authors listed many cases to demonstrate the negative impacts caused by express highway construction and succedent running.The impacts include induction of bare slopes and landslips,fragmentation of habitat,discontinuity and transformation of biological community,and possible erupt of pests and diseases.The expressway also disturb wildlife various behaviors such as food-searching,migration,mating and pollination.The roles,necessity and impendence of biological corridor in express highway was emphasized.The principle for biological corridor design was also discussed in this paper.

Abstract:Traffic-related air pollution has become an urgent problem in many developing countries with rapid industrialization and urbanization. Traffic infrastructure construction, especially road reconstruction, is a prominent instrument of improving the road capacity and then affecting air quality. We employ the road area as the proxy variable of road infrastructure construction and further divide the road reconstruction pattern into lengthening pattern and widening pattern, respectively to evaluate the impact on urban air quality. The empirical result shows that the coefficient of road infrastructure construction represented by the road area is between −0.0818 and −0.0905, which means increasing road area has an emission-alleviating effect on air pollution. Moreover, we also find that the effect of road lengthening on air quality is better than road widening in the eastern China, but the improvement of road widening in the Central and Western China is better than the road lengthening. The result provides a valuable reference for policy recommendations on urban road infrastructure planning to improve air quality.

Abstract:Atmospheric environmental assessment of the hunk road network programming is an important component of environmental impact assessment of transportation programming. This paper discusses the methodology of atmospheric environment assessment of the trunk road network programming in Hubei Province, which provided a case reference for related research. Emission factors were used to predict air pollutant emission. The impacts of future emissions were discussed on the basis of traffic passages and administrative districts respectively. The results indicate that air pollution prediction based on emission factors is more preferable than that based on energy consumption in the SEA of road network programming; the assessment based on traffic passage and regional assessment can evaluate environmental impact of road programming network from different aspects. The comparison of vehicle emissions before and after the implementation of the programming is necessary for the environmental assessment of road network programming, and regional emission change before and after the programming will be helpful for vehicle management and the emission control by the local government. The methodology discussed here will be useful in the environmental assessment of regional scale programming.

Abstract:The expansion of regional road systems is leading to serious environmental problems.This paper presents integrated direct and indirect environmental impact assessment technologies for regional road transportation systems.After describing the direct environmental impact(DEI) assessment methods,the multi-agent system(MAS) and land use / cover change(LUCC) methods are used in a model based on industrial distribution theory with the geographic information system(GIS) technique to evaluate the indirect environmental impact of regional road systems.A case study using the city of Dalian shows that this method can efficiently evaluate DEI of regional road system,and can forcast the industrial distribution after development of the regional road systems to assess the environmental impact.

Abstract:The studies on the assessment domain of non-polluted ecological impact of tourism is in its infancy age in China. This study tries to establish a quantitative and management meaningful method, the trail assessment method. The method with tourist-concentative trail as object, employs the indicators such as trail opened up by tourist, trail widen, muddy trail, root exposure, etc to assess the adverse impact degree of tourist on vegetation and soil and also the non-polluted ecological impact of tourism with levels of ecological factor. The case study in Jiuzhaigou protected natural area indicates that this method is objective and operated.

Abstract:There is no good answer to how to assess the ecological effects(EEs) resulted from the land use in LCA.Now there are still no scientific and authoritative methods and related parameters can be used by LCA practitioner in China.Based on the China technical standard 'the technical standard for ecological and environmental conditions assessment(HJ/T192—2006) ',the related indicators,characterization factors and corresponding equivalent factors for EEs assessment of land use in LCA are proposed here.The calculate formula and case for the comprehensive EEs assessment are also provided.The related parameters determined in accordance with the national technical standard are easier to be recognized and popularized.

Abstract:In order to making decisions more scientifically and more effectively,the projects of urban construction at the early stage should be assessed for their social impacts because the projects are comprehensive and complex system engineering with distinct external characteristics.Following the core procedures of the involvement at the early stage of the urban construction projects,the participation and the arrangement of public opinions,and the optimization and selection of the programs,their analysis and demonstration should be made before making decisions.By describing the projects and their social background,analyzing their social impacts assessing social impacts,the future of the projects is more clear and definite.To conduct the assessment of social impacts on the urban construction projects at the early stage can help to understand the projects from multi-angles of view and all directions,to eliminate the negative factors and to achieve scientific decision-makings.
