The Political Economy Logic of Transferring from Urban Bias to Rural-Urban Coordinative Development in China

Abstract:Urban Bias has long been Chinese government’s dominant policies during economic development process. The government’s behaviors come into the core to understand urban bias under China’s government dominated economic development pattern. This paper tries to endogenize urban bias policies and their transfer by studying government’s behaviors on the background of politic as well as economic structures since the foundation of Communist country in 1949. The conclusion are as follows: Urban bias in central planned economy system endogenizes in “catch up” development strategy implemented from high level governments to low levels in close economy; The urban bias thereafter endogenizes from central government’s round-about development pattern and local governments’ selfish behaviors on pursuing on political promotion as well as private income; Sharing tax system reform since 1994 strengthened local government’s preference on urban bias policies leading to great social and political risk and cost, and hence the central government change its urban bias towards rural-urban coordinative development with the financial support from sharing tax system reform.
