Abstract:Pursuant to the Paris Agreement, China committed itself to peak its carbon emissions by around 2030 and to increase the non-fossil share of primary energy to 20% at the same time. The government has supported the international agreement by setting and strengthening the domestic policy targets for an earlier peak and faster reduction, aiming to contain the average global temperature increase to well below 2 degrees C. We develop a Kaya Inequality method to assess the time of peak and pace of reduction of China's energy-related CO2 emissions based on the national energy policy targets for 2030. We find that, despite the minor fluctuations, the current plateau essentially represents the peak emissions and should enter a phase of steady decline by around 2025, given current trends in energy consumption and decarbonization. Such developments would be consistent with the strengthened national policy target to achieve 50% of renewable power generation by 2030. However, the basic policy targets - a 20% share of non-fossil energy and 6 Gtce in total energy consumption by 2030 - would be insufficient to peak carbon emissions by around 2030. The synergy and interplay between domestic policy target setting and international climate commitments shed light on the need to elevate national climate ambitions under the Paris Agreement and beyond.

Abstract:China is the world’s top CO2 emitter, releasing (9157 Mt CO2 in 2013) one quarter of the global total and more than twice the emissions of the US. Without mitigation, China’s emissions will rise by a further 50% in the next 15 years. In November 2014, China pledged that its CO2 emissions will peak by 2030. Yet there is great uncertainty whether existing policies will be sufficient to make this happen. Here we propose steps that China should follow to curtail CO2 growth, through such progress China’s commitment to the climate will create the low-carbon market that will benefit the country and the globe.

Abstract:China is continually increasing its efforts to reduce carbon emissions due to dual pressure domestically and internationally. Specifically, China has committed to achieving peak carbon emissions no later than 2030. As an international goal, carbon emission peak in China has generated considerable research interest. However, most scholars only focus on a partial aspect of peak carbon emissions. Through a review of literature from numerous sources, this paper provides a more systematic analysis than previously available of how China can reach its peak carbon emissions as early as possible. This study first elaborates the status of peak carbon emissions in China from regional and sectoral perspectives and summarizes the various predictions. Then, five main driving factors of carbon emission peak in China are investigated, i.e., economic development, urbanization, energy-related issues, foreign direct investment and technology, and transportation. Corresponding to these five factors, some specific and practical recommendations are proposed. Furthermore, regional differences and spatial “spillovers” must be taken into account, thereby achieving a “win-win” solution with respect to the integration of emission mitigation and economic development, as well as reaching the desired target of peak carbon emissions.

Abstract:The global surge in the warming trend is predominantly attributed to the substantial release of greenhouse gases, notably carbon dioxide. Despite continuous international efforts to curb these emissions, our country, marked by the largest population and energy consumption, stands as a major contributor to carbon dioxide emissions. Unlike developed nations, we face a more formidable challenge in reducing emissions, demanding intensified endeavors. To address climate change, our nation has set a crucial carbon emission target: achieving a carbon peak before 2030 and attaining carbon neutrality by 2060. The "14th Five-Year Plan" of each province underscores the significance of "carbon peaking and carbon neutrality," tailoring emission reduction policies to individual economic landscapes. Current research inadequacies hinder theoretical guidance needed to meet the 2030 carbon peak. Crafting province-specific emission reduction strategies is thus imperative. This study aims to scrutinize national and regional carbon dioxide emissions in four distinct Chinese regions, utilizing the STIRPAT model to predict emissions from 2020 to 2030 under the "low development and strong low carbon" paradigm. Initial analysis from 2004 to 2019 showed an annual increase in national and provincial carbon dioxide emissions, revealing significant regional differences. Six prominent factors influencing emissions were identified. The STIRPAT model predicted emissions for 2020 to 2030, indicating that achieving carbon peaking before 2030 is unfeasible under the baseline scenario. However, within the "low development and strong low carbon" framework, attaining this goal becomes plausible.

Abstract:Amidst escalating global concerns over climate change and the pressing need for sustainable development, this study conducts a comparative analysis across 24 nations that have successfully achieved carbon peaking, evaluating their socioeconomic characteristics and carbon reduction strategies. Simultaneously, it examines China's policy evolution and strategic responses within the context of its economic and urban development. The analysis reveals that countries with successful carbon peak outcomes typically exhibit high GDP per capita and advanced urbanization rates. Critical to their success are comprehensive adjustments in energy consumption structures and industrial transformation, which are supported by robust environmental policies and technological innovation. The study categorizes global carbon reduction policies into three primary categories and seven sub-categories, reflecting the dynamic evolution of policy approaches driven by global climate agendas and varying stages of national development. Strategies including legal frameworks, carbon pricing mechanisms, international cooperation, and technological innovation are critically assessed for their potential to refine China's carbon policies. Significant challenges in policy implementation are identified, particularly in aligning ambitious environmental strategies with economic objectives and managing transition costs in critical sectors such as energy and transportation. The study emphasizes the necessity of a phased policy implementation approach, which begins with enhancing public and corporate environmental awareness, advances through the promotion of low-carbon technologies, and concludes with the establishment of stringent legal and regulatory frameworks.

Abstract:The achievement of the peak carbon target is a complex and comprehensive project that involves vari-ous aspects such as the economy, society, and ecological environment. At the same time as reaching the carbon peak, how to balance economic and social development has become an important issue. This study uses the environmental Kuznets curve (EKC) model to predict China’s carbon peaking situation. Three key parameters, namely carbon peaking, economy, and society, are selected, and relevant decision variables are established. A multi-objective planning model is developed to facilitate the coordinated development of carbon peaking, economy, and society, which is solved using a sequential algorithm. The results show that: China’s carbon emissions were 6928.905 million t in 2020 and are expected to reach the carbon peak in 2030. At the peak, the per capita gross domestic product (GDP) is estimated to be 16 281.95 $, correspond-ing to a per capita CO2 emission of 9.66 t. During China’s carbon peak, the GDP is projected to be 23 249.58 billion $, with an arable land area of 121 747 510 ha and sulfur dioxide emissions of 180.64 million t, meeting the expected target values. However, certain indicators such as the ratio of three industries, energy consumption, rural residents’ per capita disposable income, and water consumption fall short of expected. Based on these findings, relevant countermeasures have been proposed for the realization path and key breakthroughs for China’s carbon peak.

Abstract:China has submitted its nationally determined contribution to peak its energy-related emissions around 2030. To understand how China might develop its economy while controlling CO2 emissions, this study surveys a number of recent modeling scenarios that project the country’s economic growth, energy mix, and associated emissions until 2050. Our analysis suggests that China’s CO2 emissions will continue to grow until 2040 or 2050 and will approximately double their 2010 level without additional policy intervention. The alternative scenario, however, suggests that peaking CO2 emissions around 2030 requires the emission growth rate to be reduced by 2% below the reference level. This step would result in a plateau in China’s emissions from 2020 to 2030. This paper also proposed a deep de-carbonization pathway for China that is consistent with China’s goal of peaking emissions by around 2030, which can best be achieved through a combination of improvements in energy and carbon intensities. Our analysis also indicated that the potential for energy intensity decline will be limited over time. Thus, the peaking will be largely dependent on the share of non-fossil fuel energy in primary energy consumption.

Abstract:China has set the goal for its CO2emissions to peak around 2030,which is not only a strategic decision coordinating domestic sustainable development and global climate change mitigation but also an overarching target and a key point of action for China’s resource conservation,environmental protection,shift in economic development patterns,and CO2emission reduction to avoid climate change.The development stage where China maps out the CO2emission peak target is earlier than that of the developed countries.It is a necessity that the non-fossil energy supplies be able to meet all the increased energy demand for achieving CO2emission peaking.Given that China’s potential GDP annual increasing rate will be more than 4%,and China’s total energy demand will continue to increase by approximately 1.0%e1.5%annually around2030,new and renewable energies will need to increase by 6%e8%annually to meet the desired CO2emission peak.The share of new and renewable energies in China’s total primary energy supply will be approximately 20%by 2030.At that time,the energy consumption elasticity will decrease to around 0.3,and the annual decrease in the rate of CO2intensity will also be higher than 4%to ensure the sustained growth of GDP.To achieve the CO2emission peaking target and substantially promote the low-carbon development transformation,China needs to actively promote an energy production and consumption revolution,the innovation of advanced energy technologies,the reform of the energy regulatory system and pricing mechanism,and especially the construction of a national carbon emission cap and trade system.

Abstract:Due to the emission of carbon dioxide and other greenhouse gases, the global climate is warming. As the world’s biggest emitter of carbon emissions, China faces a more severe challenge in reducing carbon emissions than developed countries. A reasonable prediction of the carbon peak in China will help the government to formulate effective emission reduction paths. This paper analyzes the changes in carbon emissions in China from 2004 to 2020, uses the STIRPAT model and scenario analysis method to predict carbon emissions from 2021 to 2030, and then calculates the carbon efficiency during carbon peaking to select the most effective carbon peak path for China. The results show that China’s carbon emissions increased year by year from 2004 to 2020. Under the baseline scenario, China is unlikely to reach its carbon peak before 2030. Under the regulatory scenarios, China can reach its carbon peak before 2030. The peak values from high to low are seen with the rapid development-weak carbon control scenario, rapid development-intensified carbon control scenario, slow development-weak carbon control scenario and slow development-intensified carbon control scenario, respectively. Correspondingly, China will peak its carbon emissions in 2029, 2028, 2028 and 2028, respectively, according to these scenarios. The carbon efficiency under the rapid development-weak carbon control scenario is the highest, which means that accelerating the growth rate of population, GDP and urbanization while moderately carrying out the transformation of industrial structure and energy structure is an effective way to achieve the goal of “carbon peak by 2030”.

Study on factors influencing carbon dioxide emissions and carbon peak heterogenous pathways in Chinese provinces

Abstract:Implementing a Carbon Peak Action Plan at the regional level requires comprehensive consideration of the developmental heterogeneity among different provinces, which is an effective pathway for China to realize the goal of carbon peak by 2030. However, there is currently no clear provincial roadmap for carbon peak, and existing studies on carbon peak pathways inadequately address provincial heterogeneity. Therefore, this paper employs the Stochastic Impacts by Regression on Population, Affluence, and Technology (STIRPAT) model to decompose assess 8 factors influencing carbon emissions of 30 provinces. According to scenario analysis, the paper explores the differentiated pathways for provincial carbon peaks based on policy expectation indicators (including population, economy, and urbanization rate) and comprises policy control indicators (including the energy structure, energy efficiency, industrial structure, transportation structure, and innovation input). The results indicate that population, per capita GDP, urbanization rate, and innovation input are the primary factors for influencing (negatively) the growth of carbon emissions. In contrast, the optimization and upgrading of the industrial structure, energy intensity, energy structure, and transportation structure have mitigating effects on carbon emissions, especially for the first two factors. The forecasting results reveal that robust regulations of the energy and industry can effectively accelerate carbon peak at a reduced magnitude. If developed at BAU, China cannot achieve carbon peak by 2030, continuing an upward trend. However, by maximizing the adjustment strength of energy and industrial transformation within the scope of provincial capabilities, China could achieve carbon peak as early as 2025, with a peak of 12.069 billion tons. In this scenario, 24 provinces could achieve carbon peak before 2030. Overall, this study suggests the feasibility of differentiated pathway to achieve carbon peaks in China, exploring the carbon peak potential and paths of 30 provinces, and identifying provinces where carbon peak is more challenging. It also provides a reference for the design of carbon peak roadmaps at both provincial and national levels and offers targeted recommendations for the implementation of differentiated policy strategies for the government.

Abstract:The Paris Agreementmarks the beginning of a new era in the global response to climate change, which further clarifies the long-term goal and underlines the urgency addressing climate change. For China, promoting the decoupling between economic growth and carbon emissions as soon as possible is not only the core task of achieving the medium-and long-term goals and strategies to address climate change, but also the inevitable requirement for ensuring the sustainable development of economy and society. Based on the analysis of the historical trends of the economy and social development, as well as society, energy consumption, and key end-use sectors in China, this paper studies the deep carbon emission reduction potential of carbon emission of in energy, industry, building, and transportation and other sectors with "bottom-up" modeling analysis and proposes a medium-and long-term deep decarbonization pathway based on key technologies' mitigation potentials for China. It is found that under deep decarbonization pathway, China will successfully realize the goals set in China's Intended Nationally Determined Contributions of achieving carbon emissions peak around 2030 and lowering carbon dioxide emissions per unit of gross domestic product (GDP) by 60-65% from the 2005 level. From 2030 onward, the development of nonfossil energy will further accelerates, and the share of nonfossil energies in primary energy will amounts to about 44% by 2050. Combined with the acceleration of low-carbon transformation in end-use sectors including industry, building, and transportation, the carbon dioxide emissions in 2050 will fall to the level before 2005, and the carbon dioxide emissions per unit of GDP will decreases by more than 90% from the 2005 level. To ensure the realization of the deep decarbonization pathway, this paper puts forward policy recommendations from four perspectives, including intensifying the total carbon dioxide emissions cap and strengthening the related institutional systems and regulations, improving the incentive policies for industrial lowcarbon development, enhancing the role of the market mechanism, and advocating low-carbon life and consumption patterns.

Abstract:China overtook the US as the world’s top emitter in 2007, and produced 1.5 times the emissions of the US by 2013 [1]. At present, China’s emissions make up over a quarter of the global total. China is expected to produce three times the emissions of the US by 2030 [2]. Indeed, China’s role and efforts in CO_2 reductions matter greatly for the peaking of global emissions, even without further emission leakages to less-developed regions or countries. China recently announced the launch of a nation-wide emission-trading scheme (ETS) starting in 2017 [3] in order to help deliver its emission peak by 2030. A number of climate policies in China are ongoing, and require a full performance review, effective coordination, and appropriate implementation of planning and monitoring measures along with any newly added mechanisms. This paper utilizes the latest energy and emission data to explore the impact of emission trading as a policy driver toward absolute emission and emission intensity changes in China and in its seven provinces or municipalities.
Research on Time&#8211;Space Differences in the Prediction of Carbon Peaking of China&#8217;s Comprehensive Economic Zones

Abstract:Carbon peaking and carbon neutrality have become key agendas for countries to participate in global climate change governance. Research on China's carbon peaking has a guidance significance for the actions to achieve a nationwide carbon peaking by 2030. This paper builds a STIRPAT model which, in combination with a scenario -setting method, predicts the carbon peaking time of eight comprehensive economic zones in China, and analyzes the possible path of achieving carbon peaking at national level. The result shows a disparity in carbon peaking time among the zones–there are zones that can achieve carbon peaking under baseline scenario; zones that can achieve carbon peaking under conditional scenarios; and zones that cannot achieve carbon peaking under any scenario. In the first group, the zones can achieve carbon emission through both active path (southwest and eastern coastal comprehensive economic zones) and passive path (northeast comprehensive economic zones) according to characteristics of regional socio-economic development. The second group includes two economic anchors (northern coastal and southern coastal comprehensive economic zones) and an energy-exporting center (the middle reaches of Yellow River comprehensive economic zone). Zones in the third group generally witness a late development (the middle reaches of Yangtze River and northwest comprehensive zones). Based on characteristics of regional economy, population, industry, and energy of each zone, this paper proposes an initiative that the achievement of a nationwide carbon peaking should take regional development equity into consideration, and presumes that making each zone adopts differentiated peaking strategies may have a stronger effectiveness in controlling carbon emission growth than making all zones adopt strategies constraining on single factors on industry or energy.
Will China Peak Its Energy-Related Carbon Emissions by 2030? Lessons from 30 Chinese Provinces

Abstract:China has pledged in its Nationally Determined Contributions (NDCs) that its carbon emissions will peak no later than 2030. However, the varying carbon emissions trajectories of individual provinces make it difficult to determine whether China can fulfill this ambitious goal on time. To bring transparency and clarity to this core issue, this paper explores for the first time whether and how all the 30 Chinese provinces will peak their energy-related emissions in future by developing a set of extended STIRPAT models that investigate the driving forces behind each province and integrating the estimates into scenario analysis for peaking simulation. We observe that, despite continued economic growth, 26 provinces are highly likely to reach peak emissions under at least one scenario, whereas the remaining are not. We find it interesting that the earliest peaking scenarios may not be the best option for those provinces whose cumulative carbon emissions are estimated to be considerably large. To ensure a viable reaching of China's peak emissions, much more attention should be paid to seeking for the most appropriate emissions trajectory to peak at the subnational level with relatively low cumulative value. Provincial results in aggregate show that China may peak emissions in the period 2028-2040, with cumulative emissions ranging from 403,607 Mt CO2 (corresponding to peaking in 2030) to 456,191 Mt CO2 (corresponding to peaking in 2038), while 2030 would be the optimal year for the country to peak because of the lowest cumulative carbon emissions. Our findings only provide a deeper understanding of China's potential peaking paths by province, but also assist policy makers in better prediction and evaluation of possible emissions trajectory for other nations and the whole world from a bottom-up perspective, and therefore could be of global significance.

Abstract:Climate change is a common problem in human society. The Chinese government promises to peak carbon dioxide emissions by 2030 and strives to achieve carbon neutralization by 2060. The proposal of the goal of carbon peak and carbon neutralization has led China into the era of climate economy and set off a green change with both opportunities and challenges. On the basis of expounding the objectives and specific connotation of China’s carbon peak and carbon neutralization, this paper systematically discusses the main implementation path and the prospect of China’s carbon peak and carbon neutralization. China’s path to realizing carbon neutralization includes four directions: (1) in terms of carbon dioxide emission control: energy transformation path, energy conservation, and emission reduction path; (2) for increasing carbon sink: carbon capture, utilization, and storage path, ecological governance, and land greening path; (3) in key technology development: zero-carbon utilization, coal new energy coupling, carbon capture utilization and storage (CCUS), energy storage technology and other key technology paths required to achieve carbon peak and carbon neutralization; (4) from the angle of policy development: Formulate legal guarantees for the government to promote the carbon trading market; Formulate carbon emission standards for enterprises and increase publicity and education for individuals and society. Based on practicing the goal and path of carbon peak and carbon neutralization, China will vigorously develop low carbon and circular economy and promote green and high-quality economic development; speed up to enter the era of fossil resources and promoting energy transformation; accelerate the integrated innovation of green and low-carbon technologies and promote carbon neutrality. ©2021 China Geology Editorial Office.

Abstract:In June 2015, China announced its post-2020 reduction targets, its central element being the intention to peak CO2 emissions by 2030 or earlier. China has implemented several policies to reduce its greenhouse gas (GHG) emissions. This study provides emission projections for China up to 2030 given current policies and a selected set of enhanced policies, and compares the results with projected CO2 emission trajectories that are consistent with the announced target for 2030. The projections are based on existing scenarios and energy system and land use model calculations. We project that the 2030 CO2 emission level consistent with a peak in CO2 emissions by 2030 ranges from 11.3 to 11.8 GtCO2. The corresponding total GHG emission level ranges from 13.5 to 14.0 GtCO2e in 2030. Current policies are likely not to be sufficient to achieve the 2030 targets, as our projected total GHG emission level under current policies ranges from 14.7 to 15.4 GtCO2e by 2030. However, an illustrative set of enhancement policy measures, all of which are related to national priorities, leads to projected GHG emission levels from 13.1 to 13.7 GtCO2e by 2030 – and thus below the levels necessary for peaking CO2 emissions before 2030.

Abstract:With the continuous emission of greenhouse gases, climate issues such as global warming have attracted widespread attention. As the largest CO2 emitter, China proposes the target of reaching the CO2 emissions peak by 2030 at the 75th United Nations General Assembly. To determine whether China can realize the goal, we construct an assessment system consisting of a new discrete grey prediction model on the basis of a rolling mechanism and an improved IPCC method. First, the new grey prediction model is used to predict the CO2 emissions and GDP from 2021 to 2030, and then, the enhanced IPCC method is used to obtain the carbon intensity from 2021 to 2030. In line with the direct judgment based on CO2 emissions and the indirect judgment based on the comparison between the AADR of carbon intensity and the AAIR of GDP, we find that China faces great challenges and difficulties in achieving its carbon peaking target by 2030. Finally, based on the forecast data and China's current situation, some policy recommendations are put forward to accelerate China's CO2 peak goal.

Abstract:From the start of China's G20 presidency, China positions itself as a world leader in fighting climate change and emphasizes the wish to 'break a new path for growth'. China aims to peak carbon dioxide (CO2) emissions by 2030 and cut its greenhouse gas emissions per unit of gross domestic product by 60-65% from 2005 levels by 2030. The pledge is eagerly awaited as China aims to develop a low carbon economy through switching to alternatives to fossil fuels and being technologically energy-efficient. The power industry is the most important industrial sector while the biggest bottleneck for CO2 emission control in China. This paper develops a technologies -based bottom-up CO2 mitigation model to assess emission reduction potential of different technologies in the thermal power industry up to 2030. Using 2010 as the reference year, two macro-economic scenarios and four technological scenarios have been set to describe future policy measures for the period of 2015-2030. CO2 emission trends, reduction potentials and cost curves are demonstrated under different scenarios. The results show that the electric power industry can reach its CO2 emission peak by 2030 in the middle policy control scenario under macro-economic slow growth. Emissions would peak at 4.6 billion tonnes CO2-eq for the least cost scenario, which is 1.78 billion tones CO2-eq less than peak the BAU scenario in 2030. This is equivalent to the total CO2 emissions from 300 MW to 1000 MW coal-fired power plants with 5000 h in 30 provinces and municipalities of China in 2013. This research shows that the top four negative cost-beneficial technology options, 630 degrees C or 700 degrees C USC, small hydroelectricity, and nuclear power pressurized water reactor II and III, are the most preferable to be promoted to meet the CO2 emissions peak target in 2020 and 2030.
