Abstract:As a response to the severe air quality problems in China, the Chinese Ministry of Environmental Protection in 2012 issued an updated Ambient Air Quality Standard (GB3095-2012), which set a stricter grade II PM10 standard. A successful implementation of this standard will have an impact on human health through reduction of exposure to air pollution in the population. Using the methods of adjusted human capital and value of statistical life, the authors in this article estimate the economic impact of a successful implementation of the updated Ambient Air Quality Standard on human health in China. The key results are: 1) The human health benefits from reaching the updated standard for PM10 would equal CNY 51.1 billion using adjusted human capital, accounting for 18.5% of total human health costs in China, and CNY 83.5 billion using the value of a statistical life; 2) the benefit of reaching the updated standard for PM10 is highest in the east coastal areas and gradually declines for more Western provinces; and 3) the marginal benefit of public health increases as the environmental quality standard PM10 improves. If the annual concentration of PM10 were to be reduced from the target number in the original grade II standard to that in the updated standard, the mortality rate of long-term exposure would be reduced by 6.5% due to reduced chronic exposure. In addition, if the annual concentration were to be reduced further from updated grade II to grade I standard, the mortality rate for long-term exposure would be lowered by 32.8%.

Abstract:In 2010, half of the total CO2 emission in China comes from the power sector. As a result, power sector plays a leading role in climate change mitigation. Firstly, this article briefly describes the status quo of CO2 emission of power sector, then it continues to analyze and evaluate appropriate measures which are applied on the supply side, demand side and power grid. As per the analysis, virtual energy, including the energy-saving capacity on both the demand side and the power grid, together with conventional energy on the supply side, are implemented for the integrated optimization model of CO2 mitigation in the power sector. Throughout the implementation of the model, the optimal plan of energy distribution with respect to both the economic benefits and mitigation benefits can be found. The results show that the development of the demand side management (DSM) and the smart grid can contribute a lot to CO2 mitigation of the power sector, reducing the CO2 emissions by 10.0% and 12.6% respectively in 2015 and 2020. © 2013 State Grid Electric Power Research Institute Press.
The Impact of Power Generation Emissions on Ambient PM2.5 Pollution and Human Health in China and India.

Abstract:Emissions from power plants in China and India contain a myriad of fine particulate matter (PM25, PM <= 2.5 mu m in diameter) precursors, posing significant health risks among large, densely settled populations. Studies isolating the contributions of various source classes and geographic regions are limited in China and India, but such information could be helpful for policy makers attempting to identify efficient mitigation strategies. We quantified the impact of power generation emissions on annual mean PM2.5 concentrations using the state-of-the-art atmospheric chemistry model WRF-Chem (Weather Research Forecasting model coupled with Chemistry) in China and India. Evaluations using nationwide surface measurements show the model performs reasonably well. We calculated province-specific annual changes in mortality and life expectancy due to power generation emissions generated PM2.5 using the Integrated Exposure Response (IER) model, recently updated IER parameters from Global Burden of Disease (GBD) 2015, population data, and the World Health Organization (WHO) life tables for China and India. We estimate that 15 million (95% Confidence Interval (CI): 10 to 21 million) years of life lost can be avoided in China each year and 11 million (95% CI: 7 to 15 million) in India by eliminating power generation emissions. Priorities in upgrading existing power generating technologies should be given to Shandong, Henan, and Sichuan provinces in China, and Uttar Pradesh state in India due to their dominant contributions to the current health risks.

Human Health Impact and Economic Effect for PM2.5 Exposure under Carbon Neutrality

Abstract:PM 2.5 is the main air pollutant in China, the future health burden and economic impact it poses in China has not been fully studied. In this study, a mathematical model of PM 2.5 emissions and concentrations was constructed using a fitting method, and the changes of PM 2.5 concentrations from 2035 to 2060 were predicted including Ambitious-pollution-1.5°C-goals, Ambitious-pollution-2°C-goals, Current-goals and Baseline scenarios, the health impacts of PM 2.5 mortality were predicted in this period. The resulting economic losses including value of statistical life(VSL) attributed to the burdens of disease were predicted. The results show that: (1) Compared with 2035, the change range of PM 2.5 concentration in 2060 is -83.37 ~ 21.33μgm −3 under different carbon neutrality scenarios, and the pollution reduction degree of Ambitious-pollution -1.5°C-goals and Ambitious-pollution-2°C-goals is usually higher than that of Current-goals and Baseline scenarios; (2) Overall health impacts increased by Ambitious-pollution-1.5°C-goals, Ambitious-pollution-2°C-goals, Current-goals, and Baseline. In 2060, compared with the 1.5°C scenario, the changes in health impacts in each province under the 2°C and Current scenarios were 15.88%-21.50% and 17.29%-97.55%, respectively. (3) In 2060, the economic loss of each province in the Ambitious-pollution-1.5 °C-goals will account for 0.02% ~ 0.05% of the total national GDP, and the proportion under the baseline scenario will be 0.21% ~ 57.89%. The study shows that significant health and economic benefits can be achieved under the 1.5 °C scenario in the future, however, given future population and GDP changes, China needs to take more aggressive air pollution mitigation measures.

Abstract:This research links the Integrated MARKAL-EFOM system model of China (China TIMES) and the Greenhouse Gas and Air Pollution Interactions and Synergies model (GAINS) to assess the co-benefits of air quality improvement under the Nationally Determined Contribution (NDC) and the well below 2 degrees C (WBD2) target. Results show that the industry sector and power sector are the key sources necessary to reduce air pollutant emissions, mainly due to the phasing out of fossil fuels. The electrification in the building sector will be another main source by which to decrease PM2.5 emissions. The adoption of various low-carbon constraints and further air pollutant control strategies will significantly alleviate the current air pollution problems in China by reducing the concentration and scope of the air pollutants and reducing the corresponding number of premature deaths. A stricter air pollutant control strategy will lead to increases in air pollutant control costs; however, the low-carbon targets will help reduce these costs in the long run. Compared to the current national policy, within the same air pollutant control strategy, the reduction of air pollutant control cost can cover the incremental CO2 mitigation cost under the NDC target, while this cannot be realized under the WBD2 target.

Abstract:China is challenged with the simultaneous goals of improving air quality and mitigating climate change. The "Beautiful China" strategy, launched by the Chinese government in 2020, requires that all cities in China attain 35 mu g/m(3) or below for annual mean concentration of PM2.5 (particulate matter with aerodynamic diameter less than 2.5 mu m) by 2035. Meanwhile, China adopts a portfolio of low-carbon policies to meet its Nationally Determined Contribution (NDC) pledged in the Paris Agreement. Previous studies demonstrated the cobenefits to air pollution reduction from implementing low-carbon energy policies. Pathways for China to achieve dual targets of both air quality and CO2 mitigation, however, have not been comprehensively explored. Here, we couple an integrated assessment model and an air quality model to evaluate air quality in China through 2035 under the NDC scenario and an alternative scenario (Co-Benefit Energy [CBE]) with enhanced low-carbon policies. Results indicate that some Chinese cities cannot meet the PM2.5 target under the NDC scenario by 2035, even with the strictest end-of-pipe controls. Achieving the air quality target would require further reduction in emissions of multiple air pollutants by 6 to 32%, driving additional 22% reduction in CO2 emissions relative to the NDC scenario. Results show that the incremental health benefit from improved air quality of CBE exceeds 8 times the additional costs of CO2 mitigation, attributed particularly to the cost-effective reduction in household PM2.5 exposure. The additional low-carbon energy polices required for China's air quality targets would lay an important foundation for its deep decarbonization aligned with the 2 degrees C global temperature target.

Abstract:China, the world's largest greenhouse gas emitter, aims to achieve carbon neutrality by 2060. The power sector will play a major role in this decarbonization process due to its current reliance on coal. Prior studies have quantified air quality co-benefits from decarbonization or investigated pathways to eliminate greenhouse gas emissions from the power sector. However, few have jointly assessed the potential impacts of accelerating decarbonization on electric power systems and public health. Additionally, most analyses have treated air quality improvements as co-benefits of decarbonization, rather than a target during decarbonization. Here, we explore future energy technology pathways in China under accelerated decarbonization scenarios with a power system planning model that integrates carbon, pollutant, and health impacts. We integrate the health effects of power plant emissions into the power system decision-making process, quantifying the public health impacts of decarbonization under each scenario. We find that compared with a reference decarbonization pathway, a stricter cap (20% lower emissions than the reference pathway in each period) on carbon emissions would yield significant co-benefits to public health, leading to a 22% reduction in power sector health impacts. Although extra capital investment is required to achieve this low emission target, the value of climate and health benefits would exceed the additional costs, leading to $824 billion net benefits from 2021 to 2050. Another accelerated decarbonization pathway that achieves zero emissions five years earlier than the reference case would result in lower net benefits due to higher capital costs during earlier decarbonization periods. Treating air pollution impacts as a target in decarbonization can further mitigate both CO2 emissions and negative health effects. Alternative low-cost solutions also show that small variations in system costs can result in significantly different future energy portfolios, suggesting that diverse decarbonization pathways are viable.

Abstract:Air pollution has become the world's largest human health and environmental risk factor. This study used the greenhouse gas and air pollution interactions and synergies model to analyze the emissions, emission reduction potential, and health impacts of atmospheric pollutants (SO 2 , NO x , and PM2.5) in 31 regions of China (excluding Hong Kong, Macau, and Taiwan). Meanwhile, the spatial aggregation of atmospheric pollutants was studied by combining the spatial autocorrelation Moran index. Research results indicate that under the background of implementing pollution control policies and advancing emission reduction technologies, the emissions of SO 2 and NO x are expected to significantly decrease by 2030, demonstrating significant potential for emission reduction. Moreover, some regions in East China, such as Zhejiang, Shandong, and Jiangsu, with significant emission reduction and potential, exhibit relatively high GDP and power generation. This finding also includes regions with abundant and intensive energy reserves such as Shanxi. In addition, significant agglomeration effects and spatial regional differences in atmospheric pollutant emissions are observed. The results of spatial autocorrelation analysis show that by 2030, the spatial clustering level of SO 2 emissions will be strengthened, whereas that of NO x emissions will be reduced. Furthermore, in terms of health impacts, a significant reduction in PM2.5 emissions and attributable deaths is forecasted by 2030. Among them, Guangdong Province has the highest reduction in PM2.5 attributable deaths, reaching 48,332 people, whereas Hainan Province has the highest reduction rate in PM2.5 attributable deaths, reaching 92%. Therefore, we should formulate reasonable emission reduction measures to promote high-quality economic and social development in the region.

Pursuing Air Pollutant Co-Benefits of CO 2 Mitigation in China: A Provincial Leveled Analysis

Abstract:With fast economic development, industrialization and urbanization, China faces increasing pressures on carbon emission reduction, and especially on air pollutants (SO2, NOx, PM) reduction, particularly the notorious haze issue caused by air pollution in recent years. Pursuing co-benefits is an effective approach to simultaneously respond to both carbon and air pollutant problems. In this paper, the AIM/CGE (Asia-Pacific Integrated Assessment Model/Computational General Equilibrium) model and GAINS (Greenhouse Gas and Air Pollution Interactions and Synergies)-China model are combined together to project future CO2 and air pollutants emissions in China, as well as reduction costs and co-benefit effects. Considering implementation of carbon mitigation policy and air pollutant mitigation technologies, four scenarios (S1, S2, S3 and S4) are analyzed. Results indicate that by implementing both carbon and air pollutant mitigation (S4), CO2 emission per GDP can be reduced by 41% by 2020, compared with the 2005 level, and SO2, NOx and PM2.5 emissions would change by a factor 0.8, 1.26 and 1.0 of the 2005 level, respectively in 2030. The real co-benefits of emission reductions (S-2 minus S4) for SO2, NOx and PM2.5 are 2.4 Mt, 2.1 Mt and 03 Mt in 2020, and the corresponding cost reduction co-benefits are 4, 0.11, and 0.8 billion (sic), respectively. Provincial disparity analysis reveals that regions with higher co-benefits are those with higher GDP such as Guangdong, Shandong and Jiangsu, energy production bases such as Inner Mongolia and Shanxi, low coal quality provinces such as Sichuan (for SO2), and industrial base provinces such as Liaoning. Cost-effectiveness is finally discussed for policy implications, which suggests that investment in less developed western regions is more cost-effective and easier in reducing CO2 or air pollutant emissions than in developed eastern regions. Abstract:Coal abatement actions for pollution reduction often target total coal consumption. The health impacts of coal uses, however, vary extensively among sectors. Here, we modeled the sectorial contributions of coal uses to emissions, outdoor and indoor PM2.5 (particulate matter with an aerodynamic diameter of less than 2.5 mm) concentrations, exposures, and health outcomes in China from 1970 to 2014. We show that in 2014, residential coal accounted for 2.9% of total energy use but 34% of premature deaths associated with PM2.5 exposure, showing that effects were magnified substantially along the causal path. The number of premature deaths attributed to unit coal consumption in the residential sector was 40 times higher than that in the power and industrial sectors. Emissions of primary PM2.5 were more important than secondary aerosol precursors in terms of health consequences, and indoor exposure accounted for 97% and 91% of total premature deaths attributable to PM2.5 from coal combustion in 1974 and 2014, respectively. Our assessment raises a critical challenge in the switching of residential coal uses to effectively mitigate PM2.5 exposure in the Chinese population.

Abstract:Abstract Clean air policies in China have substantially reduced particulate matter (PM2.5) air pollution in recent years, primarily by curbing end-of-pipe emissions. However, reaching the level of the World Health Organization (WHO) guidelines may instead depend upon the air quality co-benefits of ambitious climate action. Here, we assess pathways of Chinese PM2.5 air quality from 2015 to 2060 under a combination of scenarios that link global and Chinese climate mitigation pathways (i.e. global 2°C- and 1.5°C-pathways, National Determined Contributions (NDC) pledges and carbon neutrality goals) to local clean air policies. We find that China can achieve both its near-term climate goals (peak emissions) and PM2.5 air quality annual standard (35 μg/m3) by 2030 by fulfilling its NDC pledges and continuing air pollution control policies. However, the benefits of end-of-pipe control reductions are mostly exhausted by 2030, and reducing PM2.5 exposure of the majority of the Chinese population to below 10 μg/m3 by 2060 will likely require more ambitious climate mitigation efforts such as China's carbon neutrality goals and global 1.5°C-pathways. Our results thus highlight that China's carbon neutrality goals will play a critical role in reducing air pollution exposure to the level of the WHO guidelines and protecting public health.

Abstract:At present particulate matter (PM2.5) pollution represents a serious threat to the public health and the national economic system in China. This paper optimizes the whitening coefficient in a grey Markov model by a genetic algorithm, predicts the concentration of fine particulate matter (PM2.5), and then quantifies the health effects of PM2.5 pollution by utilizing the predicted concentration, computable general equilibrium (CGE), and a carefully designed exposure–response model. Further, the authors establish a social accounting matrix (SAM), calibrate the parameter values in the CGE model, and construct a recursive dynamic CGE model under closed economy conditions to assess the long-term economic losses incurred by PM2.5 pollution. Subsequently, an empirical analysis was conducted for the Beijing area: Despite the reduced concentration trend, PM2.5 pollution continued to cause serious damage to human health and the economic system from 2013 to 2020, as illustrated by various facts, including: (1) the estimated premature deaths and individuals suffering haze pollution-related diseases are 156,588 (95% confidence intervals (CI): 43,335–248,914)) and six million, respectively; and (2) the accumulated labor loss and the medical expenditure negatively impact the regional gross domestic product, with an estimated loss of 3062.63 (95% CI: 1,168.77–4671.13) million RMB. These findings can provide useful information for governmental agencies to formulate relevant environmental policies and for communities to promote prevention and rescue strategies.
Role of climate goals and clean-air policies on reducing future air pollution deaths in China: a modelling study

Abstract:Background: Over 3 million people die every year from diseases caused by exposure to outdoor PM2·5 air pollution, and more than a quarter of these premature deaths occur in China. In addition to clean-air policies that target pollution emissions, climate policies aimed at reducing fossil-fuel CO2 emissions (eg, to avoid 1·5°C of warming) might also greatly improve air quality and public health. However, no comprehensive accounting of public health outcomes has been done under different energy pathways and local clean-air management decisions in China. We aimed to develop an integrated method for quantifying the health co-benefits from different climate, energy, and clean-air policy scenarios and to assess the relationship between climate and clean-air policies and future health burdens in China, where an ageing population will further exacerbate the effects of air pollution. Methods: For this modelling study, we used a China-focused integrated assessment model and a dynamic emission projection model to project future Chinese air quality in scenarios spanning a range of global climate targets (1·5°C, 2°C, national determined contributions [NDC], unambitious, baseline, and 4·5°C) and national clean-air actions (termed 2015-pollution, current-pollution, and ambitious-pollution). We then evaluated the health effects of PM2·5 air pollution in the scenario matrix using the air quality model and the latest epidemiological concentration-response functions from the 2019 Global Burden of Diseases, Injuries, and Risk Factors Study. Findings: We found that, without ambitious climate mitigation (eg, under current NDC pledge), Chinese deaths related to PM2·5 air pollution might not always decrease-and might often grow-by 2050 compared with the base year of 2015, regardless of clean-air policies and air quality improvements. For example, in the scenario that tracks China's current NDC pledge and uses the best available pollution control technologies (the ambitious-pollution and NDC goals scenario), PM2·5-related deaths in China would decrease slightly by 2030 to 1·23 million per year (95% CI 0·95-1·51) from 1·25 million (1·04-1·46) in 2015, but would not decrease further by 2050 (1·21 million, 0·86-1·60) despite substantial and continuous improvements in population-weighted air quality (from 27·2 μg/m3 in 2030 to 16·0 μg/m3 in 2050). The contrary trends of improving air quality and increasing PM2·5-related deaths in many of our scenarios revealed the extent to which extra efforts are needed to compensate for the increasing age of China's population in the future. With the scenarios that included ambitious clean-air policies and met international climate goals to avoid 1·5°C and 2°C of warming (the ambitious-pollution-2°C goals scenario and the ambitious-pollution-1·5°C goals scenario), we observed substantial decreases in China's PM2·5-related deaths of 0·32-0·55 million deaths compared with NDC goals in 2050, and age-standardised death rates decreased by 10·2-14·2 deaths per 100 000 population per year. Interpretation: Our results show that ambitious climate policies (ie, limiting global average temperature rise to well below 2°C) and low-carbon energy transitions coupled with stringent clean-air policies are necessary to substantially reduce the human health effects from air pollution in China, regardless of socioeconomic assumptions. Abstract:From 2013 to 2019, a series of air pollution control actions significantly reduced PM 2.5 pollution in China. Control actions included changes in activity levels, structural adjustment (SA) policy, energy and material saving (EMS) policy, and end-of-pipe (EOP) control in several sources, which have not been systematically studied in previous studies. Here, we integrate an emission inventory, a chemical transport model, a health impact assessment model, and a scenario analysis to quantify the contribution of each control action across a range of major emission sources to the changes in PM 2.5 concentrations and associated mortality in China from 2013 to 2019. Assuming equal toxicity of PM 2.5 from all the sources, we estimate that PM 2.5 -related mortality decreased from 2.52 (95% confidence interval, 2.13–2.88) to 1.94 (1.62–2.24) million deaths. Anthropogenic emission reductions and declining baseline incidence rates significantly contributed to health benefits, but population aging partially offset their impact. Among the major sources, controls on power plants and industrial boilers were responsible for the highest reduction in PM 2.5 -related mortality (∼80%), followed by industrial processes (∼40%), residential combustion (∼40%), and transportation (∼30%). However, considering the potentially higher relative risks of power plant PM 2.5 , the adverse effects avoided by their control could be ∼2.4 times the current estimation. Our power plant sensitivity analyses indicate that future estimates of source-specific PM 2.5 health effects should incorporate variations in individual source PM 2.5 effect coefficients when available. As for the control actions, while activity levels increased for most sources, SA policy significantly reduced the emissions in residential combustion and industrial boilers, and EOP control dominated the contribution in health benefits in most sources except residential combustion. Considering the emission reduction potential by source and control actions in 2019, our results suggest that promoting clean energy in residential combustion and enforcing more stringent EOP control in the iron and steel industry should be prioritized in the future.

Abstract:As the largest energy infrastructure in China, the power sector consumed approximately half of China's coal over the past decade and threatened air quality and greenhouse gas (GHG) abatement targets. In this work, we assessed the evolution of coal-fired power plants and associated emissions in China during 2010-2030 by using a unit-based emission projection model, which integrated the historical power plant information, turnover of the future power plant fleet, and evolution of end-of-pipe control technologies. We found that, driven by stringent environmental legislation, SO2, NOx, and PM2.5 (particulate matter less than 2.5 mu m in diameter) emissions from coal-fired power plants decreased by 49%, 45%, and 24%, respectively, during 2010-2015, compared to 15% increase in CO2 emissions. In contrast to ever-increasing CO2 emissions until 2030 under current energy development plan- ning, we found that aggressive energy development planning could curb CO2 emissions from the peak before 2030. Owing to the implementation of a "near zero" emission control policy, we projected emissions of air pollutants will significantly decrease during 2016-2030. Early retirement of small and low-efficiency power plants would further reduce air pollutants and CO2 emissions. Our study explored various mitigation pathways for China's coal-fired power plants, which could reduce coal consumption, air pollutants, and CO2 emissions and improve energy efficiency.

Abstract:The evolution of energy system occupies an important position in economic development and quality of life. Influenced by the energy endowment in China, developing the coal-based clean energy industry has been regarded as a guaranteed path to realizing the clean and efficient use of coal resources. However, an evaluation paradigm that could systematically assess the health impacts of airborne pollution in this industry is still lacking, which is our concern. Combining with life cycle analysis, probabilistic risk models, and health impact models, this study proposes a series of models which are consistent enough to unite pollutant concentration, health risk, and health impact, and equip assessment results with more intuitive significance of life and economic loss. Further, case studies for three typical clean coal technologies, namely, coal mining, coal-fired power generation, and coal liquefaction, are presented to verify the reliability of these models. Results show that the most severe health impact occurred at the worksite of driving face, the substage of coal combustion, and coal mining and processing, respectively, for the three technologies. Further, coal dust brought about the greatest pollution to coal mining and coal liquefaction, and for coal-fired power generation, SO 2 , NO 2 , and PM 10 were the commonest and toughest pollutants. In conclusion, the proposed evaluation paradigm can help to find out the worksite, substage, and airborne pollutant with the most severe impact and is more intuitive to provide references for minimizing or eliminating environmental pollution. Additionally, three aspects of implications are confirmed in this study, namely, social mobilization promoting, government policy making, and environmental pollution prejudging.

Abstract:Background: The issues of environmental pollution and its effects on health have become increasingly serious in China. Energy intensive sectors are not only the main energy consumers, but also the main sources of air pollution. Analyzing the health effects of energy intensive sectors and the potential health co-benefits of a low carbon industrial transition is of great importance for promoting China’s air pollution control. Methods: This study used the exposure-response (ER) relationship model and inhalation factor methods to quantitatively analyze the health effects of air pollution and forecast the potential health co-benefits in the power and steel sectors. Results: The results showed that in 2016 SO2 and PM2.5 emissions caused about 850,000 premature deaths, and 10 million cases of respiratory diseases and chest discomfort, resulting in health-related economic losses of 1.2 trillion Yuan, accounting for 1.6% of the GDP. Meanwhile, demand control in consumption could significantly reduce SO2 emissions in the power and steel sectors, thus offering significant health co-benefits. However, there was still some uncertainty regarding the reduction of PM2.5 emissions in the steel sector. Conclusions: There is a need to take advantage of the health co-benefits of emission reduction in energy intensive sectors and to adopt flexible means to stimulate their green transformation.

The Synergistic Effects of the Air Clean Plan and Carbon Mitigation on Air Quality and Public Health in China from 2014 to 2060

Abstract:Ambient fine particulate matter (PM2.5) induces serious environmental health risks worldwide, particularly in developing countries like Mexico, India and China. Despite the fact that China has achieved tremendous progress by implementing tough air pollution control measures since 2013, there is still a clear gap between the World Health Organization (WHO) guidelines. In order to meet the goals of PM2.5 control and ensure the public health in the context of global climate change, it is critical to well understand the effects of current policy and carbon mitigation on reducing PM2.5 concentrations and attributable health risk. To fill this gap, in this study we integrate remote sensing data, the logarithmic mean Divisia index (LMDI) method, disease-specific concentration-response functions (CRFs) and scenarios setting to comprehensively estimating the PM2.5 and related-death change during Air Clean Plan (ACP, 2014 to 2020), air clean policy effectiveness, carbon-related co-benefits and future related death across mainland China. During ACP (2014-2020), PM2.5 concentrations and attributable death in mainland China reduced by 13.41 μg m-3 and 0.16 million (~11.85%), respectively, indicating the substantial effectiveness and health benefits of ACP. Clean production made the highest contribution among the ACP measures. Since the signing of the Nationally Determined Contribution (NDC) in 2016, the synergistic effects of carbon emission reduction have been emerging as one of the key factors to address the air pollution and its related disease burden in China. Nevertheless, the PM2.5-related disease burden are still severe in 2020, with ~1.19 million premature deaths in mainland China, accounting for ~17.84% of the global air pollution-related death. Under the China carbon neutrality pathway, 0.18 million (~15.13 %) and 0.35 million (~29.41%) premature deaths can be averted by 2030 and 2060, respectively. In addition, holding the air pollution control measures and health care level constant, the maximum low-carbon measures (i.e., 1.5℃ target scenarios) will bring higher health benefits in 2060. However, the population aging accompanies socio-economic development is still the major threat to the public health in long term. Our results could provide important implication for future development pathway setting to achieve the WHO AQG target, the United Nation’s Sustainable Development Goal (SDG) Target and NDC goal in China under the dual pressure from air clean and carbon emission mitigation.
