Analysis on the change of income and expenditure structure of primary medical institutions in Shandong Province after the new round of health reform

Abstract:Objective :To understand the changes in terms of income and expenditure structure of primary medical institutions in Shandong from 2009 to 2015,and put forward corresponding strategy. Methods :Relevant data was extracted from "2009-2016 Shandong Province Health Statistical Yearbook" and "Statistics on the Development of Health and Family Planning in Shandong Province in 2015". Qualitative analysis,descriptive analysis and comparative analysis were applied. Results :Total income and total expenditure increased year by year,the average annual growth rates were 14.47% and 14.80%,respectively. However,the balance of income and expenditure declined;significant changes occurred in the structure of income and expenditure,proportion of fiscal subsidies increased year by year,the proportion of business income decreased. The proportion of personnel expenditure increased and the growth rate was high. Conclusion :It is suggested to strengthen the responsibility of government and to increase the financial compensation for primary medical insitutions. It is also proposed that the proportion of personnel funds and public health subsidies be further increased.
