Does One Size Fits All? Explaining the Governance Mode and Strategic Position of Cluster Innovation Platform: A Comparative Case Study of Two Zhejiang Industrial Clusters

Abstract:Industrial cluster has always been a phenomenon of great interest to regional economic development agencies,corporate managers and national strategy scholars.Government plays a significant role in the development and upgrading of industrial clusters.However,government experiences a policy dilemma that exactly how to intervene to promote upgrading of industrial clusters.Extant literature on industrial cluster upgrading in developing countries only emphasizes the importance of embedding in global value chain.This article focuses on the innovation platforms within industrial clusters,which are supported by governments.Recently,Chinese government encourages,supports and even gets involved in setting up sectoral and regional innovation platform by introducing a series of preferential policies.Through a comparative case study between Zhili children’s garment cluster and Shaoxing textile cluster,both located in Zhejiang province,we find a general fit pattern among cluster character,the governance mode and strategic positioning of innovation platform.Specifically,the cluster’s population character(size,diversity,openness and development process) and technology regime(opportunity conditions and appropriability conditions) influence the governance mode of innovation platform,a combination of owner and manager,which is combined with cluster’s technology regime to impact the strategic positioning of innovation platform.The strategic positioning of innovation platform includes two dimensions,namely production orientation versus innovation orientation and generaloriented versus specialized-oriented.The contributions are three-fold.First,this study proposes a typology for innovation platform of cluster.Second,the paper enriches the knowledge-based theory of clusters from clusters’ innovation practices in developing countries.Third,we point out that inserting in global value chain is not always appropriate for clusters in developing countries.Finally,Managerial and policy implications and future research directions are also discussed.One point worth noting is that,national and provincial policy for innovation platform should keep flexible because one size doesn’t fit all and must be locally adapted.
