Disaster Information Mining from a Social Perception Perspective: A Case Study of the "23·7" Extreme Rainfall Event in the Beijing–Tianjin–Hebei Region

Abstract:Due to their real-time and rich characteristics, social sensing data (also called social perception data) have shown unique importance in the application of disaster management. This study, which is based on Sina Weibo data and focuses on the "23·7" extreme rainfall event in the Beijing–Tianjin–Hebei region, integrates methods such as the BERTopic topic extraction model, the BERT-base-Chinese pretrained model, NER, sentiment analysis, and the construction of disaster damage lexicons to explore and analyze the role of public perception in disaster management. The study examines the clustering of societal perceptions of disasters through topic trend analysis. It delves deeper into the feasibility of extracting potential disaster sites and assessing damage on the basis of topics such as "calls for help" and "disaster damage" in Weibo data. Furthermore, in this study, the psychological and physical impacts of disasters are quantified through the analysis of sentiment polarity and disaster damage lexicons. We achieve a finer granularity of negative sentiment distribution by focusing on potential disaster points. Furthermore, we assess the damage of different disaster-affected entities at the municipal level, showing particular sensitivity to extreme rainfall conditions, thereby providing an effective method for rapid assessment of disaster damage. Although social sensing data cannot completely replace traditional disaster data, this research highlights the unique value of Sina Weibo data in rapidly identifying and reporting disaster events, confirming the significance of these data as a data source to supplement traditional disaster data.
