Abstract:Global research and development (R&D) pipelines for diseases that disproportionately affect African countries appear to be inadequate, with governments struggling to prioritise investment in R&D. This article provides insights into the sources of investment in health science research, available research capacity and level of research output in Africa. The African region comprises 15% of the world’s population, yet only accounted for 1.1% of global investments in R&D in 2016. There were substantial disparities within the continent, with Egypt, Nigeria and South Africa contributing 65.7% of the total R&D spending. In most countries of the Organisation for Economic Co-operation and Development, the largest source of R&D funding is the private sector. R&D in Africa is mainly funded by the public sector, with significant proportions of financing in many countries coming from international funding. Challenges that limit private sector investment include unstable political environments, poor governance and corruption. Evidence suggests various research output and research capacity limitations in Africa when considering a global context. Metrics that reflect this include university rankings, number of researchers, number of publications, clinical trials networks and pharmaceutical manufacturing capacity. Within the continent there are substantial regional disparities. Incentivising investment is crucial to foster current and future research output and research capacity. This paper outlines some of the many commendable initiatives under way. Innovative and collaborative financing mechanisms can stimulate further investment. Given the vast inequalities across Africa in R&D, strategies need to reflect the different capacities of countries to address this disparity.

Abstract:Africa bears a disproportionate burden of infectious diseases, accounting for a substantial percentage of global cases. Malaria, HIV/AIDS, tuberculosis, cholera, Ebola , Lassa fever, and other tropical diseases , such as dengue and chikungunya, have had a profound impact on morbidity and mortality. Various factors contribute to the higher prevalence and incidence of infectious diseases in Africa, including socioeconomic challenges, limited access to health care, inadequate sanitation and hygiene infrastructure, climate-related factors, and endemicity of certain diseases in specific regions. A skilled workforce is crucial to addressing these challenges. Unfortunately, many countries in Africa often lack the required resources, and aspiring scientists frequently seek educational and career opportunities abroad, leading to a substantial loss of talent and expertise from the continent. This talent migration, referred to as “brain drain,” exacerbates the existing training gaps and hampers the sustainability of research within Africa.

Abstract:Abstract Background Africa bears a disproportionately high burden of globally significant disease but has lagged in knowledge production to address its health challenges. In this contribution, we discuss the challenges and approaches to health research capacity strengthening in sub-Saharan Africa and propose that the recent shift to an African-led approach is the most optimal. Methods and findings We introduce several capacity building approaches and recent achievements, explore why African-led research on the continent is a potentially paradigm-shifting and innovative approach, and discuss the advantages and challenges thereof. We reflect on the approaches used by the African Academy of Sciences (AAS)-funded Sub-Saharan African Network for TB/HIV Research Excellence (SANTHE) consortium as an example of an effective African-led science and capacity building programme. We recommend the following as crucial components of future efforts: 1. Directly empowering African-based researchers, 2. Offering quality training and career development opportunities to large numbers of junior African scientists and support staff, and 3. Effective information exchange and collaboration. Furthermore, we argue that long-term investment from international donors and increasing funding commitments from African governments and philanthropies will be needed to realise a critical mass of local capacity and to create and sustain world-class research hubs that will be conducive to address Africa’s intractable health challenges. Conclusions Our experiences so far suggest that African-led research has the potential to overcome the vicious cycle of brain-drain and may ultimately lead to improvement of health and science-led economic transformation of Africa into a prosperous continent.

Abstract:African leaders accepted in the year 2001 through the Abuja Declaration to allocate 15% of their government expenditure on health but by 2013 only five (5) African countries achieved this target. In this paper, a comparative analysis on the impact of health expenditure between countries in the CEMAC sub-region and five other African countries that achieved the Abuja declaration is provided. Data for this study was extracted from the World Development Indicators (2016) database, panel ordinary least square (OLS), fully modified ordinary least square (FMOLS) and dynamic ordinary least square (DOLS) were used as econometric technic of analysis. Results showed that health expenditure has a positive and significant effect on economic growth in both samples. A unit change in health expenditure can potentially increase GDP per capita by 0.38 and 0.3 units for the five other African countries that achieve the Abuja target and for CEMAC countries respectively, a significant difference of 0.08 units among the two samples. In addition, a long-run relationship also exist between health expenditure and economic growth for both groups of countries. Thus African Economies are strongly advised to achieve the Abuja target especially when other socio-economic and political factors are efficient.

Abstract:Africa faces a significant burden of infectious diseases, including Malaria and HIV/AIDS, along with an increasing prevalence of non-infectious diseases such as diabetes and cancer. This dual health challenge is amplified by socioeconomic difficulties, restricted access to healthcare, and lifestyle changes, thus present unique scientific needs. Effectively addressing these issues requires a skilled scientific workforce adept in comprehensive healthcare strategies. This analysis explores the critical landscape of health research in Africa, emphasizing the unique opportunity presented by the continent's youthful population, projected to reach almost 1 billion by 2050. The youth's innovative potential and fresh perspectives offer a chance to overcome development barriers in health research. Nevertheless, challenges such as under-resourced education, limited research training, inadequate mentorship, and funding difficulties persist. This paper urgently calls upon African leaders, international partners, and stakeholders to prioritize health research, mobilize funding, forge strategic partnerships, and empower the youth as essential steps to capitalize on the continent's dynamic youth for breakthrough health outcomes. Such investments are vital not just for health but for the overall economic, social, and strategic growth of the continent. Through shared responsibility and a united effort, the potential of African youth can be harnessed, leading to transformative research, improved health outcomes, and a prosperous future. This perspective represents the collective voice of passionate young researchers and advocates across Africa, calling for a new era of health research on the continent.

Abstract:This paper provides an overview of the effect of research and development (R&D) expenditure and government effectiveness on economic growth. By focusing on R&D expenditure as a measure of innovation, government effectiveness as a measure of governance and GDP as a measure of economic growth, we examined the effect of R&D and government effectiveness on GDP in selected African countries. Four countries were chosen due to the availability of their data from 2000 to 2016. Linear regression and correlated panels corrected standard errors (PCSEs) regression models were used to analyze the data. The result showed that both R&D and governance are important factors in predicting economic growth in Africa. Therefore, only innovation through increasing R&D expenditure and good governance can sufficiently drive sustainable economic growth and development in Africa. Thus, African countries need to strengthen and build their research and development capacity while ensuring the effectiveness of their government to achieve sustainable economic growth.

Abstract:Empirical evidence proves that agricultural research and development expenditure, and researchers attract high returns though the investments have long gestation periods. Nonetheless, Sub-Saharan Africa invests meagerly in agricultural research and development, and researchers. This study explores the impacts of agricultural research and development expenditures, and researchers on food security in the region and across the sub-regions. The study applies Bootstrapped linear squared dummy variable due to its capacity to handle heterogeneity and missing observations and two-step system generalized method of moments techniques to analyze the data on 24 sub-Saharan African countries over the period 2000-2016. Data on measures of food security, food production per capita, and food price index are obtained from Food and Agriculture Organization stat, data on population growth is sourced from World Development Indicators, and data on investments in agricultural innovations are extracted from International Food Policy Research Institute. Our findings show that investments in agricultural innovation substantially increase food security through food productivity growth. The full-time equivalent of agricultural researchers' hours is more impactful on food security than agricultural research and development spending. The findings also reveal that the investments are more effective in enhancing food security in Eastern, Southern, and Western African sub-regions while they instead exacerbate the problem of food insecurity in Central Africa. The policy implications are that adequate resources should be channeled into proper agricultural research and development to introduce new crop varieties or significantly improved crops, etc. Moreover, there should be coordination between large and small countries in investments in order for the countries to benefit from the economies of scale.

Abstract:Africa is a huge and diverse continent in terms of land mass, natural resources, peoples, culture and level of economic development, with each region and country showing considerable variations and further diversity. The economic history of many countries in Africa and the continent at large during the last century has been one of negative results, false starts and even decline. The continent often leads the rest of the world in nearly all the wrong and negative statistics – high poverty incidence, low human development index, corruption with impunity, prevalence and persistence of some of the most deadly communicable diseases such as malaria and HIV/AIDS, high infant and maternal mortality, recurrent food and nutrition insecurity, high frequency of political strife and instability, and the list goes on and on.

Abstract:This report is a serious call to scientists, innovators, investors, and policymakers to invest in the development of biophysics in Africa. The complex problems of our day demand multidisciplinary approaches, and biophysics offers training in much-needed multi- and cross-disciplinary thinking. Biophysics is a research field at the forefront of modern science because it provides a powerful scientific platform that addresses many of the critical challenges humanity faces today and in the future. It is a vital source of innovation for any country interested in developing a high-tech economy. However, there is woefully little biophysics educational and research activity in Africa, representing a critical gap that must be addressed with urgency. This report suggests key research areas that African biophysicists should focus on, identifies major challenges to growing biophysics in Africa, and underscores the high-priority needs that must be addressed.

Abstract:Background: In recent years there have been calls to strengthen health sciences research capacity in African countries. This capacity can contribute to improvements in health, social welfare and poverty reduction through domestic application of research findings; it is increasingly seen as critical to pandemic preparedness and response. Developing research infrastructure and performance may reduce national economies' reliance on primary commodity and agricultural production, as countries strive to develop knowledge-based economies to help drive macroeconomic growth. Yet efforts to date to understand health sciences research capacity are limited to output metrics of journal citations and publications, failing to reflect the complexity of the health sciences research landscape in many settings. Methods: We map and assess current capacity for health sciences research across all 54 countries of Africa by collecting a range of available data. This included structural indicators (research institutions and research funding), process indicators (clinical trial infrastructures, intellectual property rights and regulatory capacities) and output indicators (publications and citations). Results: While there are some countries which perform well across the range of indicators used, for most countries the results are varied-suggesting high relative performance in some indicators, but lower in others. Missing data for key measures of capacity or performance is also a key concern. Taken as a whole, existing data suggest a nuanced view of the current health sciences research landscape on the African continent. Conclusion: Mapping existing data may enable governments and international organizations to identify where gaps in health sciences research capacity lie, particularly in comparison to other countries in the region. It also highlights gaps where more data are needed. These data can help to inform investment priorities and future system needs.

Abstract:The study examined the effect of education and human capital development on endogenous growth drawing evidence from selected African Countries within the period of 1980-2020. Survey research design was used and secondary data was sourced from world bank statistical bulletin based on tertiary education enrolment rate (TEER) vocational education enrolment rate (VEER), labour force participation rate (LFPR) and endogenous growth (EG). Descriptive analysis using panel covariance, cross-sectional dependence (CD) test, panel unit root tests as well as panel co-integration test were adopted to test the secondary data extracted. It was observed that there is low positive but significant impact of tertiary education enrolment rate (TEER) and vocational education enrolment rate (VEER), on endogenous growth (EG) while the impact of labour force participation rate (LFPR) on endogenous growth (EG) was negative. The study recommends that government should increase not just the amount of expenditure on education and health sector but also the percentage of its total expenditure accorded these sectors. The ten percent benchmark proffered by the current national plan document as contained in National Economic Empowerment and Development Strategy (NEEDS) should be geared up and gravitate towards the UNESCO 26% international recommended standard. Abstract:Vaccine development and production harbinger the control and eradication of infectious diseases. Vaccination played a huge role in the curtailment of disease outbreaks like smallpox and polio, especially in Africa. Despite the high demand for several vaccines in Africa due to the highly infectious disease burden, the continent still lacks adequate capacity for vaccine research and development. This paper aims to discuss the need and challenges of Africa to strengthen its capacity for vaccine research and development and also highlight practical recommendations. Some of the needs for Africa to prioritize vaccine research and development include; improving quality of life and well-being, cost-effectiveness, independent preparedness and response to local outbreaks, and increased access to funding. Challenges associated with vaccine research and development include the cost of the investment, risk of failure; poor ethical framework and legislation; lack of adequate funding; lack of political will & support; and poor surveillance system. Strategies to create sufficient research funds, an efficient surveillance system, and a legislative framework are clearly described. In conclusion, strengthening vaccine research capacity in Africa requires the political goodwill of African governments and strategic partnerships with international organizations and institutes. The challenges facing this development and possible solutions have been highlighted in this article.
Influence of Quality Education on FDI Inflows in Subs-Saharan Africa: A Theoretical and Empirical Research

Abstract:The non-traditional influences of Foreign Direct Investment (FDI) are increasingly gaining attention in international business studies; however, the empirical evidence of these influences is still scant. Using human capital theory within the context of the national competitive framework, the study reported in this paper considers the progress towards achieving Quality education as a likely influence of FDI inflows in Sub-Saharan Africa (SSA). The paper employs a panel data research design and conducts fixed effects estimations. The analysis categorizes FDI flows into global FDI, FDI from developed countries, and FDI from developing countries to SSA. Thus, the paper is centred around three research questions: (1) How does progress toward quality education influence global FDI inflows? (2) How does progress towards quality education influence FDI inflows from developed and (3) from developing countries? The analysis mainly utilizes a bespoke dataset from the United Nations Conference on Trade and Development (UNCTAD) and data from trustworthy databases such as UNCTADSTAT and the World Development Indicators (WDI). The results support the claim of the increasing importance of non-traditional influences of FDI flow. Quality Education significantly influenced FDI inflows from the globe and developing countries to SSA. This research provides further evidence that the national competitive framework can thoroughly explain the factors that have different significant powers in influencing FDI flows to SSA from developed and developing countries. The study is highly policy-relevant because it examines the effects of the degree of attainment of specific UN Sustainable Development Goals (quality education) on inward FDI performance. It, therefore, shows the benefits of SSA countries investing in the SDGs for the policy goal of attracting more considerable amounts of inward FDI.

Abstract:Current developments augurs well for sexual and reproductive health in Africa. With the African Union joining the G20 group, it is expected that its regional health priorities will be given special consideration. Social protection and empowerment of youth and women were prominent at the recent Summit of the Future. The impending change in leadership at the African regional office of the World Health Organization brings great expectations for sound policy formulation and surveillance for detecting outbreaks of epidemics. At the United Nations, Africa will benefit from reform of the Security Council besides intensified activities pertaining to the Sustainable Development Goals.

Abstract:This study investigates the impact of financial development, economic growth, and foreign direct investment on enhancing industrial growth for a panel of selected Sub-Sahara African (SSA) countries from 1990—2017. However, the present study enriches our understanding of financial development by employing a new comprehensive index focused on the accessibility, scope, and productivity of capital systems and banking institutions and incorporated foreign direct investment and economic growth as significant industrial growth drivers in the selected countries. A more robust technique Augmented Mean Group (AMG) and Common Correlated Effect Mean Group (CCEMG), were employed to access the long-run relationship among the understudy variables. Further empirical results shows that financial development and economic growth enhance industrial development with finance exhibiting signifcance while foreign direct investment is seen as adverse. Moreover, a two-way causality was obtained between industrialization and financial development while both foreign direct investment and economic growth had a one-way causality relationship with industrialization. Thus, our study implies that the government officials within these countries must provide a suitable environment for the public, private partnerships, i.e. private sector, which is the backbone for industrial development.

Abstract:Over the past few decades, there has been a noticeable development of interest among scholars and policymakers worldwide regarding the prominent drivers of sustainable development. The role of human capital and foreign direct investment (FDI) in fostering sustainable development, however, has been largely neglected by policymakers and scholars, despite recent emphasis on FDI amidst current economic performance worldwide, particularly in developing countries. This study empirically investigates the effect of human capital and FDI on sustainable development in sub‐Saharan Africa (SSA) spanning 1991–2021. The empirical analysis was implemented by deploying different techniques, such as feasible generalized least squares, panel corrected standard errors, and Lewbel two‐stage least square techniques, with the panel quantile regression approach as a robustness check. The empirical outcomes show that improvement in human capital via educational attainment fosters economic expansion, employment opportunities, and poverty reduction, whereas an increase in health human capital undermines sustainable development in SSA. The findings also reveal that increasing FDI flows to priority sectors in the region are critical for enhancing human capital, thus stimulating economic performance, job opportunities, and poverty alleviation in SSA. This study puts forward important policy implications for achieving sustainable development.
