Abstract:This paper presented the strategies on building a smart city via strategic value chain management analysis. Specifically, a smart city value chain model was built to define the smart city, including the development on five primary smart activities and four smart support activities in the model. This paper provides strategies and a platform on how to transform a city into to a smart city. The paper will also assist top level administrators when they make decisions on building a smart city to improve people's living standards.

Abstract:AbstractEducation is a valuable asset owned by the state after economic prosperity. This is proof that education is deemed important in order to guarantee the continuity of life in the wider community. Humans need education as long as they can feel the positive impact of science and technology. The development of the times also forced humans to live fast and efficiently. In this case, the government began to build cooperation and networks with foreign parties to be able to develop smart city-based governance systems. This system began to run in every government both central and regional. Smart cities are now making almost all countries can make technology as a primary need compared to food and clothing. Many people who actually prefer to add electronic equipment compared to adding other things. Today's technology is always closely related to the education and social life of the people. In some cases, technology will always be accompanied by education. This is because new technological discoveries are based on science and theory, both previous and most recent. This study discusses how the analysis rather than the use of smart education in a smart city frame is more massive and active. Smart Education today is seen as an important unity between smart city and smart education. Banyak orang yang justru lebih memilih untuk menambah peralatan elektroniknya dibandingkan dengan menambah hal-hal lainnya. Teknologi saat ini menjadi hal yang selalu dikaitkan erat dengan pendidikan dan sosial masyarakat. Dalam beberapa hal, Teknologi akan selalu diiringi bersamaan dengan pendidikan. Hal ini dikarenakan penemuan â€“penemuan teknologi baru didasari oleh ilmu dan teori, baik yang terdahulu maupun yang terbaru. Dalam penelitian ini dibahas mengenai bagaimana analisis daripada penggunaan smart education dalam bingkai smart city secara lebih masif dan aktif. Smart Education pada masa kini dipandang sebagai sebuah kesatuan yang penting antara smart city dengan smart education. Dalam penelitian ini, mengupas secara luas terkait analisis dari penerapan smart education system dalam smart city. Abstract:The development of smart cities has evolved through several generations since the beginning. Many requirements and technologies have been devised to facilitate the implementation of the smart city concept, among which the smart city platform stands out. The implementation of smart city platforms facilitates the advancement of technology-driven services in smart cities, hence enhancing the overall well-being of their residents. Nevertheless, the existing notion of smart cities has evolved into a more comprehensive model encompassing intelligence, sustainability, and resilience. The paradigm shift in urban development necessitates fulfilling diverse needs by both smart cities and platforms. Research about the current smart city platforms necessitates adaptation to align with the criteria for developing smart, sustainable, and resilient cities. This study presents the Cognitive City Platform as a digital public infrastructure compatible with advancing intelligent, sustainable, and resilient urban areas. The adaptability of the system architecture on the cognitive city platform allows for its implementation in cities of different scales and sizes. Additionally, the platform incorporates city anomaly analytics as its initial level of cognitive functionality. This study additionally presents findings regarding the practical usage of the Cognitive City platform and empirical data about assessing its performance and scalability.

Abstract:This paper addresses the concept of the smart city and its significance to citizens. In this regard, recent literature about smart cities and in response to the increasing use of the concept is discussed. The study aims to introduce a developed framework to be used in modern smart cities with citizen engagement. Eight factors contribute to the smart city to be “smarter”: management and organization, technology, governance, policy context, citizen and communities, economy, built infrastructure, and natural environment. These factors are the base of an integrative framework that can be used to inspect how local governments are picturing smart city plans. The main framework suggests proposed agendas for smart city which lead to practical implications for government expertise. In this research, a smart city is defined in different areas of the world based on several literatures’. Finally, the study is focused on Dubai vision for smart city, which is based on the high business and innovation center.

Abstract:Abstract The concept of a smart city has been proposed to solve urban problems. The concept has been implemented in different parts of the world, including in Jakarta, Indonesia’s capital city. Jakarta has experienced environmental and socio-economic problems as the consequences of rapid urbanization. Therefore, the local government has initiated Jakarta Smart City since 2014. This paper aims to explain the implementation of the smart city concept in Jakarta based on the six elements of the Smart European Cities, namely, Smart Economy, Smart Governance, Smart People, Smart Mobility, Smart Environment, and Smart Living. The research data is gathered through in-depth interviews with a representative from the government of Jakarta and from the literature review. The results indicate that Jakarta’s government has implemented the six elements of a smart city by using digital infrastructure, i.e., online platform and software application. However, there is still a lot of work to be done as there is still room for improvement to maximize the benefit for the city and its residents. One of them is that Jakarta’s government needs to optimize the use of the existing applications and increase the awareness of users of these applications.

Abstract:This research examines digital literacy's role in supporting smart city development in Palembang City by focusing on four key aspects, including digital skills, digital safety, digital ethics, and digital culture. This study uses a qualitative descriptive approach to use primary and secondary data. The analysis tool used is Nvivo 12 Plus. These findings successfully analyze the challenges faced in integrating digital literacy in smart city development, including digital literacy gaps, privacy concerns, lack of awareness of benefits, technical challenges, and cultural changes. In addition, the role of government and regulation and cross-sector collaboration are also explained as important factors in creating an environment that supports holistic digital literacy. The results of this study provide a comprehensive view of how digital literacy can play a key role in facing challenges and optimizing the benefits of smart technology in the development of inclusive and sustainable smart cities. This research contributes to stakeholders involved in planning and implementing smart cities, as well as providing directions for effective digital literacy efforts in the future.

Abstract:In recent years, smart cities have been significantly developed and have greatly expanded their potential. In fact, novel advancements to the Internet of things (IoT) have paved the way for new possibilities, representing a set of key enabling technologies for smart cities and allowing the production and automation of innovative services and advanced applications for the different city stakeholders. This paper presents a review of the research literature on IoT-enabled smart cities, with the aim of highlighting the main trends and open challenges of adopting IoT technologies for the development of sustainable and efficient smart cities. This work first provides a survey on the key technologies proposed in the literature for the implementation of IoT frameworks, and then a review of the main smart city approaches and frameworks, based on classification into eight domains, which extends the traditional six domain classification that is typically adopted in most of the related works.

Abstract:Information and communication technology's role in developing smart city platforms has allowed cities to grow smarter in recent years. In order to develop a smart city platform, digital twin technology can be implemented to monitor and simulate the city's conditions. Furthermore, it can function as a precise decision-support system. Digital twins can be combined with augmented reality technology to develop a smart city platform. The combination of these two technologies aims to visualize data for monitoring and simulating conditions in a city. The primary concern about the necessity of a digital twin platform in smart cities pertains to creating a robust digital twin-enabled smart city platform that can efficiently monitor urban conditions and provide significant insights for decision-making. Hence, this research aims to develop a smart city platform with digital twins as its foundation. This platform would enable real-time data visualization inside an environment that facilitates clear and effective information communication to users. The smart city platform development method is divided into four layers, namely developing (1) the basic layer that contains basic information about the city; (2) the 3D layer that contains the city's 3D assets; (3) the digital twin layer for real-time data integration; (4) the augmented layer for augmenting the digital twin data. This research also proposes an architecture that will become the basis of the flow for the digital twin platform development. The result of developing the platform is a smart city platform based on a digital twin that can be used to monitor the condition of the city. This platform can be input for users or the community in planning their daily activities and can be decision support to the government in developing the city.

Abstract:This chapter aims to provide some insights on the different definitions of smart city and smart community concepts which is done through a comprehensive literature review and gap recognition that exists between these terms. Besides this, the forthcoming issues and threats as a result of infrastructure dependence during smart city development are addressed, through integration of smart community elements to provide a comprehensive and balanced view to improve the quality of life. The implementation of smart city or community is presented through examples from China, Japan and Malaysia. Conclusion is drawn at the end of the paper that there is no absolute answer that which concept is preferred than the other while it is built upon the desired outcomes of the governments and developers within their own context that suit well for the country’s needs, social-culture, economic, technology advancement and values.

Abstract:Bandung City Government is ranked the 3rd in smart city index in Indonesia only within 8 months of smart city application. Considering this achievement, it is necessary to study this fast-tracking success of smart city to enable a lesson learnt for other local governments. Hence, this research aims at evaluating the best practices of smart environment program as one of smart city projects and analyzing the positive transformation being brought. The analysis will be based on three core activities in smart environment: (1) the creation of thematic parks as open public spaces; (2) the restoration and the revitalization of rivers and its river banks; (3) urban gardening or urban farming. Combined with the result of extensive of literature review, this research will apply eight (8) aspects of smart environment. These aspects are (1) The Provision of Public Open Space; (2) Good Waste Management; (3) Slum Areas Management; (4) The Revitalization of River; (5) Eliminate “Chopsticks Syndrome” in Building Construction; (6) Alternative energy; (7) Reducing the Production of CO2; (8) Urban Farming. A qualitative research method were used in this research. The analysis of this research is a comparative analysis, with the use of smart city best practices in other cities in other countries as the benchmark. Seven local government work units/departments/agencies of Bandung Citywhich play important role as the leading sectors of the smart environment program were the key resources of this research. The data were collected from 30 interviews. This research gave its reader a new perspective in understanding the concept and the practices of smart city in the public administration perspective.

Abstract:During the last years, both academicians and professional researchers attribute an interest to the future of cities. They conclude that the technological leap will influence the both architecture and infrastructure, which will give birth to the smart cities vision. This essay aims to provide a comprehensive understanding of the movement towards smartness by providing a study on divers smart city definitions which depend on geographical, environmental, economical and social constraints of each city, next to presenting dimensions that let smart city a 3D concept and highlighting some smart city Models. It gives an overview of smart city characteristics: Smart Economy, Smart Environment, Smart Governance, Smart Mobility, Smart Living and Smart Human Level and shows some big pictures of the components of each paradigm and how they been illustrated. People usually moves to cities in order to fulfil their needs in job, relationships tpand enjoy the modern life, the urbanization phenomenon, climate change and resources depletion took place and addressed a significant number of Smart cities challenges were appeared in urban areas. Smart City Governance in Developing Countries: A Systematic Literature Review

Abstract:Smart cities that make broad use of digital technologies have been touted as possible solutions for the population pressures faced by many cities in developing countries and may help meet the rising demand for services and infrastructure. Nevertheless, the high financial cost involved in infrastructure maintenance, the substantial size of the informal economies, and various governance challenges are curtailing government idealism regarding smart cities. This review examines the state of smart city development in developing countries, which includes understanding the conceptualisations, motivations, and unique drivers behind (and barriers to) smarty city development. A total of 56 studies were identified from a systematic literature review from an initial pool of 3928 social sciences literature identified from two academic databases. Data were analysed using thematic synthesis and thematic analysis. The review found that technology-enabled smart cities in developing countries can only be realised when concurrent socioeconomic, human, legal, and regulatory reforms are instituted. Governments need to step up their efforts to fulfil the basic infrastructure needs of citizens, raise more revenue, construct clear regulatory frameworks to mitigate the technological risks involved, develop human capital, ensure digital inclusivity, and promote environmental sustainability. A supportive ecosystem that encourages citizen participation, nurtures start-ups, and promotes public-private partnerships needs to be created to realise their smart city vision.

Abstract:In recent years, there has been significant focus on smart cities, on how they operate and develop, and on their technical and social challenges. The importance of infrastructure as a major pillar of support in cities, in addition to the rapid developments in smart city research, necessitate an up-to-date review of smart cities’ infrastructure issues and challenges. Traditionally, a majority of studies have focused on traffic control and management, transport network design, smart grid initiatives, IoT (Internet of Things) integration, big data, land use development, and how urbanization processes impact land use in the long run. The work presented herein proposes a novel review framework that analyzes how smart city infrastructure is related to the urbanization process while presenting developments in IoT sensor networks, big data analysis of the generated information, and green construction. A classification framework was proposed to give insights on new initiatives regarding smart city infrastructure through answering the following questions: (i) What are the various dimensions on which smart city infrastructure research focuses? (ii) What are the themes and classes associated with these dimensions? (iii) What are the main shortcomings in current approaches, and what would be a good research agenda for the future? A bibliometric analysis was conducted, presenting cluster maps that can be used to understand different research trends and refine further searches. A bibliographic analysis was then followed, presenting a review of the most relevant studies over the last five years. The method proposed serves to stress where future research into understanding smart systems, their implementation and functionality would be best directed. This research concluded that future research on the topic should conceptualize smart cities as an emergent socio-techno phenomenon.

Abstract:This study aims to determine the implementation of Semarang Smart City in improving public services. This study uses qualitative research methods sourced from various literature or literature studies in answering the research results. The findings found that Smart living with free WIFI service, an ambulance is available 24 hours a day. Smart living is responsive to various community reports, such as reports on water pumps that don't flow. Bright Environment successfully manages a harmonious, comfortable, and clean Environment by turning a slum village into a healthier and cleaner city. Smart mobility with the Bus Rapid Transit (BRT) service aims to provide an alternative mode of transportation that is reliable and safe for the citizens of Semarang City. The implementation of good governance is the existence of services starting from the management of children's birth certificates, death certificates, Electronic ID cards, and various other public services that provide convenience for the people of Semarang. Intelligent people develop formal education in schools and universities that are evenly distributed to citizens based on IT, such as the implementation of e-learning, providing internet access as a source of information, and free schools for elementary and junior high school students. An innovative Economy is realized through increasing access, equity, relevance, and quality of essential social services, improving the quality and competitiveness of the workforce, controlling the number and rate of population growth, and increasing citizen participation.

Abstract:The idea of a smart city and a new capital city in Indonesia is complex, so planning and the government's role are crucial. The purpose of this research is based on two big questions about the government's plan for preparing for development and the potential for smart city development in the new capital city. This study was done based on the results of a direct examination of official government documents using a thematic analysis approach and an analytical tool called Nvivo 12 Plus. This research was able to show what the Indonesian government's plans are and what they could do to build smart cities in the new capital city (IKN/Nusantara). The findings of this study map out six smart city support systems, which are the government's priority plans, including urban systems, safety and security, livability and urban life, government services, the environment and sustainability, and access and mobility. They all focus on technology adaptation, digitization, renewable energy, and sustainability. Despite these priority plans, there are still significant challenges to rethinking the prospects and potential for developing smart cities in the new capital city, especially the issues of human resources, budget capacity, infrastructure, and government bureaucratic adaptation patterns. This study proposes to set up a smart governance system to adapt to the new system, primarily to accommodate those problems and challenges. It can contribute to unravelling smart cities' complexities, challenges, and future development potential.

Abstract:Abstract The complex and interdependent nature of smart cities raises significant political, technical, and socioeconomic challenges for designers, integrators and organisations involved in administrating these new entities. An increasing number of studies focus on the security, privacy and risks within smart cities, highlighting the threats relating to information security and challenges for smart city infrastructure in the management and processing of personal data. This study analyses many of these challenges, offers a valuable synthesis of the relevant key literature, and develops a smart city interaction framework. The study is organised around a number of key themes within smart cities research: privacy and security of mobile devices and services; smart city infrastructure, power systems, healthcare, frameworks, algorithms and protocols to improve security and privacy, operational threats for smart cities, use and adoption of smart services by citizens, use of blockchain and use of social media. This comprehensive review provides a useful perspective on many of the key issues and offers key direction for future studies. The findings of this study can provide an informative research framework and reference point for academics and practitioners.

Abstract:Desa pintar saat ini menjadi salah satu alternatif pembangunan desa yang berpotensi mengatasi permasalahan desa. Sebagian besar makalah penelitian tentang desa pintar membahas implementasi TIK di desa sedangkan fungsi utamanya hanya sebagai enabler. Oleh karena itu, penelitian ini bertujuan untuk mengisi gap tersebut dengan mengajukan model konseptual smart village. Model konseptual dibangun hasil dari tinjauan pustaka pada jurnal yang berkualitas. Jurnal yang dipilih yaitu Google Scholar, Emerald Insight, Elsevier dan IEEE explore dengan kata kunci “smart village”,”smart rural” dan “sustainable village”. Berdasarkan hasil pencarian pada jurnal ditemukan 1703 artikel penelitian terkait smart village. Kemudian dari 1703 artikel yang terpilih, 146 artikel diterima berdasarkan hasil membaca judul dan abstrak. Kemudian 146 artikel dianalisis dengan seksama dan menemukan 43 artikel yang berkaitan dengan topik pada penelitian ini ditinjau dari tujuan, Dimensi dan juga indikatornya. Hasil temuan terdapat 8 bidang utama dalam membangun smart village meliputi: Tata kelola pemerintah, Ekonomi desa, Lingkungan desa, Sumber daya energi, Sumber daya manusia, TIK, Petani desa dan Pariwisata. Penemuan ini memperkaya eksplorasi teoritis smart village.

Abstract:Smart campus is an emerging concept enabled by digital transformation opportunities in higher education. Smart campuses are often perceived as miniature replicas of smart cities and serve as living labs for smart technology research, development, and adoption, along with their traditional teaching, learning and research functions. There is currently a limited understanding of how the smart campus is conceptualized and practiced. This paper addresses this gap by using a systematic literature review following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) approach. The study uses four major domains of the smart campus, i.e., society, economy, environment, and governance, to classify existing research. These domains are each aligned to the central smart campus concepts of digital technology and big data. The analysis found little evidence of a comprehensive real-world application of the smart campus towards addressing all four domains. This highlights the infancy of the current conceptualization and practice. The findings contribute to the development of a new conceptual foundation and research directions for the smart campus notion and informs its practice through a conceptual framework. The findings reported in this paper offer a firm basis for comprehensive smart campus conceptualization, and also provide directions for future research and development of smart campuses.
