Abstract:Taking Yangtze River Delta Basin as an example, indirect economic impacts of water pollution in 2011 on sub-regions (Shanghai, Zhejiang and Jiangsu) were simulated based on a basin scale multi-regional computable general equilibrium (CGE) model. Moreover, an indirect effect coefficient (IDE) was been built to reflect the degree of indirect effect of water pollution on each sub-region and sector. The results indicated that economic impacts of water pollution had significant differences in three sub-regions of Yangtze River Delta Basin. The loss in GDP in Shanghai was the highest (16.13 billion Yuan), whereas the ratio of GDP loss in Zhejiang decreased most significantly (2.84%). In addition, the IDE of Shanghai, Zhejiang and Jiangsu were 3.47, 1.98 and 0.92 respectively, which means that the economy of Shanghai was most sensitive to water pollution occurred in the Yangtze River Delta Basin than other two regions.

Abstract:A mathematical model based on the local socio-economic development of Zhejiang was discussed to assess economic loss of dam failure floods.With variations of some loss estimation formulae,this model makes reasonable assumptions and utilizes a simple practical method to establish the loss rate.Using regional economy,population,and geography data as main input,it is then integrated with the dam-break flood routing model to acquire the hydraulic parameters,including depth,duration and velocity,and then to estimate the economic loss.As an example,the economic loss caused by dam failure of Qingshan Reservoir at Yuhang District in Hangzhou was evaluated,using the official statistics of 2008.The result showed that total economic loss was about 20% of the GDP in Yuhang.This model has big potential to be applied in other places of Zhejiang after making some modifications,providing technical support for decision makers.

Abstract:As the whole society gradually realizes the scarcity of nature resources and environmental value, countries all over the world have evolved and improved the system of environmental damage assessment through the practices of pollution prevention and ecological environmental protection. On one hand, in the research prospective, the practices of environmental damage assessment brought new challenges to environmental law, environmental economics, environmental science, environmental engineering, etc. On the other hand, they constantly promoted and developed relevant laws and regulations, techniques, working mechanism, and guidelines on procedure in practice. On the hasis of comparison and analysis of international practices and experiences from US, EU, and Japan, etc., this article identified relevant concepts, content, and scope of environmental damage assessment, and presented its scientific positioning and development direction. At present, both theory and practice of environmental damage assessment in China are in their infancy period. Considering current environmental situation and socioeconomic development features of China, learning international practices and experiences and raising the orientation of environmental damage assessment have great meaning in exploring the suitable environmental damage assessment system.

This paper simply introduces the Common used method firstly, and then analyzes the human health impact of Harbin City caused by Songhuajiang Pollution Accident based on community Survey data. Human health loss of Harbin caused by Songhuajiang Pollution is evaluated finally. It is concluded that preventive expenditure approach is more effective and reliable for accident Pollution in China than CVM currently.

Abstract:The number of surface water pollution accidents (abbreviated as SWPAs) has increased substantially in China in recent years. Estimation of economic losses due to SWPAs has been one of the focuses in China and is mentioned many times in the Environmental Protection Law of China promulgated in 2014. From the perspective of water bodies' functions, pollution accident damages can be divided into eight types: damage to human health, water supply suspension, fishery, recreational functions, biological diversity, environmental property loss, the accident's origin and other indirect losses. In the valuation of damage to people's life, the procedure for compensation of traffic accidents in China was used. The functional replacement cost method was used in economic estimation of the losses due to water supply suspension and loss of water's recreational functions. Damage to biological diversity was estimated by recovery cost analysis and damage to environmental property losses were calculated using pollutant removal costs. As a case study, using the proposed calculation procedure the economic losses caused by the major Songhuajiang River pollution accident that happened in China in 2005 have been estimated at 2263 billion CNY. The estimated economic losses for real accidents can sometimes be influenced by social and political factors, such as data authenticity and accuracy. Besides, one or more aspects in the method might be overestimated, underrated or even ignored. The proposed procedure may be used by decision makers for the economic estimation of losses in SWPAs. Estimates of the economic losses of pollution accidents could help quantify potential costs associated with increased risk sources along lakes/rivers but more importantly, highlight the value of clean water to society as a whole.

Abstract:China is an extremely sensitive nation severely impacted by global climate change, with frequent floods in the Yangtze River Economic Zone causing severe socioeconomic losses and ecological and environmental issues. To investigate the potential industry-related economic losses and comprehensive hazards of flooding in the Yangtze River Economic Zone, as well as to investigate the comprehensive improvement of disaster resilience, this paper first uses an input–output model to account for the indirect economic losses caused by floods to various industries in different years. On this basis, a comprehensive flood risk assessment system was constructed from five aspects, including meteorological and geographical conditions, exposure, vulnerability, emergency response and recovery capacity, and disaster losses; the entropy weight method and TOPSIS method were used to rank the flood risks, while ArcGIS was used for visualization and analysis. The results indicate that the most severe economic losses affected by floods in 2020, 2017 and 2012 are in Anhui, Hunan and Sichuan, respectively; manufacturing, agriculture, forestry, animal husbandry and fishery, transportation and storage, and electricity, heat and production and supply are all highly sensitive sectors that are severely impacted by flooding. The risk assessment indicates that the integrated flood risk in the upstream areas of Yunnan and Chongqing has been low and belongs to the low or medium–low risk area, whereas the integrated flood risk in the downstream areas is high, with Shanghai belonging to the high risk area in each of the three years. Lastly, effective regional flood risk management countermeasures are proposed.

Abstract:A warning model was set up based on the introduction of rainfall rating index method and environmental regionalization of certain areas,taking into comprehensive consideration the geological environmental factors and human engineering activities to determine the unit warning rate of different river basis.At last,with application of the warning model,a judgment on possibility of highway flood damage of Yanzhang Creek in Zhejiang Longquan was made.The results prove that the model is effective,which has simple structure,easy operation and engineering application value.
An Estimate of Economic Losses Caused by Water Eco-Environment Deterioration in the Hai River Basin

Abstract:Using diverse methods to estimate the economic losses caused by water ecosystem deterioration in the Hai River Basin and referencing the foregoing studies,this paper concludes the economic losses ranged from 0.63 to 16.6 percent of total river basin's GDP in 1999.The authors recommend 7.3 percent of GDP as a reasonable value,which is calculated by the method of Shadow Price.Current relative economic losses have reached the peak value in the history.Under the preconditions of constructing the Water Transfer from South to North and implementation of water-saving technique according to the planning,the relative economic losses will decrease greatly and the absolute economic losses will be still inclined to rise in the next decades.The investment in the projects of water-saving reform will bring notable economic returns to the whole society.
Estimation of concentrations of the semi-volatile organic chemicals and corresponding economic losses in the Jiangsu reach of the Huaihe river

Abstract:In order to detect the aquatic organic pollutants in the Huaihe river and assess their impacts on human health and local economy,a series of methods including the concentration analysis,the health damage and the economical loss are conducted.The river analysis method is to find out the semi-volatile organic chemicals(SVOC) from the water samples of the surface water in the Jiangsu reach of Huaihe river.Results show altogether there are thirty-three SVOCs,while the concentration levels of some polyaromatic heterocycles(PAHs) and substituted benzenes are relatively high.All these chemicals are in the list of USEPA's Priority Pollutants.Then,a new method for predicting the probability of disease and mortality,supposed to occur due to these kinds of toxic Priority Pollutants,is put forward.The economical losses caused by them and ratios of the costs of GDPs are calculated.Result shows that the economical losses from GDPs of 2002 and 2003 are 0.876‰-2.22‰ and 0.684‰-2.25‰,respectively.Then some suggestions on how to reduce the losses of this kind are advanced.

Abstract:Water pollution is one of the most environment pollution. The assessment of the economic loss is the base of environment plan, instituting the policy on water. The water function value loss in Lianyungang was calculated using pollution loss rate approach. The results indicate the annual mean loss in Lianyungang is 11.8 hundred million yuan during 1996-2000, approximately 4.55% of GDP. It reveals the economic development in Lianyungang is at the cost of water environment pollution, and current national economic assessing system maybe overvalues the economic growth.

Abstract:Environmental account and putting it in line with national economic assessment system are the requirement of environmental protection and an important measure for sustainable development. And valuation is the key component of environmental account. The economic losses of air and water pollution in Lianyungang area are valuated in the paper. The results show that: during 1996-2000, the mean air pollution loss is 516.23 million yuan and water pollution loss is 1352.157 million yuan; the total loss occupies 7.4% of Lianyungang's GDP, in which air pollution loss accounts for 2.2%, while water pollution loss accounts for 5.2% of the total GDP. The results indicate that the current national economic assessment stystem overvalues the economical growth while concealing the environmental deterioration in Lianyungang area,which impedes the decision of sustainable development and environmental management.

Abstract:As climate change continues to worsen, coastal areas are increasingly vulnerable to more frequent and severe storm surges. This poses a significant risk to economic entities, particularly in areas that have undergone rapid development. However, quantitative assessment of economic losses from storm surge disasters in China has been challenging due to limited exposure and vulnerability data. This study proposes a framework for comprehensive economic losses assessment of storm surge disasters using open data, focusing on Zhoushan City as an example. The study quantifies economic loss ratios caused by storm surges by identifying essential urban land use/cover (EULUC) and considering the water depth of different EULUC types for quantitative vulnerability assessment. The study then calculates direct economic losses using the loss ratio maps and gridded gross domestic product data and quantifies indirect economic losses (IEL) using an input-output model to account for inter-industry correlation. Results show that under the scenario of a super typhoon intensity (915 hPa), the total economic loss can reach 131 million CNY, with IEL accounting for 60% of the total. The construction and industrial sectors experience higher IEL due to excessive dependence on upstream and downstream industries, with IEL accounting for approximately 70%.

Abstract:This study focuses on the industrial wastewater discharge of 27 cities in the Yangtze River Delta urban agglomeration. It selects five water pollutant indicators from industrial wastewater discharge, including chemical oxygen demand (COD), total nitrogen (TN), total phosphorus (TP), petroleum pollutants (PP), and major heavy metal content (HM). A shadow price model for industrial wastewater discharge pollutants in each city of the Yangtze River Delta urban agglomeration is constructed, and empirical research is conducted using government-provided statistical data. The study reveals that the economic losses associated with industrial wastewater discharge in the 27 cities of the Yangtze River Delta urban agglomeration range from 5.9296 billion to 6.448 billion yuan. Shanghai demonstrates the highest economic losses caused by industrial wastewater discharge, surpassing 0.45 billion yuan annually. In contrast, Anqing city experiences the lowest economic losses, approximately ranging from 93 million to 104 million yuan per year due to industrial wastewater discharge.

Abstract:Hydrological and hydrodynamic models in Li-xia River is used to simulate the mobility of pollutants under different water transfer plans in sudden water pollution accidents .This model can quantitatively predict the time of the pollutant movement under different inflow/outflow and different diversion gates .The result shows that the outflow in Xinyang Port is the main influence factor for pollutant movement . The result can provide an important theoretical basis for the treatment of unexpected water pollution emergency .

Abstract:The vainstorm disaster of rainstorm disaster Huaihe River basin was investigated. Based on the hazard of the factor leading to disaster and vulnerability of the object suffered dis-aster, the indexes of rainfall, runoff, river density, elevation, slope, population and economic indicators were chosen. Then the index weight of each factor above is calculated by using Cor-relation Analysis. The rainstorm disaster hazard maps, vulnerability maps and comprehensive risk maps were generated by getting weighted sum of all the factors. The rainstorm disaster risk assessment results were verified by using data of area inundated in flood. The results show that: 1) the higher hazard areas of rainstorm in Huaihe River catchment are mainly distributed in the southern part of Henan, the northern part of Anhui and eastern part of Jiangsu province; 2) higher vulnerability areas are mainly distributed in north-central of Henan , central of An-hui, south of Shandong and the northeast of Jiangsu province; 3) high risk areas are mainly distributed in south of Henan, north of Anhui and east of Jiangsu province; 4) in the flood in-undated areas the high risk area occupies 75.24% of the total area, which is accorded with the actual situation, so the result is very accurate.

Abstract:<p>Critical infrastructure plays an important role in providing essential products and services to people; however, it is vulnerable to disasters and its disruption can have a severe societal impact. This study establishes a theoretical framework and proposes an integrated methodology to evaluate the societal impact of disrupted infrastructure in disaster events. Here, the societal impact is based on a water analysis and is defined as the percentage of the population in different levels of need satisfaction, which depends on the amount of water that people can obtain. Subsequently, based on water supply resilience analysis, an engineering model is proposed to estimate the water quantity during a disaster event considering the availability of tap water, emergency water, and bottled water. Meanwhile, physical interdependencies among the water supply system, emergency service, commercial facilities, electricity system, and transportation system are incorporated into an availability analysis of the three water sources. Finally, the proposed model is applied to the city of Osaka to validate its applicability and effectiveness. The results demonstrate that the proposed model can provide valuable information to decision-makers about the severity and spatial distribution of the societal impact of infrastructure disruption.</p>
