Abstract:In China, Rapid economic growth has stimulated fast urban expansion and rural household income and consumption expenditure. In current paper, an input–output method is used to determine the impact of China’s increased urban and rural household consumption on carbon emissions. The results shows that the direct and indirect CO2 emission from household consumption accounted for more than 40% of total carbon emissions from primary energy utilization in China in 1992–2007. The population increase, expansion of urbanization and the increase of household consumption per capita all contribute to an increase of indirect carbon emissions, while carbon intensity decline mitigates the growth of carbon emissions. Therefore, at the domestic level, household consumption is of great significance for CO2 emission, which could be mitigated through changing the composition of goods and services consumed by households, and switching to consumption pattern of less carbon-intensive products. The government must consider the substantial contribution of household consumption to carbon emissions when China is encouraging consumption in order to address the current global financial crisis.
China's Carbon Emissions:International Comparison and Mitigation Strategies

Abstract:China's energy-related carbon dioxide emissions between 2010 and 2050 were predicted in this study with the MARKAL-MACRO model. Carbon emissions in the reference scenario were simulated on the basis of population growth, urbanization, macroeconomy, industrial structure, energy efficiency and energy structure. . The peak value and the peak time was estimated in the different scenarios. Carbon emissions is influenced by the urbanization and industrialization in China. Total population of China will reach 1.46 billions in 2035, and will decrease gradually after 2036. Gross domestic product will be 163.27 trillions yuan (2005 value) in 2050, and the urbanization rate will be 67.18 in 2050. The growth of urban population would result in more needs for construction, highway, railway, and other infrastructural facilities. Also, the demands for cars and household electric appliance will grow. As such, consumption of energy will increase rapidly, which would lead to growth of carbon dioxide emissions. It was shown in the reference scenario that primary energy demand will achieve peak value 6.28×109tce in 2042, the energy consumption per 10 000 yuan will go down to 0.36tce. Energy-realated carbon emissions will achieve peak value 10.70×109t in 2036. It was concluded that more carbon dioxide will be emitted in the future. However, total emissions of China from 1900-1990 was much less than the United States, and per capita emissions was also far less than that of developed countries. There was no country with a high economy level whose per capita carbon dioxide emissions was less than 6 tons. In order to maintain increases in gross domestic product, carbon emissions of China will increase inevitably. An international comparison performed showed that as a developing country, China seems to burden less responsibility in global emission abatement. Huge consumption of fossil fuel has resulted in serious environment pollution. Coal accounts for more than 60% in the primary energy structure, which produce sulfur dioxide, dust and other pollutant. On the other hand, nuclear power accounts for only 2% in the primary energy structure, much less than the world average level of 17%. Hydraulic power has been developing rapidly in recent years, but economical and technical hydraulic power will reach its limit in 2040. Wind power, photovoltaic and biologic energy still need to be further developed. Nuclear power, hydraulic power wind power, photovoltaic and biologic energy are all clean energy. Carbon emissions will decrease if the fossil energy is taken place by the clean energy. It was suggested that consumption of fossil fuel be limited and carbon emissions be reduced in China, contributing to climate change mitigation and environment protection. An optimized scheme was put forward on the basis of the reference scenario. In the optimized scheme, primary energy demand will achieve peak value 5.18×109tce in 2031, account for 81.7% of the peak in the reference scenario; energy consumption per 10 000 yuan will go down to 0.26tce. Energy-realated carbon emissions will achieve peak value 9.53×109t in 2029. To realize the optimized scheme, China must reform its inefficient economy to low-carbon economy, improve energy efficiency and the share of clean energy in primary energy consumption.

Abstract:Global achievement of climate change mitigation will heavy reply on how much of CO2 emission has and will be released by China. After rapid growth of emissions during last decades, China CO2 emissions declined since 2014 that driven by decreased coal consumption, suggesting a possible peak of China coal consumption and CO2 emissions. Here, by combining a updated methodology and underlying data from different sources, we reported the soaring 5.5% (range: +2.5% to +8.5% for one sigma) increase of China CO2 emissions in 2018 compared to 2017, suggesting China CO2 is not yet to peak and leaving a big uncertain to whether China emission will continue to rise in the future. Although our best estimate of total emission (9.9Gt CO2 in 2018) is lower than international agencies in the same year, the results show robust on a record-high energy consumption and total CO2 emission in 2018. During 2014-2016, China energy intensity (energy consumption per unit of GDP) and total CO2 emissions has decreased driven by energy and economic structure optimization. However, the decrease in emissions is now offset by stimulates of heavy industry production under economic downturn that driving coal consumption (+5% in 2018), as well as the surging of natural gas consumption (+18% in 2018) due to the government led coal-to-gas energy transition to reduce local air pollutions. Timing policy and actions are urgent needed to address on these new drivers to turn down the total emission growth trend.

Abstract:CO 2 emissions are of global concern because of climate change. China has become the largest CO 2 emitter in the world and presently accounts for 30% of global emissions. Here, we analyze the major drivers of energy-related CO 2 emissions in China from 1978 when the reform and opening-up policy was launched. We find that 1) there has been a 6-fold increase in energy-related CO 2 emissions, which was driven primarily (176%) by economic growth followed by population growth (16%), while the effects of energy intensity (−79%) and carbon intensity (−13%) slowed the growth of carbon emissions over most of this period; 2) energy-related CO 2 emissions are positively related to per capita gross domestic product (GDP), population growth rate, carbon intensity, and energy intensity; and 3) a portfolio of command-and-control policies affecting the drivers has altered the total emission trend. However, given the major role of China in global climate change mitigation, significant future reductions in China’s CO 2 emissions will require transformation toward low-carbon energy systems.

Abstract:Because of its enormous population, rapid economic growth, and heavy reliance on coal, China passed the United States as the world's largest source of CO2 emissions in 2006. China is also becoming a major factor in the global oil market. This article analyzes China's energy production and consumption, with a focus on the energy and CO2 emissions per capita and per unit of gross domestic product (GDP) and the mix of energy sources and end uses. Energy flow diagrams for 1987 and 2007 make it possible to visualize the allocation of energy from sources through energy transformation to final uses in units of metric tons of coal equivalent. Declining coal use by residences, agriculture, and transportation has been more than offset by a massive increase in electricity and industry usage. The article places these changes in political-economic context and helps illustrate and explain the difficulties China faces in trying to reduce its absolute CO2 emissions and why it instead proposes to reduce its CO2 per unit of GDP.

Abstract:China is now the largest emitter of CO2 in the world, having contributed nearly half of the global increase in carbon emissions between 1980 and 2010. The existing literature on China׳s carbon emissions has focused on two dimensions: the amount of CO2 emitted within China׳s geographical boundaries (a production-based perspective), and the drivers of, and responsibility for, these emissions (a consumption-based perspective). The current study begins with a comprehensive review of China׳s CO2 emissions, and then analyzes their driving forces from both consumption and production perspectives, at both national and provincial levels. It is concluded that China׳s aggregate national CO2 emissions from fossil fuel consumption and cement production maintained high growth rates during 2000–2010. National emissions reached 6.8–7.3 billiontons in 2007, nearly 25% of which were caused by net exports (i.e., exports minus imports) to other countries. However, emission characteristics varied significantly among different regions and provinces, and considerable emission leakage from the developed eastern regions to inland and western areas of the country was found. The objectives of China׳s policies should therefore be broadened from continued improvement of energy efficiency to accelerating regional technology transfer and preventing mere relocation of carbon-intensive economic activities from developed coastal regions to less developed, inland provinces. To rapidly and effectively cut down China׳s carbon emissions, moreover, its energy supply should be aggressively decarbonized by promoting renewable and low carbon energy sources.

Abstract:As China's government unveils the country's 13th Five Year Plan for economic development (2016–2020), this article takes stock of recent changes in China's economy and energy system since the turn of the century, and looks ahead to the likely trajectory of China's emissions over the next decade. It is now clear that the period 2000–2013 was a distinct and exceptional phase in China's developmental history, during which the very high levels of GHGs emitted were linked closely with the energy-intensive, heavy industry-based growth model pursued at that time. China is currently undergoing another major structural transformation – towards a new development model focused on achieving better-quality growth that is more sustainable and inclusive – and it is also grappling with the economic challenges associated with this transition. Data from 2014 and the first three quarters of 2015 illustrate the extent of these changes. Based on analysis of this data in light of the underlying changes occurring in China's economy and policy, this article provides an updated forecast of the Kaya components of energy CO2 emissions (GDP, energy/GDP and CO2/energy) over the next decade to 2025. It concludes that China's CO2 emissions from energy, if they grow at all, are likely to grow at a much slower rate than under the old economic model and are likely to peak at some point in the decade before 2025. Policy relevance The article suggests a number of important areas of Chinese policy that should be focused on to mitigate the risks and challenges that might otherwise delay the date for peak CO2 emissions. Our analysis and conclusions also have more general implications for Chinese and international climate policy. They suggest that China's international commitment to peak emissions ‘around 2030’ should be seen as a highly conservative upper limit from a government that prefers to under-promise and over-deliver. They also reinforce the virtue of a ‘dynamic’ approach to international climate cooperation, as envisaged under the Paris Agreement, whereby countries’ targets and policies are regularly updated in light of new information. The importance of macroeconomic analysis for emissions projections and climate policy development is also highlighted.

Abstract:Accompanying the rapid growth of China’s population and economy, energy consumption and carbon emission increased significantly from 1978 to 2012. China is now the largest energy consumer and CO2 emitter of the world, leading to much interest in researches on the nexus between energy consumption, carbon emissions and low-carbon economy. This article presents the domestic Chinese studies on this hotpot issue, and we obtain the following findings. First, most research fields involve geography, ecology and resource economics, and research contents contained some analysis of current situation, factors decomposition, predictive analysis and the introduction of methods and models. Second, there exists an inverted “U-shaped” curve connection between carbon emission, energy consumption and economic development. Energy consumption in China will be in a low-speed growth after 2035 and it is expected to peak between 6.19–12.13 billion TCE in 2050. China’s carbon emissions are expected to peak in 2035, or during 2020 to 2045, and the optimal range of carbon emissions is between 2.4–3.3 PgC/year (1 PgC=1 billion tons C) in 2050. Third, future research should be focused on global carbon trading, regional carbon flows, reforming the current energy structure, reducing energy consumption and innovating the low-carbon economic theory, as well as establishing a comprehensive theoretical system of energy consumption, carbon emissions and low-carbon economy.

Abstract:Since 2006, China has become the worldwide largest emitter of carbon dioxide, and its annual emissions have been continuing to rise. China has always prioritized energy conservation and the reduction of pollution emissions as the long-term goal in its carbon emission reduction strategies, gradually shifting the focus from "Energy-saving Emission Reduction" to "Low-Carbon Development" and then into the current "Double Carbon" period. This paper mainly focuses on the progress of Chinese carbon policies and how it get to high-quality economic development, it aims to provide better policies to improve environmental problems for government and policymakers. Because China's carbon emissions regulations have a variety of effects on the market and country's military economy, which could encourage the R&D and innovative motivation of green technology, more trades in carbon trading market and growth in renewable-energy related industry from market aspect, while the development high-quality economic and promotion in the digital economy in economy perspective, the government should keep combining market mechanism with traditional carbon tax and seek for high-quality economic development.

Abstract:This paper identifies the main features of CO2 emission from fossil energy combustion in China. Then it estimates China's future energy requirements and projects its CO2 emission from 2010 to 2020 based on the scenario analysis approach. China's rate of carbon productivity growth is estimated to be 5.4% in the period 2005–2020, while the CO2 intensity of GDP will reduce by about 50% but CO2 emission in 2020 will still be about 40% higher than prevailing in 2005 because of rapid growth of GDP. This estimation is based on the assumption that China will implement a sustainable development strategy in consideration of climate change issues. The main objectives of the strategy are to implement an “energy conservation first” strategy, to develop renewable energy and advanced nuclear technology actively, to readjust the country's economic structure, and to formulate and legislate laws and regulations, and to build institutions for energy conservation and development of renewable energy. It concludes that international measures to mitigate CO2 emission will limit world fossil fuel consumption. China is not placed to replicate the modernization model adopted by developed countries and has to coordinate economic development and carbon dioxide emission control while still in the process of industrialization and modernization. China has to evolve a low carbon industrialization model. This is the key to the success of sustainable development initiatives in China.

Abstract:While China is on track to meet its global climate commitments through 2020, China's post-2020 CO2 emissions trajectory is highly uncertain, with projections varying widely across studies. Over the past year, the Chinese government has announced new policy directives to deepen economic reform, to protect the environment, and to limit fossil energy use in China. To evaluate how new policy directives could affect energy and climate change outcomes, we simulate two levels of policy effort—a continued effort scenario that extends current policies beyond 2020 and an accelerated effort scenario that reflects newly announced policies—on the evolution of China's energy and economic system over the next several decades. We perform simulations using the China-in-Global Energy Model, C-GEM, a bespoke recursive-dynamic computable general equilibrium model with global coverage and detailed calibration of China's economy and future trends. Importantly, we find that both levels of policy effort would bend down the CO2 emissions trajectory before 2050 without undermining economic development. Specifically, in the accelerated effort scenario, we find that coal use peaks around 2020, and CO2 emissions level off around 2030 at 10 bmt, without undermining continued economic growth consistent with China reaching the status of a “well-off society” by 2050.

Abstract:Purpose: With the rapid development of economic, China has soon become “the world's factory” after embarking on the economic reforms. From day to day, we witness the development of industrialization as well as urbanization, along with serious environmental pollution problems. In addition, while China is known as the world’s second largest economic power, in the past, what lies behind the huge market are lax environmental criteria and consistent negative attitude. At that time, a sharp increase in the demand for energy and electric power was accompanied by the pollution problem which emerged as a new topic. Although China-a developing country-is exempt from legally-binding reduction of carbon dioxide emissions at present, China will inevitably face the question of carbon dioxide emissions reduction if the restrictions on carbon dioxide be implemented in the future. Composition/Logic: Although China ranks top in the emission of carbon dioxide, the government did not release the statistics about carbon dioxide emissions. Thus, this paper aims to do some prior work for the introduction of The Emissions Trading Scheme in Chinese government’s greenhouse gas mitigation duty. After comparing the coefficient of carbon dioxide emissions with the amount of fossil fuels used during 2011-2012, the carbon dioxide emission quantity classified by industry has been calculated out. Findings: In this paper, the carbon dioxide emission quantity classified by industry has been calculated out as prior work for introducing The Emissions Trading Scheme which, as a part of Kyoto mechanism, can make trading the right to emit carbon dioxide possible between enterprises, industries and countries. The Kyoto mechanism, as mentioned above, has been introduced as a flexible means of responding to greenhouse gas mitigation obligation in an economic way. Furthermore, this paper provides the future plan of greenhouse gas mitigation and policy implication. Originality/Value: Despite that the number of papers on carbon dioxide emissions quantity which related to the non-stop environmental pollution problem in the wake of China’s economic growth is high, few researches focused on calculating carbon dioxide emissions quantity classified by industry and the greenhouse gas policy or implications get from the former. What’s more, Chinese government’s nonchalant attitude towards resource and climate change problem such as the use of fossil fuels which is the major cause of global warming is strongly accused by the international community. The greenhouse gas management policy the Chinese government should propose in readiness for more severe international greenhouse regulation had also been discussed in this paper.

Abstract:China's annual CO(2) emissions grew by around 4 billion tonnes between 1992 and 2007. More than 70% of this increase occurred between 2002 and 2007. While growing export demand contributed more than 50% to the CO(2) emission growth between 2002 and 2005, capital investments have been responsible for 61% of emission growth in China between 2005 and 2007. We use structural decomposition analysis to identify the drivers for China's emission growth between 1992 and 2007, with special focus on the period 2002 to 2007 when growth was most rapid. In contrast to previous analysis, we find that efficiency improvements have largely offset additional CO(2) emissions from increased final consumption between 2002 and 2007. The strong increases in emissions growth between 2002 and 2007 are instead explained by structural change in China's economy, which has newly emerged as the third major emission driver. This structural change is mainly the result of capital investments, in particular, the growing prominence of construction services and their carbon intensive supply chain. By closing the model for capital investment, we can now show that the majority of emissions embodied in capital investment are utilized for domestic household and government consumption (35-49% and 19-36%, respectively) with smaller amounts for the production of exports (21-31%). Urbanization and the associated changes in lifestyle are shown to be more important than other socio-demographic drivers like the decreasing household size or growing population. We argue that mitigation efforts will depend on the future development of these key drivers, particularly capital investments which dictate future mitigation costs.

Abstract:On 22 September 2020, within the backdrop of the COVID-19 global pandemic, China announced its climate goal for peak carbon emissions before 2030 and to reach carbon neutrality before 2060. This carbon-neutral goal is generally considered to cover all anthropogenic greenhouse gases. The planning effort is now in full swing in China, but the pathway to decarbonization is unclear. The needed transition towards non-fossil fuel energy and its impact on China and the world may be more profound than its reform and development over the past 40 years, but the challenges are enormous. Analysis of four representative scenarios shows significant differences in achieving the carbon-neutral goal, particularly the contribution of non-fossil fuel energy sources. The high target values for nuclear, wind, and bioenergy have approached their corresponding resource limitations, with solar energy being the exception, suggesting solar's critical role. We also found that the near-term policies that allow for a gradual transition, followed by more drastic changes after 2030, can eventually reach the carbon-neutral goal and lead to less of a reduction in cumulative emissions, thus inconsistent with the IPCC 1.5°C scenario. The challenges and prospects are discussed in the historical context of China's socio-economic reform, globalization, international collaboration, and development.

Abstract:It was firstly that the concept on "low carbon economy" occurred in the official document by UK 2003 Energy White Paper,Our Energy FutureCreating a Low Carbon Economy.In 2007,whole world has been concerning the global climate change and promoting low carbon economy.And people hope to reach sustainable development by means of low carbon economy and low carbon life pattern.In UNDP's 2007/2008 Human Development Report listed: China's carbon footprint was 3.8CO2 t/person in 2004,which less than one of USA,Canada,Russia,Japan,UK and France.Using the Kaya Identity for analysis,J.W.Tester et al point out that from 1980 to 1999,although China's annual average energy intensity decreased 5.22% and it's annual average carbon intensity decreased 0.26%,the later was less than world's one for 58%,and due to China's huge population plus it's annual average GDP increased by 6.6 time than world's one,thus China's annual average carbon emission increased 4%.China is facing a lot of challenges such as natural disposition on energy resources,level of economic development,conspicuous emission amount and locked-in effect etc.Therefore,China's strategies dealing with them include: building policy framework on sustainable energy resources,enforcing energy saving and emission reducing,paying more attention to climate change, developing renewable energy vigorously,promoting nuclear energy actively and R & D of substituted energy properly.

Abstract:China is the world’s top CO2 emitter, releasing (9157 Mt CO2 in 2013) one quarter of the global total and more than twice the emissions of the US. Without mitigation, China’s emissions will rise by a further 50% in the next 15 years. In November 2014, China pledged that its CO2 emissions will peak by 2030. Yet there is great uncertainty whether existing policies will be sufficient to make this happen. Here we propose steps that China should follow to curtail CO2 growth, through such progress China’s commitment to the climate will create the low-carbon market that will benefit the country and the globe.
