Abstract:The iron and steel production industry entails high resource and energy consumption and generates a serious amount of waste and pollution. The need to conserve energy and reduce emissions underlines the importance of correctly and comprehensively evaluating the iron and steel industrial systems. Properly evaluating the utilization levels of resources and energy is one of the important tasks. In this publication I introduce a thermodynamic exergy analysis method to analyze and evaluate iron and steel industrial systems. The utilization levels of resources and energy are evaluated by comparing the result of the exergy calculation for the traditional production chain and for the material and energy recycling eco-industrial chain. The systemic problems are thus revealed and measures for improvement are proposed, providing a theoretical basis for planning and construction of iron and steel eco-industrial parks. ©2009 IEEE.

Abstract:Taking the actual processing of the steel factory in Sichuan province as an example, the economic profits of the production are analyzed. The linear programming method determines the rational combination of different varieties, and twice index smoothing method helps to predict the sales volume for the five years in the future . Finally the best method in the technical reform is determined by means of net profit value rate and net profit value, which illustrates the point that technical economic analysis is the scientific way in forging process and reform.

Abstract:This paper analyzes the capacity of energy-saving and emission reduction of Chinese iron and steel enterprises under the view of technical efficiency.Importing energy consumption,water consumption,and undesirable outputs,it analyzes the technical efficiency of Chinese iron and steel enterprises.The result shows that: first,the technical efficiency varies greatly in different enterprises;second,average technical efficiency of private enterprises was higher than that of state owned enterprises;third,large scale enterprises which crude steel yearly capacity is more 10 million ton has the highest technical efficiency;fourth,these iron and steel enterprises have a huge potential to reduce the energy consumption,water consumption,and undesirable outputs.

Abstract:Due to heavy energy consumption and low technical efficiency, China's iron and steel industry is trapped in the dilemma "large but not strong". This situation not only exerts enormous pressure on energy security but also on increased carbon emission and environmental pollution. The contribution of this study is to calculate the energy and environment efficiency of China's iron and steel industry and to analyze the factors affecting this efficiency. An index of energy and environment efficiency is introduced based on Directional Slacks-based Distance Measure Model. This index is adopted to measure the energy and environment efficiency of China's iron and steel industry using 2,382 firm observations during 2001 to 2005. In addition, Hierarchy Linear Model (HLM) is applied to analyze the factors which can influence the efficiency with both firm-level and province-level data. The conclusions are as follows: The energy and environment efficiency of China's iron and steel industry did not have a significant change during the research period. A firm's age, size, ownership, product category and the economy of its province have significant influence on its energy and environment efficiency.

Abstract:The green and low-carbon transformation of the iron and steel industry stands as a pivotal cornerstone in the development of China. It is an inevitable trajectory guiding the future of industry. This study examined the energy consumption and carbon emission trends in the iron and steel industry. Variations under different scenarios were analyzed while emphasizing production control, changes in production structure and energy efficiency improvement. The analysis integrated the extreme energy efficiency model. This study proposed methods to enhance energy efficiency in the iron and steel industry. The costs of energy efficiency improvement and production structure changes were assessed using marginal energy saving and abatement cost curves. The findings showed that the carbon emission reduction contribution of crude steel production decline is the highest, while energy efficiency improvement technology offers the smallest, whose contribution, however, is substantial and cannot be overlooked by 2030. Energy efficiency improvement in the Chinese iron and steel industry results in an average unit energy saving and abatement cost of 27.0 yuan. It results in a total abatement cost of 21.02 billion yuan and a potential abatement of 780 Mt. Considering abatement potential, altering production structure offers significantly higher cumulative abatement compared to energy efficiency improvement technology. This is because the per unit abatement cost of production structure change is 702.7 yuan. However, this high cost poses a challenge to widespread adoption. The integration of the iron and steel industry into the carbon trading system necessitates reinforcing market constraints and expediting process adjustments. These steps are crucial to achieving the green and low-carbon transformation of the industry.

Abstract:Based on Undesirable-SBM,this article investigated technical efficiency of Chinese iron and steel enterprises during 2006-2010 by taking energy consumption,water consumption and undesirable outputs into consideration.The results are as flowing: First,the average technical efficiency was very low which indicated inefficiency in many of the plants.Second,these enterprises had a huge potential to reduce the energy consumption,water consumption as well as waste emission.On average,the energy consumption saving potential was 28.93 percent,water consumption saving potential was 29.54 percent,waste gas reduction potential was 26.42 percent,waste water reduction potential was 49.78 percent,solid waste reduction potential was 28.93 percent.Third,energy efficiency varies in different regions.Overall,eastern efficiency value was the highest,followed by central,then western.However,the western efficiency increased after 2007 while eastern and central were decreased.

Abstract:The foundation was set by early industrialization, post-1949 emphasis on heavy industries, and post-1978 economic reforms.China emerged as a significant exporter of steel in the 21st century due to several factors that enhanced its competitiveness. These factors include the presence of abundant reserves of iron ore, a substantial labour force, and developments in technology. As a result, China successfully debunked the prevailing notion of relying solely on domestic resources and established itself as a prominent player in the global steel market. This paper examines China's global steel market dominance due to historical foundations, economic reforms, and competitive advantages. This study employs the H-O model and the supply and demand model, utilizing secondary data from various sources. The samples for this study include China's total population, China's GDP, Australia, and Europe and the United States. The type of data utilized in this research is secondary data, and it involves characteristics such as bar charts to observe the steel industry's development in China, Australia, and Europe and the United States. The data encompasses steel resource content, total steel import and export, total steel production, and the environmental policy stringency index. This paper proposes a novel avenue for future research, focusing on the integration of environmental factors into models explaining international steel trade dynamics. The investigation aims to shed light on the influence of environmental standards on trade patterns and, consequently, advance our comprehension of China's position within the global steel market.

Abstract:Under the framework of total factor energy efficiency,this paper establishes super-efficiency DEA model to investigate energy efficiency of Chinese iron and steel industry from 2002 to 2008.Based on the results,it also estimates the reducible of energy consumption of specific enterprise and evaluates the shift of energy efficiency.The results are as follows: first,the energy efficiency has a notable increase from 2007 and the energy efficiency varies greatly in different enterprises;second,the iron and steel industry has a huge potential to reduce energy consumption and energy consumption could be reduced by around 20% on the average every year;third,the energy efficiency improvement is mainly attributable to technical efficiency progress rather than technical change.

Abstract:It's systematically analyzed that energy efficiency optimization technology has been applied in the field of steel industry. The fundamental principal of energy optimization technology is reasonably matching the quality and price of energy as well as energy-dominated systematic energy efficiency management system. Specific measures of energy optimization have been put forward, which include taking high efficiency utilized technology such as energy saving from the original, the production process and recycling of waste heat and waste energy etc., integrating and configuring energy in an optimized way of high efficiency and excellent quality, fully realizing the function of different energy in order to optimize the utilization sequence of energy, and improving the energy medium system by themselves. Finally it is clearly pointed out that the steel industry should pay more consideration about the great deal of energy system which they have used now and an ideal energy evaluation methodology and standard should be built as soon as possible if they want to take full usage of the real role and function of energy in all aspects.
Environmental Efficiency Evaluation of China's Iron and Steel Industry: A Process-Level Data Envelopment Analysis.

Abstract:To resolve the increasingly higher energy and environmental pressures, the evaluation of environmental efficiency in China's iron and steel industry is essential for identifying a precise energy conservation and emission reduction path. However, current studies have only focused on the efficiency evaluation in national, regional, or enterprise level, lacking the analysis of different processes. Therefore, the objective of this research is to conduct a process-level data envelopment analysis (DEA) to evaluate the environmental efficiency of China's iron and steel industry. Totally, 54 enterprises are contained, as the input-output structure of 5 processes: sintering, coking, ironmaking, steelmaking, and steel rolling are set specifically in this study. In addition, to compare the effects to the efficiency results of different DEA methods, Banker, Charnes & Cooper (BCC) model, Slack-based Measure (SBM) model, and Bootstrap-DEA methods are adopted. Finally, a regression model is used to investigate the key environmental protection strategies influencing the environmental efficiency. The results show that: (1) Within different methods, the average efficiency scores from SBM model are lower than the ones from BCC model, and the Bootstrap-DEA method also has a negative modification. (2) Regional efficiency difference exists, as the enterprises in South China perform best in sintering and coking processes but have the lowest overall efficiency scores. (3) Most enterprises have one or more short board processes. 12 enterprises are the enterprises with individual low environmental efficiency process, while other 25 are the enterprises with imbalanced environmental performances. (4) The coefficient factor between environmental protection investment and the efficiency scores are positive, but the factors of proportion of environmental protection staffs, and whether the enterprise has environmental protection research are negative. In sum, this study is hoped to contribute to formulating more precise environmental management measures in China's iron and steel industry.

Abstract:The iron and steel industry is the leading industry supporting China's industrial sector. Currently, there is less assessment work on green and low-carbon technologies for the iron and steel industry. This study clarifies the overall strategy of technology assessment by researching the relevant theories and methods of technology assessment. The study further establishes a scientific and reasonable comprehensive assessment index system of green and low-carbon technologies for the iron and steel industry from the aspects of technology index, economy and promotion, and application, including factors such as 11 indexes, the amount of energy saving, carbon dioxide emission reduction, and the resource recovery rate by utilising analytical and comprehensive methods and combining with the characteristics of the technologies. By analysing and comparing the advantages and disadvantages of the commonly used assessment methods, the entropy weighting method, grey correlation analysis method, and TOPSIS (technique for order preference by similarity to an ideal solution) method are combined and optimised to construct a comprehensive assessment model. The Latin hypercube sampling method is also introduced to analyse the technical parameters in combination with the evaluation model. Finally, fourteen iron and steel green and low-carbon technologies were selected for case assessment and uncertainty analysis of technical parameters, and it was found that the comprehensive assessment result of gas combined cycle power generation technology was optimal. After determining the weights of each assessment indicator through the entropy weighting method, it is concluded that the technical performance indicator > economic indicator > promotional indicator. A comparative analysis of the results under the three preference decisions concludes that technical performance is the main obstacle to improving the comprehensive assessment score of the technology, followed by the economics of the technology. Finally, the uncertainty analysis of the technical parameters shows that the fluctuation of the technical parameters not only affects the performance of the technology, but also affects the weights of the indicators and the comprehensive evaluation results of the technology.

Abstract:Using the firm-level census data, this paper re-estimated the total factor productivity (TFP) of firms in China's iron and steel industry and examined its potential determinants over the period 1998–2007. To deal with the “endogenous input” problem, we used the semi-parametric regression techniques for estimating the firm-level TFP. The results suggest that firms' TFP in China's iron and steel industry has been steadily increasing over time with the key drivers of productivity improvement differing substantially between firms with different characteristics including their size, ownership type and geographical location. Notably, the productivity of small firms is positively related to market share and negatively related to R&D. Large state-owned enterprises' productivity is relatively insensitive to changes in market share and R&D, while the non-state owned enterprises are more likely to obtain their productivity gains through export. Increasing firm size is generally positively correlated to firms' performance in TFP, and it is more so in the less developed Western than the Eastern and Central regions. The findings suggest that different policy instruments targeting firms with different characteristics in the process of restructuring the industry may be desirable.

Abstract:The degree of concentration and layout are two important aspects relative to the iron and steel industry competitiveness,and rationalization of them is also major task for the sustainable development of China's iron and steel industry.In this paper,on the basis of the model and pertinent data,we observe that the degree of concentration of China's iron and steel industry is very low,especially lower after 2001.The layout is mostly market-oriented,partly resource oriented,and without characters of the seaport type.And then we find out that the seaport layout is the future direction by comparision of three different types' performance.Lastly this paper makes corresponding comment on the new Iron and Steel Industry Development Policy,and argues that the industry policy is not fit for defining detailed quantities for the market.

Abstract:Trade in intermediate goods has become a significant feature of the international economy. Nevertheless, questions regarding price negotiation and the determinants of importing firms' profitability remain unanswered. Using firm-level data, we attempt to address these issues in the context of the Chinese steel industry. Despite being the largest producer of steel in the world, the Chinese steel industry has maintained a very low level of profitability. This paper suggests that the low profitability of Chinese steel producers results from the abnormally high degree of market segmentation in China. Using a recently developed econometric method in panel data spatial analysis, we explain the level of geographic fragmentation in the Chinese steel industry. Our results reveal that local steel production depends only on local demand rather than on cross-regional demand. Production is responsive, as a 10% increase in local GDP induces more than 8% increase in local steel production, while the cross-province spill-over demand is insignificant under several reasonable model specifications. Less efficient firms survive because of the segmented market. As a result, Chinese steel producers realize lower profit in the face of high input prices.

Abstract:This paper used data from 50 enterprises in China’s iron and steel industry to evaluate their energy efficiency and productivity change. The study first used a conventional data envelopment analysis model and the Malmquist Productivity Index (MPI) to measure the energy efficiency and productivity change over the period 2001–2008. The results indicated inefficiency in many of the plants: The average energy efficiency was only 61.1%. The annual growth rate of productivity was 7.96% over this period and technical change was the main contributor to this growth. The research then took undesirable outputs into consideration by using the Malmquist–Luenberger Productivity Index (MLPI) to explore the productivity change from 2006 to 2008. Omitting undesirable outputs would result in biased efficiency change and technical change. This paper also claimed that environmental regulation has a potentially positive impact on technical change.

Abstract:As a key energy-intensive sector, the iron and steel sector play an important role of achieving China's national energy efficiency target. This paper reviewed China's energy management system and industrial energy saving policies. Since the 11th Five Year Plan (FYP), China have set explicit energy saving targets for major industrial enterprises by target responsibility system (TRS), while "the Top-1000 program" during the 11th FYP and "the Top-10,000 enterprises project" during the 12th FYP are the most important actions saving energy in industry sectors. Industrial enterprises mainly implement energy saving policies by closing outdated facilities, applying advanced energy efficiency technologies and improving product structure.This paper also evaluates the energy saving performance of the iron and steel sector from 2006 to 2011 with 2005 as reference year. During this period, the iron and steel sector saved energy of 195.1 million tce based on the "value-added method", and 167.1 million tce based on the "production output method". The gap between the two methods comes from the contributor of production structure improvement, which resulted in the change of value-added per unit production output. Closing outdated facilities and applying advanced technology contribute 33% and 67% of the energy saving based on production output, which reflects the change of energy efficiency technologies.China has approved the new target of "achieving the peak of CO2 emissions around 2030", as a response, future energy policy should be transformed from "energy saving amount" into "total amount control". Increasingly economic-market policy tools should be encouraged, and energy efficiency and produce quality should be continually improved. In addition, in the 11th and 12th FYP, energy policies are mainly implemented in large-scaled enterprises, however, in the future they should be given sufficient attention to middle and small sized enterprises (SMEs).
