Abstract:The essays in this collection explore diplomacy as a form of cultural translation. Out of necessity, Europeans sought new ways of conducting diplomacy in the changing environment of the early modern world, as they grappled with challenges from within their old but crumbling respublica christiana , and also with changing relations with powers and communities beyond it. Reflecting the current vitality of research into early modern diplomacy and practice that has extended the boundaries of what we consider as constituting “diplomacy,” these essays collectively examine how Europeans, on state and sub-state levels, interacted with powers from the Near East, Asia and Africa. In doing so, they contribute to a more nuanced understanding of how increasingly globalized diplomatic agents deployed symbolic and rhetorical languages that could be shared amongst different participants.

Abstract:This chapter seeks to examine the digital transformation (digitalisation) of diplomacy and how such digital transformations can be used to positively influence and improve a country's foreign services. The chapter further explores how the country's diplomats and their Foreign Service counterparts at Ministry of Foreign Affairs (MFA) can utilize the tools provided by digitalisation to advance the country's interests. Given the critical intelligence data, diplomatic protocols, and confidential information exchanged at the diplomatic level between countries, it is equally important to evaluate and assess the cyber security measures that are being taken to secure the digital network of the diplomatic missions. Scholarly research was initially conducted to position the field of research amongst pertinent literature to ascertain the use of digital tools in diplomacy and present key deliberations that exist.

Abstract:Due to increased global access to the Internet and the advent of social media, diplomacy has been irreversibly changed. The term 'digital diplomacy', which entered the lexicon in the past two decades, refers to the intersection of information and communication technologies (ICTs) with the functions of diplomacy. Digital diplomacy is also often referred to as virtual diplomacy, e-diplomacy, mobile diplomacy, cyber diplomacy, and networked diplomacy. Globally, various digital technologies have become change agents influencing diplomatic aspects such as negotiations – whether bilateral or multilateral – consular services, economic diplomacy, public diplomacy and national security, as well as internal communications within foreign ministries and others. ICTs have been inscribed into diplomatic practice at the outward image promotion levels and at inward data and information management levels in traditional and non-traditional diplomatic organisations. This special issue has been developed around the concept and practice of digital diplomacy from an African perspective to underscore the implications of the changing nature of diplomacy on the continent.

Abstract:The purpose of the course is to examine the theory and practice of modern diplomacy in the context of the challenges it faces in the new century. It will do so by looking at its historical evolution and established customs, and by disaggregating it into its many manifestations—summit, multilateral, bilateral and coercive diplomacy, among others. Though attention will be paid to institutions (the Foreign Ministry, the mission) and to the legal framework (the Vienna Convention), the emphasis will be on the behavioural dimension—that is, what diplomats actually do, what makes for effective diplomacy and how diplomats can actually make a difference in today’s globalized world. Special attention will be paid to the interaction between global governance and diplomacy and to the emerging field of public diplomacy.

Abstract:The paper introduces concepts relative to digital international relations, including the following clusters as data/digital diplomacy; cyber security and cyber diplomacy; global internet governance; and, finally, digital voting. All these elements have come under the pressure of datalization that is the growth of digital actors and of big data analytics used often for political purposes. This paper focuses on one of the elements of digital international relations, notably the digital diplomacy. The authors discuss new challenges including digital uncertainty, fractured digital reality, and framing. Based on the analysis of data retrieved from social media by computational algorithms, the authors test these new challenges in case studies related to the digital diplomacy conducted by the United States, Russia and China in such countries as Afghanistan, Syria and Iran in various timelines. The authors reveal that multiple digital bloggers, mass-media, various entities, etc., can diminish the effectiveness of governmental digital diplomacy. At the same time, the datalization, digital uncertainty, and fragmentation allow the official diplomacy of the states to promote values through specific policy of framing discussed in the paper. Based on the empirical data, it can be concluded that the current stage of digitalization of international relations compels the states to introduce new binding agreements to draw “cyber red lines” or, equally, to maintain internet freedom that will contribute to shaping a balance of power in cyberspace.

Abstract:Dr. Ilan Manor is a leading scholar in the digitalization of public diplomacy and a senior lecturer at the Ben Gurion University of the Negev. From the beginning of his academic career, Dr. Manor invested in researching the digitalized practices and strategies of the Ministries of Foreign Affairs and conceptualized the expression “the digitalization of public diplomacy” to explore how digital technologies shape the norms, values, and working routines of diplomats and diplomatic institutions. Based on the hypothesis of transparency as the core of social media technology, Dr. Manor mentioned that diplomacy has also had to become more open, especially in public diplomacy. Traditional secret diplomatic negotiations are under universal scrutiny by netizens because they are digitalized. Thus, the public wants diplomats to be more open and transparent in their professional activities. However, digitalization also brought a series of communication problems, especially in the time of geopolitical uncertainty of the COVID-19 pandemic and the Russia-Ukraine war. In the academic dialogue, Dr. Manor has analyzed the conceptualization, practices, and challenges of the digitalization of public diplomacy in the framework of the current geopolitical context and global crisis and reviewed the long-term conceptual debate in public diplomacy scholarship on the value of soft power in the digital age. The last part of this dialogue focused on using visual supports in the international communication arena, criticizing the omnipresent use of memes and gifs of the Russian and Ukrainian governments during the war and questioning the public(s) in the digitalization of public diplomacy.

The wave of digital revolution across the globe has introduced new thinking in the relationship among comity of nations. This thinking reflects concern on e-diplomacy as new tool for nation to nation engagement. Abstract:The author and co-editor of the second edition of the Routledge Handbook of Public Diplomacy examines public diplomacy’s growth in the twenty-first century and what place its scholarship and practice has in the social sciences. The interactive dimension of diplomacy needs acceptance among what she calls the “big dogs” in political science and international relations, who tend to sideline the field as a persuasion tactic and theory deprived. While there is some truth in that criticism, public diplomacy must have a seat at the policy table in order to stretch the dialogue, offer building mutual understanding strategies, and contribute to a toolkit of nonviolent options of action.

Abstract:This paper examines the digital diplomacy used by the United States (US), the United Kingdom (UK), and China as great power rivals in Africa, focusing on Kenya. Digital diplomacy has arisen as an essential topic in communication studies, especially in international relations, political communication, and place branding. As a result, even though little is known about the current approach, challenges, and strategies of these significant actors, it has attracted scholarly interest in recent years. Due to social media's prevalence, diplomacy now requires transparency, public involvement, openness, and real-time communication. Through interviews with diplomats, the study compares the implementation of digital diplomacy employed by the three diplomatic players. While each of these diplomatic players may exhibit distinct digital profiles, the study reveals a fascinating interplay of complementarity among them, especially when confronted with shared global challenges such as climate change. Anonymity and managing interactions emerge as key concerns, with diplomats navigating the potential distortion of their messages and contending with anonymous negativity. Moreover, the study acknowledges the cross-cultural dynamics of digital diplomacy, necessitating adaptive strategies to bridge divides and resonate with diverse audiences. The implication of this study on practice points toward regular developing and updating the capacity of diplomats to identify the challenges created by new technologies such as artificial intelligence and human learning machines.

Abstract:Abstract This article demonstrates how digital diplomacy strategy has been devised, developed, and executed in the Ministry of Foreign Affairs and Cooperation in Spain. Since 1995, digital initiatives have taken place without a joint plan of action, but as a result of individual impulses. Until 2008, public diplomacy is developed without a model, planning, or evaluation. However, the global financial crisis has accelerated interest in this issue. The first steps were taken to face the reputation crisis and the bases of action were established. Since 2012, the digital response has been systematized through the communication of diplomatic missions. The Spanish model has evolved toward consular services and issues of language and culture, showing a case study of digital transformation in the field of public administration.

Abstract:International politics have become more complex since the end of the Cold War in the late 1980s, and consequently, it confuses traditional diplomats.[i] This intricacy is because the post-Cold War international era requires diplomacy to move from being foremost about high politics such as security, military and geopolitical issues to incorporating a wider and growing scope of issues outside of a state’s national borders like migration, gender, global warming, desertification and diseases. Abstract:The traditional model of diplomacy, founded on the principles of national sovereignty and of statecraft, is becoming less relevant as a field of new, influential actors enter the international system. Diplomats must now engage a vastly larger number of players in host countries, as the age-old “club model” of diplomacy gives way to a less hierarchical “network model.” This paper calls for a new approach–one in which diplomats project their nation’s values and interests to the growing field of international players, focusing on a critical set of issue areas of special relevance to the mission. Abstract:Digital diplomacy refers to the use of the Internet, ICT, digital technologies and online platforms by governments and diplomats to be engaged in diplomatic activities to achieve diplomatic objectives. The UK Foreign and Commonwealth Office define it in the most relevant manner as, “solving foreign policy problems using the internet”. It simply means that in contemporary times, achievement of the foreign policy goals and the resolution of issues are based on the Internet and Communication Tools. Further, the advent of social media in the world of communication made rapid changes in the field of digital diplomacy as well. Today, 98% of UN member states are using social media platforms for their diplomatic activities and to achieve foreign policy goals. After the advent of this concept at the initiation of the 21st century and its wide use in diplomatic activities led to the introduction of its numerous trends in the world. The first section of the study focuses on theoretical and historical development of the digital diplomacy. The second section analyzes the evolving trends of digital diplomacy in the modern times. Abstract:Introduction. The article is devoted to contemporary digital diplomacy, which is implemented within the framework of social networks. Unlike traditional diplomacy digital one operates in a different communicative space where blogs, electronic media and global social networks are the key communication channels. Using these tools allows digital diplomacy actors to influence events and communities in other countries. Methods and materials. Method of mixing qualitative and quantitative data, hashtag-analysis, comparative analysis of the social networks’ messages and accounts were able to understand the dynamics and interactions in social networks, engagement and possibilities of institutional and private actors in digital diplomacy. Analysis. In the 2000s foreign policy and public diplomacy began forming based on data on the mood of users of social networks and their preferences in politics. Thanks to this, digital diplomacy may well become one of the innovative tools for resolving modern global problems. Digital diplomacy, as a new method and the tool for implementing foreign policy, contributes to the effective functioning of departments and ministries of foreign affairs, their response to the needs of citizens, to emerging challenges and threats to state security, like a global epidemic or natural disasters. Using digital tools, it is possible to shape the norms of communication, interaction and decision-making by which diplomats perform their work, modifying the diplomatic process. Besides this digital diplomacy increases the attractiveness of the state in the eyes of the world community. Results. Based on a comparative analysis study of the content of social networks, it could be concluded that over almost a decade, from the 2010s to the 2020s, digital diplomacy has developed from a “soft power” mechanism to a method of information warfare and propaganda which involves artificial intelligence tools and big data. But this is predominantly characteristic of technologically developed countries. It is possible to conclude about future co-existence of traditional and digital diplomacies in a new hybrid variety. The program has one mission and one goal, which is to move the nation forward digitally and economically. The initiative will enable people to engage in the innovation process that the economy needs to progress. But implementing it is a big challenge. There are many hurdles in its successful implementation such as digital illiteracy, poor infrastructure, slow internet speed, lack of coordination between various departments, tax related issue etc. These challenges need to be addressed to realize the full potential of this scheme. Abstract:The COVID-19 pandemic has now affected everyone, threatening every aspect of our well-being with over 617597680 confirmed cases, including 6532705 deaths globally. The context of the Anthropocene is the backdrop for the novel, interlinked, systemic, and global threats. Anthropocene is a term proposed to designate the era in which human beings have become predominant drivers of planetary change, drastically altering the planet's biosphere. The concept of global health diplomacy (GHD), which connects the domains of health and international relations, has a critical role in advancing human security. Thus, there is a need for new forms of diplomacy, which is critically important in this complex intermestic and interdependent Anthropocene era, where globalization has inevitably linked nations and population health. This paper introduces, analyzes, and attempts to define "Digital Global Health Diplomacy" (DGHD), which has gained great momentum during this COVID-19 pandemic with concurrent health and human security threats. The application of digital formats to the existing traditional structures for dialogue has become a more popular tool recently. Furthermore, digital means are being used during the COVID-19 pandemic to share the health diplomacy discourse at subnational, supranational, international, regional, and global platforms. DGHD reminds us again of the criticality of this multidisciplinary concept involving the contributions of diplomats, global health specialists, digital technology experts, economists, trade specialists, international law, political scientists, etc., in the global policymaking process. If used effectively by trained global health diplomats through innovative digital platforms, DGHD has a great scope of delivering results faster and has more reach than the traditional approach.

Abstract:Globalization and technology are two features of the modern world impacting all activity, and the resultant effect on education is causing much to be questioned about the teaching and learning paradigm. Ways in which the learning experience must change in response to changing global demands placed on societies and economies forms a large part of the current discourse around reforming education. This chapter puts forward a definition of globalization, 21st century skills, and the four main competencies known as the 4Cs, and then makes links between these phenomena as a way of understanding the digitization of education. The connections are possible through a process of gathering reflections and experiences from experienced educational practitioners.
Computational Diplomacy: How "hackathons for good" feed a participatory future for multilateralism in the digital age

Abstract:This article explores the role of hackathons for good in building a community of software and hardware developers focused on addressing global SDG challenges. We theorise this movement as computational diplomacy: a decentralised, participatory process for digital governance that leverages collective intelligence to tackle major global issues. Analysing Devpost and GitHub data reveals that 30% of hackathons since 2010 have addressed SDG topics, employing diverse technologies to create innovative solutions. Hackathons serve as crucial kairos moments, sparking innovation bursts that drive both immediate project outcomes and long-term production. We propose that these events harness the neurobiological basis of human cooperation and empathy, fostering a collective sense of purpose and reducing interpersonal prejudice. This bottom-up approach to digital governance integrates software development, human collective intelligence, and collective action, creating a dynamic model for transformative change. By leveraging kairos moments, computational diplomacy promotes a more inclusive and effective model for digital multilateral governance of the future.

Abstract:The article examines into the contemporary theories and concepts surrounding the current landscape of digital diplomacy on both global and national scales. It explores the role of digital diplomacy in shaping the foreign policies of nations, with a specific focus on Ukraine's efforts in promoting and addressing international issues. The authors defines modern theoretical foundations of digital diplomacy, and disloses categorial discourse of digital diplomacy within terms of web-diplomacy, twiplomacy and others. The novelty of this work lies in the interpretation of digital diplomacy as a tool for supporting social and economic recovery, and the characterization of social media as a tool for digital diplomacy in the context of geopolitical challenges and Sustainable Development Goals (SDGs). The authors set logical coherence between digital diplomacy and environmental diplomacy. Effective digital diplomacy relies on top-notch information and analytical efforts, demanding well-coordinated actions fueled by significantly enhanced information support and rigorous analytical processing. This approach is pivotal for advancing global challenges and achieving SDG. The contemporary information and communication infrastructure empowers diplomatic strategies to pivot towards climate objectives. Proposals are made to improve the system of digital diplomacy as a new paradigm of international relations, the level, possibilities and feasibility of implementing the use of digital diplomacy tools in Ukraine are determined. Authors substantiate the idea, that evolution of digital diplomacy encompasses critical areas such as advocating for climate-centric practices, bolstering digital inclusion and accessibility, resolving conflicts, advancing digital government and transparency, delivering diplomacy through digital channels, and driving cross-border humanitarian endeavors alongside sustainable infrastructure development.
