Abstract:The rapid pace of Chinas economic and trade development has been considered as a great success since the entry of WTO in 2001. Most recently, China has succeeded in coping with the global financial crisis and achieved a rapid V-shaped recovery which rebounded to two digit growth rate and lead to strengthening its international status. Nevertheless, China has exposed many potential problems in face of the financial crisis which due to international and domestic unbalanced features of Chinas economic operation system. The pattern of China Manufacturing and World Consuming is a game with no winners, while the investment leaded economic development mode achieves high growth rate but without enriches its own residents. The current imbalanced economic development mode cannot be sustained and shall be changed in the future which is not only the consensus of economists at home and abroad, but also a striving goal for the Chinese government for its 12th Five-Year Plan. However, China will face great and formidable challenges by changing the economic development mode to achieve an equilibrium state.

Abstract:Broadly speaking, two schools of thought have emerged to interpret China's rapid growth since 1978: the experimentalist school and the convergence school. The experimentalist school attributes China's successes to the evolutionary, experimental, and incremental nature of China's reforms. Specifically, the resulting non-capitalist institutions are claimed to be successful in (a) agriculture where land is not owned by the fanners; (b) township and village enterprises (TVEs) which are owned collectively by rural communities; and (c) state owned enterprises (SOEs) where increased competition and increased wage incentive, but not privatization, have been emphasized. The convergence school holds that China's successes are the consequences of its institutions being allowed to converge with those of non-socialist market economies, and that China's economic structure at the start of reforms is a major explanation for the rapid growth. China had a high population density heavily concentrated in low-wage agriculture, a condition that was favorable for labor-intensive export-led growth in other parts of East Asia. The convergence school also holds that China's gradualism results primarily from a lack of consensus over the proper course, with power still divided between market reformers and old-style socialists; and that the “innovative” non-capitalist institutions are responses to China's political circumstances and not to its economic circumstances. Perhaps the best test of the two approaches is whether China's policy choices are in fact leading to institutions harmonized with normal market economies or to more distinctive innovations. In this regard, the recent policy trend has been towards institutional harmonization rather than institutional innovation, suggesting that the government accepts that the ingredients for a dynamic market economy are already well-known.

Abstract:The Chinese government has been pursuing economic growth under the guidance of “growth is a hard principle”. In the context of the Chinese political and economic governance system, local governments have employed the overtaking strategy (placing primary emphasis on the development of capital and technology-intensive industries) and the real estate development strategy to push for economic growth and fiscal revenue growth. This has led to a repressed labor share and an elevated capital and government share in primary and secondary income distribution structure. Using the empirical strategy of Acemoglu et al. (2003), we confirm that the development strategies have shaped an imbalanced consumption-investment structure through primary and secondary income distribution as well as other channels. It suggests that the Chinese government will be able to accomplish China’s transition from an investment-led growth model to a consumption-based growth model only if it modifies its political and economic governance system and removes the distortions in development strategies.

Abstract:The Chinese government has been pursuing economic growth under the guidance of "growth is a hard principle". Regional governments have employed the overtaking strategy (placing primary emphasis on the development of capital and technology-intensive industries) and the real estate development strategy to push for economic growth and fiscal revenue growth. This led to a primary and secondary income distribution structure biased toward capital and government and against labor and a government expenditure structure biased toward infrastructure and against social welfare. Using the empirical strategy of Acemoglu et al. (2003), we confirm that the overtaking strategy and the real estate development strategy have contributed to the internal imbalances of overinvestment and underconsumption. The biased primary and secondary income distribution structures as well as the biased government expenditure structure serve as important mediating channels through which the development strategies translate into an imbalanced consumption–investment structure. It suggests that the Chinese government will be able to accomplish China's transition from an investment-led growth model to a consumption–investment balanced growth model only if it modifies its development strategies.

However, the role of political economy has been omitted from the literature: how did China adopt the right economic policies and the appropriate road to reform? Abstract:Since 1978, China has experienced the most rapid economic growth of any country in world history, and the most rapid growth in living standards of any major economy. Following the latest international financial crisis, China outperformed any other major economy – from the second quarter of 2007 to the second quarter of 2014, China’s economy grew by 78% and the USA by 8%. In a single generation, China has gone from a ‘low income economy’ to the verge of achieving ‘high income’ status by World Bank criteria. Achieving this would double the population living in ‘high income’ economies globally. This extremely rapid development is sometimes explained in terms of unique ‘Chinese characteristics’, but research over the last 30 years suggests it is rooted in universal economic processes. While the combination of global forces producing economic growth is unique in China and produces unique ‘Chinese characteristics’, they can operate throughout the world economy. If other developing economies could achieve the scale of China’s economic success, global problems of poverty and its consequences would be solved. China’s policy response to the international financial crisis was far more effective than that of other major economies. This paper examines the chief strategic lessons to be drawn from China’s success.

Abstract:The rise of China is no doubt the most important event in world economic history since the Industrial Revolution. The institutional theory of development based on a dichotomy of extractive vs. inclusive political institutions cannot explain China's rise. This article argues that only a radical reinterpretation of the history of the Industrial Revolution and the rise of the West (as incorrectly portrayed by the institutional theory) can fully explain China's growth miracle and why the determined rise of China is unstoppable. Conversely, China's spectacular and rapid transformation from an impoverished agrarian society to a formidable industrial superpower sheds considerable light on the fundamental flaws of neoliberalism and the Washington Consensus and provides more-accurate reevaluations of historical episodes such as Latin America's lost decade and plagued debt crisis, 19th century Europe's great escape from the Malthusian trap, and the Industrial Revolution itself.

Abstract:The idea of the 'Beijing Consensus' does not accurately describe what has happened in China, nor does it represent a consensus among Chinese economists and policy-makers. This article presents six distinctive features of China's economic development, and argues that while each provides important lessons, none are easily copied by other developing countries. The intertwining of state and market in China is at the root of China's most distinctive developmental features. However, the specific character of the Chinese system and the way in which government and business relations have been structured cannot be readily replicated in other countries.

Abstract:Theories that explain post-Mao China's economic success tend to attribute it to one or several ‘successful’ policies or institutions of the Chinese government, or to account for the success from economic perspectives. This article argues that the success of the Chinese economy relies not just on the Chinese state's economic policy but also on its social policies. Moreover, China's economic success does not merely lie in the effectiveness of any single economic or social policy or institution, but also in the state's capacity to make a policy shift when it faces the negative unintended consequences of its earlier policies. The Chinese state is compelled to make policy shifts quickly because performance constitutes the primary base of its legitimacy, and the Chinese state is able to make policy shifts because it enjoys a high level of autonomy inherited from China's past. China's economic development follows no fixed policies and relies on no stable institutions, and there is no ‘China model’ or ‘Beijing consensus’ that can be constructed to explain its success.

Abstract:The spectacular economic growth in China during the past four decades has inspired a great deal of research to understand China's unconventional growth path. This review focuses on recent developments in China's institutions, financial markets, innovations, and government–business relations in the context of their roles in supporting China's growth. The government's role in finance and the economy has advantages and disadvantages in comparison to developed markets in the West. Alternative financing channels and governance mechanisms, rather than markets and banks, continue to promote growth in the most dynamic sectors of the economy, despite the fact that China has passed the early-development stage. More research is needed to understand the Chinese experience and determine whether similar mechanisms are behind the growth of other economies.

Abstract:Has a Beijing Consensus emerged to challenge the Washington Consensus? If so, what is the essence of this alternative consensus and why does it matter? This article argues that efforts at a definitive description of a Chinese model of stateeconomy relations, especially as it compares to the original policy recommendations of the Washington Consensus, have and will continue to prove unsatisfying. This is because any such comparative exercise is inherently political and prone to various angles of critique. Instead, this article argues that it is precisely because of the politics of such comparison that competing and often contradictory portrayals of a Beijing Consensus or China Model have taken on importance inside and outside of China. This article further argues that western accounts of a Beijing Consensus or China Model alternative to the Washington Consensus too often ignore or minimize the contentious debates within China about how best to describe Chinese economic governance. This study, in contrast, seeks to understand China's relationship to the Washington Consensus by exploring how concepts like the Beijing Consensus or China Model are deployed and contested outside and inside of China. The article concludes by offering suggestions for further research on the domestic Chinese and international policy implications of debates about the Beijing Consensus.

Abstract:Students of economics may have heard of that economics, especially the kind of mainstream neoclassical economics taught in most universities on earth today, is an imitation of physical science in some fundamental fashion. However, few economists would imagine that economics can be as effective as physical science, not even in the remote future. China's Chang'e 4 mission to the far side of the Moon provides a golden opportunity for economists to explore this fascinating possibility from the aspect of astrodynamics. This article, inspired by thoughts of Justin Yifu Lin and Angang Hu among others regarding China's economic reform, demonstrates that physics explaining the Three-Body Problem of classical mechanics may as well be understood as guiding principles when dealing with issues in development economics. Several aspects of Washington consensus' are examined in relation to the concerns raised by Chinese scholars. The study concludes that neoliberal interpretations of modern economics are basically inconsistent with the neoclassical framework outlined in standard economics textbooks.

Abstract:This paper extends the theory of"bureaucratic&economic markets"and reinterprets the unique growth mechanism of the Chinese economy and the intriguing interaction between government and market.In China we observe an interesting"mutual embededness"of bureaucratic markets for local officials and economic markets for firms across jurisdictions:local leaders compete in bureaucratic markets where their promotion is closely linked with economic performance of firms in their jurisdictions,and in the meantime,firms compete in economic markets and receive critical support for their respective jurisdictional governments.The performance-based bureaucratic competition motivates local leaders to help local firms grow and win the economic competition,and the interregional mobility of physical and human capital limits the tendency of local leaders to predate or grab local firms.The economic performance of firms in market competition provides feedback and is an ultimate test of the effectiveness of government-business cooperation and local industrial policies.The extended theory of"bureaucratic&economic markets"contributes to the existing literature by highlighting three critical preconditions for effective government-market cooperation:providing political incentives to ensure bureaucrats"do things in the right way",external market constraints to"prevent bureaucrats from doing evil",and necessary information feedback to guide bureaucrats to"do the right thing".For any country or region,its ability to satisfy these three conditions becomes critical for fostering an effective interaction between government and market and sustaining economic growth. In the past decades China has shaped a growth model based on the interplay of"bureaucratic & economic markets"which generally satisfied the three preconditions and laid the institutional foundation for China's economic miracle. This dual-markets model has resulted in friendly handshaking between political and private entrepreneurs, productive cooperation between political and economic elites,and a remarkable combination of China' s time-honored heritage of strong bureaucracy with the western tradition of market economy. The dual-markets model also has its limitations,especially in the sphere of provision of public services,which exactly explains various"government failures"associated with China's high economic growth in the past 40 years.

Abstract:The purpose of this paper is to provide an explanation of China’s high performance despite several factors that would indicate otherwise according to conventional wisdom. The authors argue that conventional wisdom is problematic in regards to China. First, it provides too narrow a definition of political reform. Second, although it asks the right question about political discretion, the inappropriate definition of political reform leads it to the wrong conclusion. Third, though much is wrong with the system of property rights in China, looking for a system of such rights as exists in the West has confused many analysts. Rights are not as secure in China as they could be, and the absence of a law of property and contracts along with a judicial system to enforce it remains a significant lacuna in the reform process. And yet, property rights are not completely insecure and without political foundations. Indeed, political reform in China has provided considerable limits on the discretion of the central government. These limits, in turn, provide the beginnings of a strong and credible political foundation for many market-oriented enterprises throughout the successful regions of China. China has a new political system that we characterize as federalism, Chinese style. This system, in turn, provides considerable political protection for China’s reforms, including limits on the central government. Viewed from the perspective of the individual, this system differs considerably from federalisms in the developed West.

Abstract:This chapter provides a review of China’s economic growth since 1978. Studying China’s economic success may shed new light on the political economy of growth, the impacts of the ascent of large countries on the rest of the world, and the relationship between inequality and economic growth. The chapter starts with a review of the characteristics of China’s economic growth and compares it with those of several similar economies. Then it shows how China’s economic success has been created by innovative institutional arrangements as well as adherence to the policy advice prescribed by neoclassical economics. After that, the chapter describes China’s export-led growth model and analyzes its causes and the structural imbalances associated with it. Lastly, the chapter presents data for income inequality in China and discusses how inequality may affect China’s prospect of avoiding the middle-income trap.
