Supporting Chinese Families of Children With Disabilities: Policy, Service Provisions, and Family Quality of Life in China

Abstract:China, as the most populous country in the world, has over 80 million people with disabilities. Chinese families with children with disabilities face enormous challenges in raising their children including ensuring education opportunities for their children and obtaining services for them due to the lack of enforceable laws, policies, and service provisions. As family support is becoming the most critical vehicle of social service system, Family Quality of Life (FQOL) has become an important framework to guide policy making and service provision in China. Based on the seminal work of Turnbull and colleagues on FQOL (2004), this article provides (a) an overview of family systems of Chinese families of children with disabilities, (b) an examination of the circumstances and challenges these families face in relationship to service provisions, and (c) a review of the research regarding family support and FQOL in China.
