Upon accounting for regional differentials in skill-based compensation, cost-of-living, amenities, and the like, model estimates indicate the importance of destination human capital concentration to high-skill migrants. Abstract:This paper analyzes the cost and benefit of investment of human capital based on a two-stage development model of urbanizing of peasant labors in china.We find that in the first stage peasant labors invest in migrating to city to get more income,and the higher earnings yield of investment has pulled more and more peasant labors to invest in migrating and has become the intrinsic impetus to the development of the first stage,but in the second stage,peasant labors need invest more to transform to townspeople,it develops slowly now for the deficiency of investment of human capital.In the end of the paper,we make some suggestions on how to increase the investment of human capital in the urbanizing of peasant labors in china.

Abstract:Based on an investigation of labor in-flows in the District of Baoan of the City of Shenzhen, the present study argues that wage differentials, employment opportunities, and migration networks all contribute significantly to the labor mobility decision-making. An understanding of the interaction of these three variables may help explain the development trends and features of labor migration, its impact on the macro economic situation and its significance in the economic policy-making.

Abstract:We apply a skill-based directional migration model to examine the importance of knowledge and human capital spillovers to China’s economic development. Those spillovers augment private investment in idea discovery and human capital and are central to modern theories of spatial equilibrium and endogenous economic growth (Romer 1986 and 1990, Lucas 1988 and 2004, and Glaeser and Gottleib 2009). Upon accounting for regional differentials in skill-based compensation, cost-of-living, and natural and other amenities, model estimation indicates that high-skill migrants attach significant importance to knowledge and human capital spillovers arising from FDI and human capital concentration in destination regions. Among low-skill migrants, the importance of spillover effects is considerably damped, reflecting institutional and other barriers to social interactions and human capital investment in destination cities. Findings provide new insights as regards the failure of labor migration to alleviate persistent regional disparities in China’s economic development. Moreover, results suggest important potential welfare gains for low-skill migrants associated with moves that provide greater access to spillover benefits.

Abstract:Among the studies on the productivity effect of migration, the role of the substitutability of human capital between migrant workers and local workers has not received much attention. The elasticity of substitution is important for rural-urban migration in China, because there is a substantial difference in schooling quality between rural and urban regions and because there is imperfect competition in city labor markets. Using aggregate city-level data from the 2010 China Population Census, we find that the positive effect of human capital on city productivity improves as the substitutability increases. Moreover, a grid-search shows that the best estimate of the substitutability in China is between 2.1 and 2.5, far from being complete.

Abstract:We assess the role of internal migration and urbanisation in China on the nominal earnings of three groups of workers (rural migrants, low-skilled natives, and high-skilled natives). We estimate the impact of many city and city-industry characteristics that shape agglomeration economies, as well as migrant and human capital externalities and substitution effects. We also account for spatial sorting and reverse causality. Location matters for individual earnings, but urban gains are unequally distributed. High-skilled natives enjoy large gains from agglomeration and migrants at the city level. Both conclusions also hold, to a lesser extent, for low-skilled natives, who are only marginally negatively affected by migrants within their industry. By contrast, rural migrants slightly lose from migrants within their industry while otherwise gaining from migration and agglomeration, although less than natives. The different returns from migration and urbanisation are responsible for a large share of wage disparities in China.
Urbanisation and Migration Externalities in China

Abstract:We evaluate the role that cities play on individual productivity in China. First, we show that location explains a large share of nominal wage disparities. Second, even after controlling for individual and -firms characteristics and instrumenting city characteristics, the estimated elasticity of wage with respect to employment density is about three times larger than inWestern countries. Land area and industrial specialisation also play a significant role whereas the access to external markets does not. Therefore, large agglomeration economies prevail in China and they are more localised than in Western countries. Third, we -find evidence of a large positive impact of the local share of migrants on local workers'wages. Overall, these results strongly support the productivity gains that can be expected from further migration and urbanisation in China.

Abstract:The increasing flow of interregional migration can lead to the reconstruction of social capital. Unlike international migrants who tend to engage in enclave entrepreneurship, internal migrants are dispersed in host regions and experience the dual dynamic of alienation from their original social networks as well as integration into new societies. Using data collected from the China Migrants Dynamic Survey (CMDS), we examine different dimensions of social capital and their effects on migrant entrepreneurship. The results demonstrate that both enclave relationships from preexisting networks and the local identity newly established in host cities have a significant positive effect on migrant entrepreneurial activities. By distinguishing self-employment from entrepreneurial activities, the two dimensions of social capital exert significant influence on employer-based entrepreneurial activities, while local identity fails to promote the impact on urban migrants. Our study calls for a nuanced and situatedness understanding of social capital and migrant entrepreneurship.

Abstract:The paper studies the dynamic change of the migrant labor market in China from 2002 to 2007 using two comparable data sets. Our focus is on the rural-urban migration decision, the wage structure of migrants, the urban labor market segmentation between migrants and urban natives, and the changes of these aspects from 2002 to 2007. We find that prior migration experience is a key factor for the migration decision of rural household members, and its importance keeps increasing from 2002 to 2007. Our results show that there is a significant increase in wages among both migrants and urban natives over this 5-year period, but migrants have enjoyed faster wage growth, and most of the increase of wages among migrants can be attributed to the increase of returns to their characteristics. We also find evidence suggesting convergence of urban labor markets for migrants and for urban natives during this 5-year period.

Abstract:We analyze the impact that the option of migration might have on human capital accumulation. We show that, when the return to education for migrants is lower in the destination than in the origin, the overall incentive to accumulate human capital is reduced as restrictions on migration are relaxed. We use panel data from the Chinese Household Income Project to document that the return to education for rural individuals is lower in urban areas than in rural areas. We then use a difference-in-differences design to show that the 1983 reform that eliminated the strong restriction that existed for rural–urban migration resulted in a reduction of 0.4 years of schooling for rural people in China. Guided by these results, we estimate a life-cycle dynamic discrete choice model of education decisions and circular rural–urban migration in which individuals differ in observable characteristics and unobservable cognitive and non-cognitive skills. We validate the model by showing it is able to replicate the impact estimates from the difference-in-differences specification. Our simulations show that, while it would take a small subsidy (conditional on staying in school) to undo about 40% of the negative effects of the 1983 policy on rural education, the annual subsidy would need to be half of annual earnings to undo the effects entirely.

How Does Skills Bias in the Labor Market Segmentation Affects Human Capital Investment of Family

Abstract:Accumulation of human capital is an important source of China's economic growth. With the rapid growth of China in the past, what impact has the employment skills structure had on the human capital investment? This paper constructs a theoretical model to elaborate the mechanism of employment skills demand affecting human capital investment and uses the data of Chinese industrial enterprises and the China Urban Household Survey data from 2002 to 2012 to examine the effect of employment skills structure on household investment in human capital. It finds that the more local employment is biased toward higher skills, the larger the family invests in human capital. On the contrary, the more local employment is biased toward lower skills, the less the family invests in human capital. After using instrumental variables to alleviate endogenous problems, the above conclusions are still valid. This shows that family investment decisions on human capital are significantly affected by the local labor market, especially for the human capital measured by the education expenditure and high-school enrollment rate. This paper is helpful to understand the evolution of China's employment skills structure, and the mechanisms and effects of the impact that the employment skills structure had on human capital investment.

Abstract:The massive rural-to-urban migration has been one of the most important features of China’s labour market in recent decades. The recent pattern of return migration and migrant wages has increased the costs of firms in urban areas and has negatively affected urbanisation. Therefore, it is important to understand the determinants of settlement intention of migrants. Using data from Rural Urban Migration in China (RUMiC), we find that migrants express higher settlement intention in a city after receiving training that is provided by firms. The effect is larger for females, high school graduates and dropouts, and wage earners. These findings suggest that training may complement migrants’ human capital and upgrade their skills. Therefore, training in cities may act as an instrument that facilitates the migration decisions and transforms a temporary migrant to a permanent resident in an urban area.
Transitions to Private Employment: Earnings Determination, Worker Employment Preferences, and Job Turnover in Urban China

Abstract:Despite ongoing restructuring of the Chinese economy, barriers to labor mobility and attendant stratification of China?s labor markets remain significant. Those barriers serve to reduce the efficiency of labor market allocations and accordingly inhibit wage equilibration and productivity growth. Constraints on labor mobility further hamper growth in private employment as well as government efforts to rationalize economic activity through the closure of insolvent state-owned enterprises. In this study, we apply unique matched worker-firm data from a recent survey of urban workers to examine existent stratifications of labor markets and transitions to private employment in urban China. In so doing, the analysis assesses wage determination, worker preferences for state versus private employment, and job turnover. As expected, research findings indicate higher returns to schooling in non-state sectors, in cities with more rapid private sector growth, in more profitable enterprises, and for less risk-averse workers. Results further show that preferences for state-sector employment decrease with schooling but increase with worker risk aversion. Workers? job-change prospects decrease with age, risk aversion, and restrictiveness of job preferences. Overall, results point to the importance of labor market transition policies and indicate the sizable efficiency and productivity gains that might arise from enhanced labor mobility.

Abstract:This paper studies how rural-urban migration in China affects the vertical disintegration of firms. We construct a theoretical model and find that the inflow of rural migrants increases the output of firms in urban areas. This leads to a higher degree of vertical disintegration of firms due to the decreasing returns to scale. We also find that the wage of skilled workers relative to that of unskilled workers in urban areas is increased with rural migrants as the vast majority of rural migrants are unskilled. Our empirical findings are consistent with our model predictions using China's population census and manufacturing firm-level data in 2005.

Abstract:We evaluate the evolution of productivity gains from Chinese cities over time, from 2002 to 2013. In 2002, rural migrants were exerting a strong positive externality on natives' earnings, which were also higher when access to foreign markets through access to sea was higher. In 2007 and then further in 2013, city size (employment density but also land area) has become the crucial determinant of productivity whereas market access, internal or external, plays no direct role. Rural migrants still enhance natives' earnings, though the effect is more than hal f lower than in 2002. Urban gains, and their evolution over time, are very similar on total and per hour earnings. Skilled workers and females seem to gain slightly more from cities than unskilled workers and males.

Abstract:This paper estimates agglomeration effects on labor productivity for more than 200 Chinese cities from 2001 to 2005, taking into account endogeneity of spatial distribution of employment and spatial fixed effects. Econometric results suggest that agglomeration effects in China are larger than US and European countries, and these effects became larger 2001 through 2005. Results also demonstrate agglomeration effects vary greatly among different parts of China. As control variables, human capital effects and regional fixed effects are estimated as well. ©2009 IEEE.
