Abstract:In the context of carbon peaking and neutrality goals, this paper examines the impact of industrial clusters on firms’ carbon emissions based on listed manufacturing firms in China from 2008 to 2020. To avoid the endogeneity issue, we constructed an industrial cluster database ten years earlier than the sample period. The results of the empirical analysis suggest that industrial clusters are conducive to decreasing carbon emissions. The stronger the industrial cluster, the lower the carbon intensity. Examining the channel reveals that industrial clusters have an emission reduction effect through digital transformation. The heterogeneity analysis demonstrates that the variations in industrial clusters, including pollutant emissions, energy intensity, and energy consumption structure, significantly affect a firm's carbon emission reduction performance. In addition, environmental policies and the internal and external green development impetus of firms also affect emission reduction behavior. Our findings provide the rationale for governments to promote green transformation and enhance digital competitiveness through industrial cluster development.

Abstract:Along with rapid urbanization, suburban manufacturing development is one of the most prevalent phenomena in contemporary cities around the developing world. However, there are limited quantitative studies on the restructuring of intra-urban manufacturing landscape in the context of developing countries. Based on the theoretical perceptions of neoliberalism and the debate between neoliberal theory and dirigisme theory, this study develops an interpretive framework of industrial land development combining state force and market force under transitional economies. This context-specific framework is used in a case study to investigate the determinants of industrial suburbanization in Hangzhou, China, and thus to disclose the definite roles played by local governments and market forces. The historical analysis indicates that the manufacturing spatial restructure is characterized by a big decline of industrial land in central city, as well as emerging industrial clusters in suburban areas. We also find that both governmental policies and marketization have significantly shaped the restructuring of manufacturing landscape. Proactive planning policies, development zone fevers, and controlled land prices are the most important policies influencing manufacturing locational decision.

Abstract:This article closely examines two industrial clusters in China, and compares the various adaptations these two clusters have undergone, as well as the mechanisms underlying the industrial and geographical dynamics within these two clusters. Specifically, based on recent field investigation and in-depth interviews during 2011–2014, we examine two types of local governance, and pay attention to the articulation between “governance within global value chains” and “governance within local clusters,” and to how global and local governance co-shape the ways in which and the extents to which local firms participate in the global economy, producing diverse geographies of production and generating diverse trajectories of regional development. The article concludes that local and global governance co-determine domestic firms’ upgrading sources, the strength of their local embeddedness, and the ways in which they conduct spatial and organizational restructuring, such as factory consolidation, factory closure, industrial upgrading, and geographical relocation.

Abstract:This study investigates the driving forces of industrial land expansion under China's unique land use system in the context of economic transition with an explicit emphasis of the interactive relationship between local government and enterprises. Stemming from institutional insights in a transitional economy, this study develops a novel framework to integrate governmental intervention, firm-government connection, and economic transition to explain the spatial patterns and reveal the mechanisms of industrial land expansion in China. Based on the national utilization conveyance data and spatial econometrics, this study confirms that local government intervention and firm-government connection affect industrial land development significantly and in a spatially heterogeneous way. This study contributes an institutional and transitional knowledge to understand rapid industrial land expansion in China.

Abstract:The local government can play an important role in the growth of industrial cluster,but the validity of the behavior of local government depends on the specific development stage of industrial cluster.Based on the questionnaire of Haining leather industrial cluster of Zhejiang Province,this paper finds that the local government is helping firms and customer to link, promote firms to upgrade,facilitate between firms in coordination,building local industrial network,etc.Among them,the actions of building local industrial network and regional marketing have achieved effect,the effect of industry strategic planning is general,the level of technological innovation promotion to be insufficient seriously.And some suggestions of promoting industrial cluster upgrade have put forward.

Abstract:Industrial clustering is popularized in regional economic development,whereas some traditional industrial clusters have been significantly succeeded in some regions of China.Hence,the economic globalization expedites the global strategic distribution and industrial transfer of foreign brands.This has impacted the domestic industrial clusters in China.As a result,the response and development of localized industrial clusters becomes a focus and a heat in economic researches.Therefore,the impacts of international industrial transfer are elaborated on national industrial clustering in this study.In this regard,the competition and cooperation amongst industrial clusters are investigated using a game-theory model.To cope with globalized impacts and intensive competitions,China not only passively encounters but also initiatively resolves industrial clustering via strategies and responses.Finally,a case study on the industrial clusters of low-voltage electrical appliances in Wenzhou is used for further analysis.

Abstract:Based on a hypothesis of increasing returns of scale and non-perfect competitive market,spatial economics is concerned with the power,forms,and effects of agglomeration,and explains how spatial factors work in resource allocation.China's present domestic researches on spatial economics focus on diversified agglomeration,which consists of industry agglomeration,urban cities and urban crowding as well as integrated regions.Through a study on the spatial distribution of industry agglomeration,researchers analyze the causes of agglomeration formation,especially the roles the opening-up and local protectionism(two special factors in China) play in the said formation,and then the effects the various agglomeration forms bring about.After presenting diversities of the agglomeration's effects,they acknowledge that China's regional differences are inevitable in a certain period of time.Therefore,factor floating and market integration play a decisive role in regional coordination and growth.These conclusions provide a fresh perspective for the further development of the theory concerning China's development and reform,and a new theoretical basis for the formulation of industrial policies and regional policies,while making more space for the development of spatial economics itself.Finally,it is pointed out that the domestic main research orientation in the future will be focused on the theoretic innovation of spatial economics,the development of micro-level mechanism of agglomeration,and the relationships between agglomeration and regional development.
Transnational corporations and network effects of a local manufacturing cluster in mobile telecommunications equipment in China

Abstract:The local formation, and benefits, of industrial clusters have received considerable research attention during the past decade. We argue that the existing literature has underestimated the role of external economies of collective bargaining and production capacity accruing to firms in clusters that are derived from traded relationships with institutions, firms, and customers outside local clusters. We define these benefits as non-cluster economies of traded interdependencies among firms in clusters. To illustrate our arguments, we examine the formation in Beijing, China, of one of the world’s few mobile telecommunications manufacturing clusters. We show how Nokia, the lead firm in the local industrial cluster, is able to create non-cluster external economies for its key suppliers co-locating in this purpose-specific industrial cluster.

Abstract:This study investigates the influences of inter-firm competition and cooperation on cluster performance. Utilizing a unique dataset based on 87 township industrial clusters in China, our results indicate that the heterogeneity of cluster performance is co-determined by competitive forces such as the intensity of inter-firm competition and cooperative forces such as cluster innovativeness. Particularly, we find that the agglomeration effect of cluster size on cluster performance is mediated by the cluster’s competition intensity, and that the knowledge stock and flows of a cluster positively affect a cluster’s innovativeness, which in turn contributes to the increase of cluster performance. Our post hoc analysis also shows that the competition intensity has a stronger effect than innovativeness on cluster performance. Our research provides a systematic examination of key antecedents of cluster performance, advancing the development toward a theory of strategy of cluster. This study also helps test the generalizability of cluster theory in the context of China.

Abstract:The global cluster networks (GCN) theory has improved the theory concerning industrial clusters. This study attempts to conduct empirical research on the spatial and temporal evolution of China's automobile industry using GCN. By using cooperative applications for patent data and buyer–supplier data between cluster firms, a 203 × 203 inter-cluster association network was constructed. The main findings are as follows. First, the scale and density of the networks increased from 2000 to 2012. R&D cooperation sub-networks became increasingly localized, forming communities composed of several local clusters. The number of community buyer–supplier sub-networks was relatively stable, while the linkages between communities gradually increased. Second, cluster networks existed at various spatial scales. The spatial scale of the R&D cooperation sub-networks changed from a macro to micro scale, and the buyer–supplier sub-networks expanded to a larger spatial scale. Third, the intra-industry division of labor was an important factor for cluster networks. Among them, vertical division within the industry promoted R&D cooperation sub-networks and buyer–supplier cooperation. The horizontal division only affected buyer–supplier cooperation. Buyer–supplier cooperation significantly affected R&D cooperation. The impact of local specialization on R&D cooperation was not robust.

Abstract:This paper examined the relationships among firms in a rapidly growing specialized industrial cluster—the Chery automotive cluster located in the Wuhu Economic and Technology Development in eastern China. After demonstrating how the Chery automotive cluster contributed to sustainable regional economic development, it focused on defining the roles that major firms play in the localized production network. Based on three attributes of the firm (network linkages, network position, and network power), the study identified a typology of firms’ role, including the dominant core, lead firms, gatekeepers, intermediaries, club of foreigners, peripherals, and loners. By revealing the heterogeneity of the firms and discussing the differing roles they play in the network, the paper made some policy recommendations to promote the sustainable development of the cluster, including providing policy supports to core firms, encouraging inter-firm networking and interaction, and diversifying the cohort of gatekeepers.

Abstract:The Chinese passenger‐vehicle industry contains a large number of manufacturers. Some of them are members of big corporate groups centered around state owned enterprises. These corporate relationships may facilitate collusion. This paper applies the non‐nested hypothesis test methodology to data on passenger vehicles to identify whether price collusion exists within corporate groups or across groups. Our empirical results support the assumption of Bertrand Nash competition in the Chinese passenger‐vehicle industry: We find no evidence for within or cross‐group price collusion. Our policy experiments show that indigenous brands will gain market shares and profits if within‐group companies merge.

Abstract:Globalization, institutional change, and industrial location: economic transition and industrial concentration in China, Regional Studies. Marketization and globalization in China may stimulate industrial clustering, while decentralization may lead to protectionism and industrial dispersion. This paper examines industrial distribution in China during 1980-2003. While Chinese industries have been increasingly concentrated geographically, the study found significant temporal and sectoral variations in concentration. Least protected industries have become increasingly concentrated, and most globalized industries are clustered in the coastal region. The analysis indicates that globalization and internal scale economies have contributed to geographical concentration, while protectionism has hindered industrial specialization. While industries are more likely to locate based on comparative advantages, external scale economies have not fostered industrial concentration.

Abstract:The literature on innovative regions has stressed the role of spatial clustering in the endogenous formation, accumulation, and sharing of knowledge in technology hubs in advanced countries. Little has been written, however, on how spatial clusters may also affect technological dynamics in developing countries where external actors, such as multinational corporations (MNCs), are the main source of new technology. Drawing on studies of innovative regions and technology transfers, we analyzed the interactive patterns between MNCs and local technology actors in China's leading information communication technology (ICT) service cluster in Zhongguancun, Beijing. We found that the relationship between MNCs and local firms is hierarchical, but also interdependent and evolutionary. Local firms' collaboration with MNCs provides them with vital technological and organizational training, which the local firms use strategically to develop their market networks and innovative capacity in the home market. The learning capacity of local firms is vastly improved by the presence of other related enterprises, the research and development facilities, and a developmental state in a market-oriented spatial cluster.

Abstract:Abstract: Recent work has provided evidence that the establishment of new industry clusters cannot be jump‐started through policy initiatives alone. This evidence does not imply, however, that the genesis of a new cluster cannot be planned at all. Especially in the context of a developing economy, it seems useful to reinvestigate the relation among economic development, the strategies of multinational firms, and state intervention in this respect. Drawing from the case of the automobile industry and its supplier system in Shanghai in which German firms play an important role, we provide empirical evidence of the evolution of a new cluster that is supported by the state in various forms and characterized by a focal, hierarchically structured production system. We use a multidimensional approach to clusters, which leads to a more nuanced understanding of the evolution and growth of a cluster than that provided by earlier accounts. This approach allows us to distinguish the development of the Shanghai automobile industry cluster along its vertical, horizontal, external, institutional, and power dimensions. We provide evidence that another dimension—“culture”—plays an important role, especially in its relation to issues of power and institutions. The role of this dimension is demonstrated in the case of German firms, which tap into the Chinese innovation system. This system is characterized by particular business relations, institutions, norms, and various social practices that are new to German firms. We demonstrate how this difference creates problems in establishing local production and supplier relations and how these problems can be overcome.

Abstract:China has experienced substantial spatial restructuring of manufacturing industries since the economic reforms. Chinese manufacturing industries reversed an early drop in industrial agglomeration and have been increasingly agglomerated since the early 1990s. Resource-intensive industries have been relatively dispersed while export-oriented industries have been progressively agglomerated. Industries driven by market and global forces are agglomerated while those favoured and protected by local governments are widely dispersed. Statistical analysis confirms a significant positive relationship between industrial agglomeration and labour productivity in China. This positive relationship was particularly prominent in liberalised and globalised industries in the 1980s and has been found in most industries since the 1990s. The empirical results imply that marketisation and globalisation have stimulated industrial agglomeration and thereby raised industrial competitiveness in China.
