Abstract:The response of Australian academics to the Changing Academic Profession survey indicates that they are among the least satisfied academics in the world. This dissatisfaction has been expressed after two decades of rapid growth in the student body and structural changes in the academic workforce, particularly an expansion in the amount of teaching provided by casual staff. Abstract: The Australian higher education sector has changed markedly over the past two decades, and this chapter examines these changes through the eyes of university academics. Student enrollments have increased by 130%, but public funding and teaching staff numbers have failed to keep pace. In Australia, the major dividing line across universities still is their research intensiveness. Therefore, we explore whether change is experienced differently by those working in the major research universities (the self-designated Group of Eight – the Go8) compared with those in the less research-intensive universities. On many fronts, there is little difference in the opinions expressed by academics from the two blocs, but Go8 academics perceive a lesser degree of “being managed” than their counterparts from other universities do, and a greater degree of satisfaction with working conditions, combined with a stronger focus on research.

Abstract:This article analyses academic work and the academic workforce in the context of current dynamics and likely futures. It discusses the significance of academic work, reviews workforce characteristics, and analyses tensions and pressures. Prevailing conceptualisations, it is argued, do not reflect the current situation in which the profession finds itself, and would provide a very shaky foundation on which to build the future workforce. There is an overarching need for a fresh conceptualisation of academic work that is authentic and feasible and suggestions are offered of what this might look like. A number of strategies are proposed how such a recasting might be implemented. The paper works from Australian research, and make suggestions for other systems.

Abstract:In this section we present a preliminary overview of the outcomes of the Australian CAP survey. We must emphasize that this indeed is a first run through the data, that a full analysis has not been possible due to the limited time available since the closing of the survey, and that we still are in the process of coding the open questions. We therefore can only present some initial results.Since our responses are evenly distributed across males and females, and representative of the target population, we have chosen to present the results not in terms of the “average Australian academic” but rather in the persona of Colin and Cheryl (two popular names in 1960, the average year of birth of our respondents). Abstract:A changing climate in Australian universities is reflected in the setting up over the decade 1963‐1973 of nine centres or units for research and development of university teaching. A broad definition of the task of the university teacher shows the variety of demands made on individuals. The study of the various disciplines prepares each university teacher to some extent for the analysis of the task of teaching and the evaluation of what is to be taught and the efficacy of different modes of teaching. Conflicting demands are made by teaching and research. The problems in assessing teaching for promotion and appointment denigrate teaching. The centres and units have various approaches to their task of improving teaching. As the pioneer period of their establishment ends problems of staffing and of institutional structure have become apparent. Questions of provision of preservice and inservice training have to be answered. Should courses be compulsory and certification be formalised? Is initial training adequate? What should be the content and method of study? The students must be partners in the triadic relationship between discipline, academic and students.

Abstract:Universities are responsible for maintaining academic standards. Indeed, having autonomy over standards is an intrinsic factor which contributes to their status. This privilege partly derives from the capacity of universities to conduct scholarly research and generate knowledge through teaching–to explore the foundations and contours of knowledge itself. Hence it could come as a surprise that while universities have responsibility for maintaining standards, relatively little scholarly research has been done on what this actually means, particularly in relation to student learning and outcomes. To impel progress in this area, this paper outlines a case for giving greater attention to the specification and assessment of academic standards in higher education. It argues, in particular, that significantly more emphasis needs to be placed on assessing learning outcomes.Today, it is possible for students at different or even the same universities who have the same underlying competence to perform at comparable levels on the same assessment task, yet receive very different grades. This unfortunate state of affairs may arise from bias or lack of precision in marking processes. Alternatively, it may reflect variability in the tasks or in grading or reporting systems. Even when common tasks, marking processes and reporting metrics are used, these can still mask variability that goes unchecked by the absence of cross-validation. Such practice, where it occurs, is unsatisfactory. Abstract:Helping students develop the employability skills and professional capabilities they will need to transition into graduate roles is one of the most important mandates for university study. With this context in mind, this paper analyses the nature and implications of Australian university students' participation in paid work during study. The paper looks at the incidence with which students participate in paid work, and follows this with an analysis of the influence such participation has on academic engagement and outcomes. There are disjuncts, the data shows, between student activity and the support received from institutions. It is suggested that institutions need to embrace students' off-campus paid work. The findings shed light on practices that institutions can use to support students' participation and outcomes.

Abstract:Aim To explore the demographics, employment characteristics, job satisfaction and career intentions of the Australian nursing and midwifery academic workforce. Background The academic workforce is crucial in preparing the next generation of nurses and midwives. Thus, understanding current satisfaction, challenges, opportunities and intentions is important for recruitment and succession planning. Design Cross-sectional online Australian academic nursing and midwifery survey. Method Respondents were invited to complete an online survey via social media platforms, advertisements on professional websites and circulation via professional associations. Descriptive and inferential statistics were used to analyse the data. Results Of the 250 respondents, most were Registered Nurses (n=212), female (n=222), held tenured teaching and research positions (n=126) and were over the age of 50 (n=130). Almost half of respondents held a PhD (n=98), with 55 (43.7%) of those without a Doctoral qualification indicating no intention in undertaking doctoral studies. Over 85% (n=213) of respondents indicated working regular unpaid hours. Female respondents had a significantly higher mean annual teaching allocation compared with males who had higher research workload allocations (p=0.033). Job satisfaction and intention to leave academia were linked with workload and perceived value. Job satisfaction was significantly higher among teaching-only and research-only academics (p=0.005). Conclusion The sustainability of the Australian nursing and midwifery workforce is at risk due to an ageing workforce and some academics' lack of intention in pursuing doctoral studies. Gender inequities emerged as a finding in this study. Workforce strategies are required to address gender disparities and workload imbalances that have an impact on job satisfaction.

Abstract:Australian teacher education programmes that prepare teachers of English to speakers of other languages (TESOL) are confronting the nexus of two facets of globalization: transformations in the Asian region, captured in the notion of the “Asian century”, and shifting conceptions of professionalism in TESOL in non-compulsory education. In booming Asian economies, English language learning is integral to the demand for high-quality education. This has produced increases in TESOL Teacher Education Programme (TTEP) enrolments of both domestic Australian students and international students from Asia. Growth in demand for TTEPs has necessitated that they cater to student diversity, and the intended contexts of practice. This demand has coincided with a concurrent movement towards professional standards for TESOL that, we argue, confronts complexities around quality, accountability, and professional identity and achieving conceptual and contextual coherence. Drawing on discourses of managerialism and performativity, this paper explores tensions between increased student demands for TTEPs, professional standards discourses which are part of the global policy discourses on teacher quality, and the achievement of programmatic conceptual and contextual coherence from the perspective of Australian TTEPs.

Using systems thinking to understand the experiences of overseas‐trained teachers in Australia

Abstract:Many overseas‐trained teachers (OTTs) migrate to Australia in search of different lifestyles and career challenges and are encouraged to do so by the Australian government to partly address the acute teacher shortage that is labelled by some as a crisis. In their endeavour to find suitable teaching positions in public secondary schools, OTTs often confront multiple challenges. This study explores the different issues that 12 OTTs experienced after obtaining a teaching position in public secondary schools in Australia. An instrumental case study was the chosen methodology. Data were collected through 12 in‐depth semi‐structured interviews and researcher generated field notes. Systems thinking concepts are employed to identify the various systems that interact and provide the context for individual teachers in the classroom. The results indicate that participants experienced the following challenges: apparent lack of effective in‐school induction and mentoring, student behaviour management issues: pedagogical and cultural dissonance and perceived workplace harassment and discrimination. Much of the analysis and guidance for successful classroom teaching emphasises appropriate strategies that should be used by the teacher. From our analysis, we argue that these alone do not account for either success or failure in the classroom. The wider school system, family and community structures, State/Federal Education Department, regional and national economies and socio‐cultural factors all have an important role to play yet are beyond the influence of the individual teacher. The systems thinking approach offers a way forward to create effective solutions to address the problems faced by OTT and also avert a major crisis in public secondary schools. However, despite all of the challenges OTTs faced, the majority were grateful for their multiple positive and rewarding experiences in Australia.

Abstract:In this article, we describe how teachers in the Australian school system are educated to teach science and the different qualifications that teachers need to enter the profession. The latest comparisons of Australian students in international science assessments have brought about various accountability measures to improve the quality of science teachers at all levels. We discuss the issues and implications of government initiatives in preservice and early career teacher education programs, such as the implementation of national science curriculum, the stricter entry requirements to teacher education programs, an alternative pathway to teaching and the measure of effectiveness of teacher education programs. The politicized discussion and initiatives to improve the quality of science teacher education in Australia are still unfolding as we write in 2014.

Abstract:This paper considers Australian academic staff members' attitudes to their colleagues in positions of university leadership, based on responses to the international Changing Academic Profession (CAP) survey conducted in 2007. When compared with responses from other participating nations, Australian academics indicate considerably lower satisfaction on management issues than the average for all countries. Only academics from Hong Kong and the United Kingdom report a lower level of satisfaction with institutional leadership.

Abstract:The quality of the academic workforce is influenced by multi-level interactionist factors yet there is limited research into these influencing factors.To investigate relationships between individual characteristics of Australian occupational therapy academics and work-related variables.An exploratory cross-sectional online survey collected demographic data and used standardized scales including the Turnover Intention Scale, 9-item Utrecht Work Engagement Scale, Work-Life Balance Scale, Role Overload Scale and Self-Defined Burnout Scale. Data were analysed using descriptive and inferential statistics.Academics who were more than five years in their current academic level were: significantly more likely to consider leaving their job; more often frustrated when not given opportunity to achieve their work-related goals; and less engaged. Those who had worked in higher education for longer than ten years were more likely to report role overload while participants working in higher education for less than five years were less likely to report burnout.To meet current and future demand for Australian occupational therapists, an engaged and supported academic workforce is needed. These findings suggest the need for attention to mentoring and career development particularly for those in academic levels longer than five years to increase work engagement and retention.

Abstract:In this issue of the journal, five of the six articles are by Australian authors and their publication coincides with the release of Strengthening skills – the report of the expert review of Australia's vocational education and training system undertaken by the Honourable Steven Joyce from New Zealand.The 192 submissions to the review make for very interesting reading as they clearly demonstrate the diversity of stakeholders with an interest or involvement in VET in Australia. Given the opportunity to comment on what is working well in the sector and what is not, employer bodies, industry and professional associations, industrial and educational unions, state and territory governments, training providers and individuals present a multiplicity of views on the key challenges faced and the changes needed for the VET system to meet the complex demands of skilling the Australian workforce for the future.The Terms of Reference for the expert review set out eight areas for examination including, amongst others: funding, policy and regulatory settings, skills shortages, the impact of technology, qualification structures, the effectiveness and accessibility of information on VET and the identification of case studies of best practice. Specific mentions of the quality of training and the skills of the VET teaching workforce were not designated areas for consideration. Despite this, the ongoing concerns about teacher quality percolated to the surface and the report notes 'around a quarter of submissions to the Review identified the quality of trainers as an issue for the sector' (Commonwealth of Australia, Prime Minister and Cabinet, <a href="#">2019</a> Commonwealth of Australia, Prime Minister and Cabinet. A large percentage of the expressed concerns appear to be directed at the mandated qualification for VET practitioners, namely, the Certificate IV in Training and Assessment, and its inability to provide the pedagogical skills needed to meet the needs of diverse learners. Assessment was highlighted as a critical issue as was the currency of teachers' industry experience.The Review suggests the following as strategies for addressing the teacher quality issue: 'strong regulatory requirements around the registration and quality assurance of all RTOs''targeted measures to encourage and highlight best practice for VET trainers''recognising and rewarding teacher quality through teaching awards''providing access to quality professional development' (p. 50).Those with a cynical bent working in the Australian VET system might be saying that we supposedly have the first and last of these solutions already in place. They might also say the other two suggestions would provide encouragement for those teaching in the sector to enhance their practice. However, what continues to be missing is a greater investment in building the pedagogical expertise of the VET teaching workforce and the acknowledgement of just how complex the nature of the work it is expected to undertake. Until these are addressed, teacher quality will continue to be of concern.The theme of VET teacher quality is the focus of a number of the papers in this issue. The first, by Mark Tyler and Darryl Dymock, discusses research into the industry and pedagogical currency of 26 VET practitioners in one Australian VET institution. Through interviews, the researchers gathered data on the teachers' perceptions of their continuing professional development and the processes and practices they used to maintain and develop their pedagogical expertise and industry currency. The results of the study affirm the need for consistent, grounded and nuanced approaches to the development of both teaching skills and industry know-how and a commitment to their continued maintenance.In a similar vein, the paper by Ugochukwu Chinonso Okolie, Elisha Nwonu Elom, Catherine Uchechukwu and Paul Agu Igwe reports on a study that examined the key areas of skill development required by technical college teachers in Nigeria in order to improve the quality of students' experiences and outcomes. Abstract:This article explores the implications for trade unions of the rapid expansion in Australia of casual employment—a distinctive form of non-standard employment characterized by a lack of entitlement to most employment benefits and forms of employment protection. The article summarizes the main features of casual em ployment and the evidertce for its growth since 1982. It highlights the role of award regulation in shaping casual employment. Casual employment is identified as unprotected employment, which survived within the award system and indeed flourished in the gaps created by officially sanctioned exemptions from protection and limits in the enforcement and reach of award regulation. Labour market deregulation in the 1990s has in turn widened these gaps and facilitated both an expansion of casual employment and an extension of some casual conditions of employment into sections of the permanent workforce. These developments offer a major challenge to Australian trade unions. They underline the failure of tradi tional trade union policies, oriented to a simple rejection of all forms of non- standard employment. They pose a threat both to the set of employment rights and benefits slowly built up by trade union action in the course of past decades and to the legitimacy of trade unions as representative institutions. Australian trade unions are still struggling to come to grips with this threat. Traditional policies remain dominant, but recent trade union policy and practical efforts point towards a new approach that builds on a less hostile and more discriminating attitude to non-standard employment. In relation to the crucial issue of labour regulation the new approach pivots on the important theme of decasualization. The direction of change is promising. But the article argues that the new approach remains weak and underdeveloped as a result of its narrow orientation to the redesign of agreements within the shrinking sphere of effective regulation, its focus on casual status rather than casual conditions of employment and its inability to find effective levers for implementation

Abstract:This paper reports on research conducted to understand key factors impacting the recruitment and selection of senior academic leaders in Australian universities. A key finding emerging from this research was an increasing reliance on executive search firms when recruiting senior academic leaders. This reliance is driven by a range of factors including an ageing and contracting pool of potential academic leaders, growing competition domestically and internationally and the declining attractiveness of academia as a sustainable career in the context of increased casualisation of the academic workforce. Concurrently, workforce planning and succession planning have not been a high priority for many universities. As a result, Australian universities are finding it increasingly difficult to recruit senior academic leaders without the use of executive search firms. These findings have significant implications for the higher education sector in Australia and warrant further research.

Abstract:Policy Futures in Education, Ahead of Print. The COVID-19 pandemic has worsened the shortage of teachers worldwide. Shortages have been reported globally including in countries such as the UK, Netherlands, France, Japan, New Zealand and the United States. In Australia, persistent challenges in teacher recruitment, and retention, especially in disadvantaged schools have worsened, with rural and remote schools struggling to attract teachers, as well as urban schools in disadvantaged areas necessitating fast-tracked policy measures have been necessitated to address the teacher shortage. This paper focuses on teacher workforce policy given its prominence in the conceptualising and responding to teacher workforce shortages. The paper seeks to explore state-level teacher workforce texts with a focus on the ways workforce issues are constructed at a time of chronic teacher shortages. Utilising thematic analysis of six stated development policy texts, the paper argues state responses continue to emphasise teacher workforce planning based on a labour market perspective that prioritises teacher recruitment as the primary mechanism for addressing the teacher shortages. A delay in addressing the conditions of teachers' work and the status of the profession as well as a notable inattention to priority areas such as hard-to-staff schools is also noted.
