Abstract:In recent years, the Chinese economy has been facing downward pressure from slowing growth, but there has not been a significant rise in the registered/surveyed unemployment rate. The combination of these factors shows yet again that Okun’s 1aw does not fit China. Based on empirical observation of the relationship between China’s economic cycle and its 1abor market transition, we put forward a broader version of Okun’s law which is applicable to analyses of the Chinese transition. The specific applications of the broad version of the law are connected with stages of economic development. The standard Okun model, which includes only the unemployment variable, is suited to developed countries in which labor transfer is complete. The broader version of Okun’s law, which is applicable to transitional economies, introduces a variable for the transfer of agricultura1 1abor. Using Chinese and cross-country panel data, we find that, compared with long-term trends, short-term changes in the transfer of agricultural 1abor are significantly correlated with the economic cycle. This finding broadens our understanding of the general pattern of the relationship between the labor market and the economic cycle and provides scientific support for employment policy adjustments that takes “new urban jobs and the surveyed unemployment rate as an important indicator of macro-adjustment and control.”
Structural Factors, Unemployment and Monetary Policy: The Useful Role of the Natural Rate of Interest

Abstract:We study the role of monetary policy in response to variations in unemployment due to structural factors, modeled as exogenous changes in matching efficiency and in the size of the labor force. We find that monetary policy should play a role in such a scenario. Both negative shocks to the matching efficiency and negative shocks to the labor force increase inflation, thus calling for an increase in the interest rate when policy is conducted following Taylor-type rules. However, the natural rate of interest declines in response to both shocks. The optimal Ramsey policy prescribes small deviations from price stability and lowers the interest rate, thus tracking the natural rate of interest in response to both shocks. Structural factors in the labor market may have contributed to the recent decline in the natural rate of interest in the US.

The Real Effect of Monetary Policy under Uncertainty: Evidence from the Change in Corporate Financing Purposes

Abstract:This paper introduces the “financing purposes (FP) channel”, a new channel through which uncertainty affects the effectiveness of monetary policy. Using U.S bank-firm-loan level data from 1990 to 2019, we examine how firms adjust FP in response to monetary policy shocks and how this response varies with the level of macroeconomic uncertainty. We find that firms demand more bank loans for investment-related purposes during monetary expansion, but this tendency diminishes notably when uncertainty spikes. A counterfactual analysis suggests that heightened uncertainty explains almost half of the decline in the share of productive loans during the Great Recession. Our results are not driven by banks’ credit supply and are more pronounced for more financially constrained firms and those with a higher degree of investment irreversibility, aligning with the real options theory and financial frictions channel. We also show that FP can positively predict real activities such as investment and employment growth, indicating that high uncertainty weakens the monetary policy transmission via the financing purposes channel.
Okun’s law revisited: a threshold in regression quantiles approach

Abstract:This article proposes, for the first time, a threshold in regression quantiles approach to the analysis of Okun’s law. By applying to US data over the 1948Q1–2016Q4 period, we have three major findings. First, a single threshold is detected for both multiple and individual quantiles cases. However, the effect of threshold nonlinearity is only present in the middle to upper quantiles of the conditional unemployment distribution in the individual quantiles case. Second, the first-order autoregressive coefficients of unemployment are significantly larger in the lower-growth regime, indicating that shocks to unemployment appear to be more persistent during recessions. Finally, the Okun’s coefficients are all negative across the recessionary and expansionary regimes, confirming the validity of Okun’s law. Moreover, the Okun’s coefficients are smaller (more negative) in the lower-growth regime, suggesting that the effect of differenced output on differenced unemployment is asymmetric, and is more pronounced in recessions.

Abstract:This research undertakes an examination of the Okun Model and re-evaluates its relationship within the context of the United States, spanning from January 1990 to May 2022. Employing the ARDL estimation, the study discerns that, over the long term, fiscal policy and trade policy exert upward pressure on the unemployment rate. Contrarily, the Consumer Price Index wields a statistically significant and detrimental influence on unemployment, driving it downwards. Furthermore, the results derived from the Markov-Switching Dynamic Regression analysis, when contemplating high-growth unemployment over the long term, illuminate noteworthy insights. Specifically, variables such as Gross Formation Capital Fixed multiplied by Capacity Utilization and Employment Level multiplied by Labour Force Participation are statistically significant with negative effects on unemployment. In contrast, Monetary Policy Uncertainty is linked to an anticipated increase in the unemployment rate. Therefore, this paper will be of interest to a wide range of labour market economic agents. As is known, investors' feelings on monetary policy and fiscal policy can shape US economic apprehension.

Validity of Okun's law in Sri Lanka

Abstract:The main goal of our research is to find out a relationship between the unemployment rate and the GDP growth rate in Sri Lanka according to Okun’s law and to know whether it can still be used as the best rule of thumb. This empirical analysis has employed the difference model, dynamic model, Error Correction Model (ECM) and Vector Error Correction Model (VECM) to validate the relationship between the unemployment rate and economic growth suggested by Okun's Law. The study is based on Quarterly data from 2004 Q1 to 2019 Q4. The results obtained through the application of varies econometric techniques such as Ordinary least square (OLS), Engel-Granger approach and cointegration procedure. The study finds that, Okun’s law is supported only by the cointegration analysis as expected by the Okun’s law in Sri Lanka. However, all other versions were reported negative Okun’s law coefficient signs while these results are not statistically significant. Overall this study is not able to found enough evidence to prove the inverse relationship between unemployment rate and economic growth rate in short run and able to found that Okun’s law can still be used as the best rule of thumb to describe the relationship between the unemployment and GDP growth in long term in Sri Lanka.

Abstract:Unconventional monetary policy (UMP) may make the effective lower bound (ELB) on the short-term interest rate irrelevant. We develop a theoretical model that underpins our empirical test of this “irrelevance hypothesis,” based on the simple idea that under the hypothesis, the short rate can be excluded in any empirical model that accounts for alternative measures of monetary policy. We test the hypothesis for Japan and the United States using a structural vector autoregressive model with the ELB. We firmly reject the hypothesis but find that UMP has had strong delayed effects. Regional Differences in Okun’s Law and Explanatory Factors: Some Insights From Europe

Abstract:Okun’s law is one of the best-known stylized facts in the economic literature, as well as one of the most widely used policy tools. The aim of this paper, which utilizes a comprehensive sample of 265 European regions by using annual observations covering the period from 2000 to 2019, is to deepen our knowledge of Okun’s law from two perspectives: on one hand, by checking the existence and intensity of regional differences, and on the other hand, by assessing the factors that explain them. To this end, in the first part, we apply a heterogeneous panel approach that deals with cross-sectional dependence, which allows us to obtain an average coefficient as well as region-specific coefficients. In the second part, a cross-sectional spatial model is used to uncover explanatory factors. Our findings reveal quite remarkable regional differences, as well as a somewhat geographical pattern in them. Moreover, they point out the importance of demographic factors (such as gender and age), labor market variables (share of employment in industry and construction, as well as self-employment and part-time employment and the severity of long-term unemployment), R&D expenditure, and some national institutional factors when it comes to explaining differences across regions.

Abstract:This paper proposes a measure of China's monetary policy uncertainty (MPU) based on a Bayesian MCMC estimation procedure, investigates the economic impact of MPU, and outlines the impact channels. Empirical findings suggest that MPU depresses China's economy via higher credit risk and lower economic growth. Moreover, the decrease in output is amplified and made more persistent when the economy is simultaneously exposed to higher credit risk. Because China has experienced massive credit expansion over the past decades, the economy is currently more vulnerable to the increase in MPU than it ever was.

This paper proposes to test the implication of monetary policies along a di¤erent dimension. Does Monetary Policy Matter? The Narrative Approach after 35 Years

Abstract:The narrative approach to macroeconomic identification uses qualitative sources, such as newspapers or government records, to provide information that can help establish causal relationships. This paper discusses the requirements for rigorous narrative analysis using fresh research on the impact of monetary policy as the focal application. We read the historical Minutes and Transcripts of Federal Reserve policymaking meetings to identify significant contractionary and expansionary changes in monetary policy not taken in response to current or prospective developments in real activity for the period 1946 to 2016. We find that such monetary shocks have large and significant effects on unemployment, output, and inflation in the expected directions. Analysis of available policy records suggests that a contractionary monetary shock likely occurred in 2022. Based on the empirical estimates of the effect of previous shocks, one would expect substantial negative impacts on real GDP and inflation in 2023 and 2024. (JEL E31, E52, E58, E65, N12)

Evaluating Unconventional Monetary Policies Why Aren’t They More Effective?

Abstract:We use a general equilibrium nance model that features explicit government purchases of private debts to shed light on some of the principal working mechanisms of the Federal Reserves large-scale asset purchases (LSAP) and their macroeconomic e¤ects. Our model predicts that unless private asset purchases are highly persistent and extremely large (on the order of more than 50% of annual GDP), money injections through LSAP cannot e¤ectively boost aggregate output and employment even if ination is fully anchored and the real interest rate signicantly reduced. Our framework also sheds light on some longstanding nancial puzzles and monetary policy questions facing central banks around the world, such as (i) the ight to liquidity under a credit crunch and debt crisis, (ii) the liquidity trap, and (iii) the low ination puzzle under quantitative easing.

Abstract:This paper focuses on monetary policy in China. A set of different specifications for the monetary policy reaction function are empirically evaluated using monthly data for 1999-2012. Variation is allowed both in the policy targets as well as in the monetary policy instrument itself. Overall, the performance of the estimated policy rules is surprisingly good. Chinese monetary policy displays countercyclical reactions to inflation and leaning-against-the-wind behaviour. The paper shows that there is a notable increase in the overall responsiveness of Chinese monetary policy over the course of the estimation period. The central bank interest rate is irresponsive to economic conditions during the earlier years of the sample but does respond in the later years. This finding supports the view that the monetary policy settings of the People's Bank of China have come to place more weight on price-based instruments. A time-varying estimation procedure suggests that the two monetary policy objectives are assigned to different instruments. The money supply instrument is utilised to control the price level and (after 2008) the interest rate instrument has been used to achieve the targeted output growth.

Abstract:In this paper, we study the measurement and the consequences of monetary policy uncertainty in China. We propose a new measure of uncertainty about the monetary policy of the People’s Bank of China (PBOC). The uncertainty index is extracted from the reporting about the PBOC’s monetary policy in international newspapers. We show that a shock to Chinese monetary policy uncertainty has significant effects on real economic activity, investment and asset prices in mainland China. Moreover, this shock has spillover effects on other Asian economies, leading to a fall in asset prices and GDP. Particularly, an increase in uncertainty leads to a drop in stock prices throughout the region. Hence, uncertainty about the PBOC’s monetary policy is an additional channel of transmission that coexists with the transmission of the PBOC monetary policy itself. Finally, we show that our index contains information over and above what is already incorporated in monetary policy uncertainty indices based on mainland newspapers.

Abstract:Okun's law for the biggest developed countries is re-estimated using the most recent data on real GDP per capita and the rate of unemployment. Our results show that the change in unemployment rate can be predicted with a high accuracy. The link needs the introduction of a structural break which might be caused by the change in monetary policy or/and in measurement units. Statistically, the link between the studied variables is characterized by the coefficient of determination between 0.40 (Australia) and 0.84 (the USA). The residual errors can be associated with measurement errors. The obtained results suggest the absence of structural unemployment in the studied developed countries.
