Urban Transport in Xiamen, China: the Challenge of Finding an Environmentally Sustainable Transport System

Abstract:The City of Xiamen, China faces unique challenges deriving from rapid economic growth and an increased emphasis on private motor vehicle ownership throughout China. Rapid economic growth enhanced by the city's location in one of China's five Special Economic Zones has contributed to an increase in motor vehicle use and related problems of congestion and pollution.As countries and their citizens become more prosperous, the demand for private passenger transport increases. In addition, China has aggressively pursued a policy of increasing ownership of private cars as a foundation of economic growth. The average annual growth rate of vehicles for private passenger transport in China from 1985 to 1990 was 40.7 percent. While the number of cars per capita in Xiamen is still quite low, trends clearly indicate an emerging problem.Xiamen has reacted to increasing traffic congestion by initiating vehicle restrictions. However, a long-term solution has not yet been identified. An Integrated Transport Planning process is being applied to identify appropriate solution steps.
