Abstract:The Grain for Green Programme (GGP) was launched in China in 1999 to control erosion and increase vegetation cover. Budgeted at USD 40 billion, GGP has converted over 20 million hectares of cropland and barren land into primarily tree-based plantations. Although GGP includes energy forests, only a negligible part (0.6%) is planted as such, most of the land (78%) being converted for protection. Future use of these plantations is unclear and an energy substitution hypothesis is valid. We estimate the overall carbon sequestration via GGP using official statistics and three approaches, based on i) net primary production, ii) IPCC's greenhouse gas inventory guidelines, and iii) mean annual increment. We highlight uncertainties associated with GGP and the estimates. Results indicate that crop- and barren-land conversion sequestered 222-468 Mt of carbon over GGP's first ten years, the IPCC approach yielding the highest estimate and the other two approaches yielding similar but lower estimates (approximately 250 Mt of carbon). The carbon stock in these plantation systems yields a mean of 12.3 t of carbon per hectare. Assessment uncertainties concern the use of growth curves not designed for particular species and locations, actual plantation survival rates, and discrepancies in GGP figures (e.g., area, type, and survival rate) at different authority levels (from national to local). The carbon sequestered in above- and below-ground biomass from GGP represents 14% (based on the median of the three approaches) of China's yearly (2009) carbon dioxide emissions from fossil fuel use and cement production.

Abstract:Since 1999, China has pursued one of the most ambitious conservation set-aside program's, known as Grain for Green. The overall goal of our paper is to analyze this program's cost-effectiveness and sustainability. We find that while the program has made a clear attempt to retire land that has the highest potential of contributing to soil erosion, cost-effectiveness can be improved by targeting plots with highest environmental benefits and allowing payments to reflect heterogeneous opportunity costs. We also find indications that preventing farmers from reconverting plots to cultivation will be critical to sustain environmental benefits of the program.

The study finds that some farmers may reconvert the land back to cultivation after program ends.

Abstract:The Grain for Green Program (GGP), initiated in 1999, is the largest ecological restoration project in central and western China. Here, for the first time, we performed a meta-analysis and found that the GGP largely increased the soil organic carbon (SOC). The SOC was increased by 48.1%, 25.4% and 25.5% at soil depths of 0–20 cm, 20–40 cm and 40–60 cm, respectively. Moreover, this carbon accumulation has significantly increased over time since GGP implementation. The carbon accumulation showed a significantly more active response to the GGP in the top 20 cm of soil than in the deeper soil layers. Conversion of cropland to forest could lead to significantly greater SOC accumulation than would the conversion of cropland to grassland. Conversion from cropland to woodland could lead to greater SOC accumulation than would the conversion to either shrubland or orchard. Our results suggest that the GGP implementation caused SOC to accumulate and that there remains a large potential for further accumulation of carbon in the soil, which will help to mitigate climate change in the near future.

Abstract:Afforestation and reforestation are deemed promising strategies for mitigating greenhouse gas emissions and global warming. Here, we estimated the impact of China's Grain for Green Program (GFGP) on carbon storage and carbon sink capacity over the past 20 years. We then projected the carbon potential of the GFGP under expansion and management scenarios for 2030 and 2060. Our results showed that the GFGP contributed to 1482.62 Tg of a carbon sink from 2000 to 2020. By 2030 and 2060, the carbon sink induced by the GFGP reached 47.59–75.85 Tg per year, and 38.67–73.67 Tg per year, respectively. This sink offset 0.74–1.19 % and 0.98–1.87 % of the CO2 emissions from all of China in 2030 and 2060, respectively. Our results indicate that national ecological restoration programs can mitigate China's extensive carbon emissions in China, and highlight new solutions for removing CO2 from the atmosphere in other countries.

Abstract:Cultivated land is both a carbon source and sink, and can both directly and indirectly affect the carbon cycle. As a major agricultural country, low-carbon and sustainable utilization of cultivated land in China is crucial to achieving its carbon neutrality goals. Using data from 31 provinces in China, the carbon emissions and intensity of cultivated land use between 2000 and 2020 were calculated. The driving factors and impact mechanisms of carbon intensity were analyzed. Finally, a carbon emission reduction potential index was constructed to explore the carbon emission reduction potential of cultivated land use under different preference scenarios. Total carbon emissions from cultivated land use in China increased from 201.848 million tons in 2000 to 227.4715 million tons in 2020 (an increase of 12.7%). The carbon emission intensity reached a minimum in 2003 (0.79 tons/ha) and a maximum in 2017 (1.01 tons/ha). The proportion of paddy fields, multiple cropping indices, proportion of effective irrigated areas, degree of agricultural chemicalization, and total power of agricultural machinery were the main drivers of carbon emission intensity of cultivated land use. The shadow prices of carbon emissions from cultivated land use were relatively high in Guizhou, Qinghai, and Beijing, amounting to 35.13, 33.54, and 23.97 million yuan per ton, respectively, whereas those in southeastern regions, such as Jiangsu and Shanghai, were low. In addition, under all three preference scenarios (equal equity and efficiency, equity first, and efficiency first), Jiangsu had high emission reduction potentials (up to 0.880, 0.861, and 0.900, respectively), allowing it to share more responsibility for reducing emissions. In contrast, Qinghai had the lowest emission reduction potentials in the study area, reaching 0.064, 0.078, and 0.051 for the equal equity and efficiency, equity first, and efficiency first scenarios, respectively. The results of this study suggest that the agricultural system has the potential to help China realize its carbon peak and carbon neutrality goals through the implementation of new technologies, policies, and management tools. As such, our results provide a reference for future policy development and low-carbon land use management that is better tailored to regional variability.
Carbon Sequestration Potential in Stands under the Grain for Green Program in Southwest China

Abstract:The Grain for Green Program (GGP) is the largest afforestation and reforestation project in China in the early part of this century. To assess carbon sequestration in stands under the GGP in Southwest China, the carbon stocks and their annual changes in the GGP stands in the region were estimated based on the following information: (1) collected data on the annually planted area of each tree species under the GGP in Southwest China from 1999 to 2010; (2) development of empirical growth curves and corresponding carbon estimation models for each species growing in the GPP stands; and (3) parameters associated with the stands such as wood density, biomass expansion factor, carbon fraction and the change rate of soil organic carbon content. Two forest management scenarios were examined: scenario A, with no harvesting, and scenario B, with logging at the customary rotation followed by replanting. The results showed that by the years 2020, 2030, 2040, 2050 and 2060, the expected carbon storage of the GGP stands in Southwest China is 139.58 TgC, 177.50-207.55 TgC, 196.86-259.65 TgC, 240.45-290.62 TgC and 203.22-310.03 TgC (T = 1012), respectively. For the same years, the expected annual change in carbon stocks is 7.96 TgCyr-1, -7.95-5.95 TgCyr-1, -0.10-4.67 TgCyr-1, 4.31-2.24 TgCyr-1 and -0.02-1.75 TgCyr-1, respectively. This indicates that the stands significantly contribute to forest carbon sinks in this region. In 2060, the estimated carbon stocks in the seven major species of GGP stands in Southwest China are 4.16-13.01 TgC for Pinus armandii, 6.30-15.01 TgC for Pinus massoniana, 11.51-13.44 TgC for Cryptomeria fortunei, 15.94-24.13 TgC for Cunninghamia lanceolata, 28.05 TgC for Cupressus spp., 5.32-15.63 TgC for Populus deltoides and 5.87-14.09 TgC for Eucalyptus spp. The carbon stocks in these seven species account for 36.8%-41.4% of the total carbon stocks in all GGP stands over the next 50 years.

Abstract:Grain for Green Program (GFGP) was initiated as payment for ecosystem services (PES) in the northwest China. Using survey and land use and land cover data, we explored the function of the PES on both the environment and socioeconomic options for achieving economic and ecological co-evolution. The results showed the area of forest, per capita bio-capacity and household livelihood had increased after the first stage of GFGP. The migration of population and the increased of forest area increased the per capita bio-capacity. The total income of households in 2010-2012 had increased compared with that in 2002. The GFGP had significantly contributed to increase the total income of GFGP participants. The evolution game theory analysis indicated the government needed to implement the GFGP, recognize the high value of ecosystem service and make sure the sum of opportunity benefit and GFGP subsidy was 2 times higher than the planting income under the circumstances of limited rationality of farmers and government to sustain the win-win outcome. Our study provides a general framework to improve the understanding of the PES effects on household level, it also will provide insights into design and implementation of ecological restoration in China and other countries.
Evaluation of soil loss change after Grain for Green Project in the Loss Plateau: a case study of Yulin, China

Abstract:Soil erosion is one of the serious and urgent issues in the Loss Plateau of China. Chinese government has implemented Grain for Green Project to restore the ecological environment since 1999. In order to explore the spatiotemporal evolution of erosion and sediment yield before and after Grain for Green Project in the Loss Plateau, annual soil loss of Yulin from 2000 to 2013 is estimated by Chinese Water Erosion on Hillslope Prediction Model in conjunction with Remote Sensing and Geographic Information Systems. This model has the characteristics of a simple algorithm and can be applied to predict erosion in the Loss Plateau. The result shows that vegetation cover increased significantly after Grain for Green Project, and the annual average value of NDVI increased from 0.20 to 0.33. The spatiotemporal variations of soil erosion are largely related to rainfall erosion distribution, slope, and land use type. The overall soil erosion categories in the south region are higher than those of the northwest. Mid slopes and valleys are the major topographic contributors to soil erosion. With the growth of slope gradient, soil erosion significantly increased. The soil loss has a decreasing tendency after Grain for Green Project. Although the rainfall of 2002 and 2013 is similar, the soil loss decreased from 5192.86 to 3598.94 t/(km2 a), decreasing by 30.33%. It is also expressed that soil loss appears a reducing trend in the same degree of slope and elevation in 2002, 2007, and 2013. Under the simulation of the maximum and the minimum rainfall, soil erosion amount in 2013 decreased by 29.16 and 30.88%. The study proved that GFG has already achieved conservation of water and soil. The results indicate that the vegetation restoration as part of the Grain for Green Project on the Loss Plateau is effective.

Abstract:This paper examines the conflict that may exist between conservation and food security. In China, policymakers and scholars are debating whether or not conservation set-aside programs threaten food security. To address the debate, we describe China’s conservation set-aside program known as Grain for Green and compare it with similar programs outside of China. We then use data that we collected to measure the production and price impacts of the program on China’s grain economy since 1999. Our simulations find that Grain for Green has only a small effect on China’s grain production and almost no effect on prices or food imports.

Abstract:Proper management of synthetic nitrogen (N) fertilizer can reduce direct N2O emission from soil and indirect CO2 emission from production and transportation of synthetic N. In the late 1990s, the average application rates of synthetic N were 212, 207 and 207 kg ha−1, respectively, for rice, wheat, and maize in China’s croplands. But research suggests that the optimal synthetic N application rates for the main grain crops in China should be in the range of 110–150 kg ha−1. Excessive application of synthetic N has undoubtedly resulted in massive emission of greenhouse gases. Therefore, optimizing N application rates for grain crops in China has a great potential for mitigating the emission of greenhouse gases. Nevertheless, this mitigation potential (MP) has not yet been well quantified. This study aimed at estimating the MP of N2O and CO2 emissions associated with synthetic N production and transportation in China based on the provincial level statistical data. Our research indicates that the total consumption of synthetic N on grain crops in China can be reduced by 5.0–8.4 Tg yr−1 (28–47 % of the total consumption) if the synthetic N application rate is controlled at 110–150 kg ha−1. The estimated total MP of greenhouse gases, including direct N2O emission from croplands and indirect CO2 emission from production and transportation of synthetic N, ranges from 41.7 to 70.1 Tg CO2_eq. yr−1. It was concluded that reducing synthetic N application rate for grain crops in China to a reasonable level of 110–150 kg ha−1 can greatly reduce the emission of greenhouse gases, especially in the major grain-crop production provinces such as Shandong, Henan, Jiangsu, Hebei, Anhui and Liaoning.
Soil Erosion Reduction by Grain for Green Project in Desertification Areas of Northern China

Abstract:The Grain for Green Project (GGP) encompasses most desertification areas in northern China where fragile soils are susceptible to erosion given the arid and semi-arid climate, low vegetation cover, and strong winds. We collected relevant data through ecological surveys and literature review to quantify total sand fixation and dust retention in 2015 based on different restoration methods, forest types, ecological function zones, and key desertification areas. Our results showed that cropland and wasteland afforestation increased sand fixation and dust retention, whereas facilitate afforestation was less effective in doing so. Further, sand fixation and dust retention values were higher in ecological and shrub forests compared with economic forests, as well as in wind erosion zones compared with wind-water erosion and water erosion zones. Moreover, 43.28% and 44.75% of total sand fixation and dust retention, respectively, were concentrated in important windbreak and sand fixation areas. Similarly, 60% and 30% of total sand fixation and dust retention, respectively, occurred in sandstorm paths and sources. Lastly, policy factors primarily influenced the spatial distribution patterns of both sand fixation and dust retention. Based on these results, enhancement of GGP efficacy into the future will rely on increased restoration efforts specifically aimed at planting more drought-resistant shrubs and native vegetation as doing so will enhance sand fixation, dust retention, and thus, the ecological integrity of these valuable and fragile desert ecosystems in northern China.

Abstract:<span>There is debating over the question of whether the large-scale 'Grain for Green' program on the Loess Plateau of China threatens regional food security. Self-sufficiency index and cropland pressure index were used to assess food security on the Loess Plateau after the implementation of revegetation program. The results showed that the 'Grain for Green' program initially had a considerable impact on regional food security, where grain yield fell from 1999 to 2001, resulting in a lower grain self-sufficiency and increased farmland stress. Subsequently, grain yield in this region increased due to the elevated agricultural material input and increased construction of terraces and check dams. The grain self-sufficiency index would have increased to 96.55% if there were improvements to the agricultural conditions, such as fertilization and irrigation, which would have resulted in an increase in the crop yield per unit of 20%. However, the grain self-sufficiency increased to 105.25% via the construction of terraces and check dams. Thus, the government should further expand the 'Grain for Green' program in coordination with improvements to the agricultural production conditions and the construction of terraces and check dams on the Loess Plateau.</span>

Change of Cultivated Land and Its Impacts on Agricultural Bioproductivity in China:Implications to National Grain Security

Abstract:There is a growing debate on the impacts of cultivated land change on China's grain security. This paper examines the changes of the area of cultivated land and its potential agricultural productivity in China using satellite images. We find that between 1986 and 2000, China recorded a net increase of cultivated land, which almost offset the decrease in average potential productivity, or bioproductivity. Therefore, we conclude that conversion of cultivated land did not threaten China's national food security. Although there was decline in cultivated land due to Green for Grain Program in recent years, it had little impacts on China's grain security. China needs to develop rational long-run land use plans. Stopping conversion will hurt economic growth.

Returning Cropland to Grassland as a Potential Method for Increasing Carbon Storage in Dry-Hot Valley Areas

Abstract:A key aspect of mitigating global climate warming is enhancing the carbon storage capacity of terrestrial ecosystems. China's Grain for Green Program (GFGP) is the largest ecological restoration project in the world, which is closely associated with land use change. A systematic assessment of the GFGP's impact on regional carbon storage is of great significance for promoting regional development and maintaining ecosystem stability. Therefore, this study selects a typical dry-hot valley area—Yanjin County—as the study area, which serves as an ecological protection barrier in Southwest China. We employed the InVEST model and Geo-detector model based on land use data from three periods (2000, 2014, and 2019), combined with static overlay analysis methods, in order to evaluate the impact of the implementation of GFGP on the spatial and temporal distribution of carbon storage. We also explored the driving factors of the spatial differentiation of carbon storage. The results indicate that, since the implementation of the GFGP, a total of 180.03 km2 of cropland has been converted to forestland, increasing the forest cover rate from 81.83% to 83.37%. The project has contributed 5.88 × 105 t to regional carbon storage, effectively offsetting carbon emissions caused by human activities such as urban expansion while also promoting the growth of regional carbon storage. The implementation of the GFGP has led to changes in three types of land use. Among them, converting cropland to forestland (3262 t/km2) is the most effective carbon sequestration method, and converting cropland to grassland (2530 t/km2) has shown great potential in carbon sequestration. Additionally, the study found that elevation (0.038–0.059) is the main factor affecting the spatial differentiation of carbon storage, and the interaction between elevation and other factors can effectively enhance the carbon sequestration capacity of regional ecosystems. Overall, the GFGP not only plays a significant role in combating climate warming but also makes an important contribution to improving the stability and sustainability of regional ecosystems.

Abstract:In China, the Grain for Green Program (GGP) is an ambitious project to convert croplands into natural vegetation, but exactly how changes in vegetation translate into changes in soil organic carbon remains less clear. Here we conducted a meta‐analysis using 734 observations to explore the effects of land recovery on soil organic carbon and nutrients in four provinces in Southwest China. Following GGP, the soil organic carbon content (SOCc) and soil organic carbon stock (SOCs) increased by 33.73% and 22.39%, respectively, compared with the surrounding croplands. Similarly, soil nitrogen increased, while phosphorus decreased. Outcomes were heterogeneous, but depended on variations in soil and environmental characteristics. Both the regional land use and cover change indicated by the landscape type transfer matrix and net primary production from 2000 to 2020 further confirmed that the GGP promoted the forest area and regional mean net primary production. Our findings suggest that the GGP could enhance soil and vegetation carbon sequestration in Southwest China and help to develop a carbon‐neutral strategy.

Abstract:The Grain for Green Project (GGP) is the largest land retirement/afforestation program in China; it was primarily initiated to reduce the soil erosion and improve the ecological conditions in the Loess Plateau in 1999. If effective, this massive regional effort will induce significant improvement in the vegetation conditions. At this time, the effectiveness of the GGP has not been well documented. Using Ansai County as a case study, we characterized the impact of the GGP on the land covers and landscape characteristics of this area by using multi-temporal Landsat MSS, TM and ETM+ images of 1978, 1990, 1995, 2000, 2005 and 2010. The results indicate that the land cover patterns and landscape characteristics in the county were greatly altered in a considerably short period. The implementation of the GGP increased the newly forested land substantially to 21.4% of the study area by 2010 at the cost of both cropland and shrub–grassland, which decreased by 46.3% and 18.8%, respectively, from 1995 to 2010. Consequently, the coverage of forested land (both older forest and newly forested land) increased from 12.4% in 1995 to 37.7% in 2010. Moreover, the GGP increased landscape fragmentation as indicated by a decreasing mean patch size and changes in class-level landscape indicators varied with land cover categories. The GGP induced improvement in vegetation conditions may benefit soil erosion alleviation and carbon sequestration in the Loess Plateau. However, the potential for the GGP to provide long-term positive ecological effects requires further study.
Conservation Payments, Off-Farm Labor, and Ethnic Minorities: Participation and Impact of the Grain for Green Program in China

Abstract:The Grain for Green program in China, a nationwide cropland set-aside program aimed at soil erosion prevention and poverty alleviation, was begun in 1999 and quickly expanded to 25 provinces, covering 32 million households. Its effects on participating households are well studied, but the role of ethnic characteristics is less well investigated. Given the overlap of areas covered by Grain for Green and areas inhabited by ethnic minorities, where development is a long-unresolved problem, it is important to determine how ethnic minorities react to, and benefit from, the Grain for Green program. This study investigates participation in the program by ethnic minorities and estimates its impact on their off-farm labor supply, compared with that of the ethnic majority, Han. We find that ethnic minorities were more likely to participate in the program, but enrolled similar area of land per household. However, ethnic minorities did not increase off-farm labor supply after participation in Grain for Green, while Han participants increased their off-farm labor supply significantly. These findings raise concerns that Grain for Green may have widened the income gap between Han and ethnic minorities. This study also provides important policy implications on sustainable land management for less-developed regions.
Impact of the Grain-for-Green Programme and climate change on the soil erosion decline in the Yangtze River, China

Abstract:The area of land that is affected by soil erosion in the Yangtze River has been re-duced by 146,000 km2 (accounting for 27% of the entire Yangtze River) since 2000. However, the contributions of different tributaries to this soil erosion decline and the underlying causes have not been determined. Here we quantify the soil erosion decline in the Yangtze River and the impacts of the Grain-for-Green Programme (GFGP) and climate change using the RUSLE model and statistical methods. The results were as follows: (1) After the implementation of the GFGP, soil erosion decreased in ten sub-basins excluding the Dongting Lake catchment; (2) Soil erosion was mainly affected by the GFGP and the rainfall erosivity. Specifically, the con-tributions of the GFGP and rainfall erosivity to soil erosion decline are estimated to be 70.12% and 29.88%, respectively. (3) "Scenario #9" means the combination of slope (15°–25°) of retired farmland converted to shrub land and slope (>25°) of retired farmland converted to grassland. Considering scenario feasibility and management targets, Scenario #9 was the most appropriate land use scenario for the Yangtze River. This study offers insights into managing and reducing soil erosion in the future.
