Abstract:Notice of Retraction After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE's Publication Principles. We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper. Capabilities of critical thinking determine leadership capabilities, and persons of different genders have different capabilities of critical thinking. It is this kind of difference that determines different critical thinking and different leadership capabilities between males and females. If critical thinking is controlled, the difference is not so obvious. To improve leadership capabilities will be accomplished by training leaders of both genders with a professional module on critical thinking.
