Abstract:Transport sector accounts for about 8% of total energy consumption in China and this share will likely increase in the visible future. Improving energy efficiency has been considered as a major way for reducing transport energy use, whereas its effectiveness might be affected by the rebound effect. This paper estimates the direct rebound effect for passenger transport in urban China by using the linear approximation of the Almost Ideal Demand System model and simulation analysis. Our empirical results reveal the existence of direct rebound effect for passenger transport in urban China. A majority of the expected reduction in transport energy consumption from efficiency improvement could be offset due to the existence of rebound effect. We have further investigated the relationship between the magnitude of direct rebound effect and households' expenditure. It was found that the direct rebound effect for passenger transport tends to decline with the increase of per capita household consumption expenditure.

Abstract:China's automobile market is continuously expanding, leading to ongoing growth in oil demand. Fluctuations in oil prices will inevitably impact the travel patterns and car purchasing behavior of automotive consumers. This paper analyzes the influence of gasoline price fluctuations on the travel patterns and car purchasing behaviors of auto consumers with varying incomes, employing a dynamic perspective. We conducted a questionnaire survey of auto consumers in four first-tier cities in China and performed a comparative analysis of questionnaire data from 2015 to 2022. The empirical findings are as follows: (1) Under conditions of elevated oil prices, fuel car consumers exhibit an increased susceptibility to oil price fluctuations, which may cause fuel car consumers to curtail their travel activities. (2) The 10 yuan/liter is the threshold for middle - and upper-income consumers to change their car buying or travel habits, which has not been affected by oil price fluctuations. (3) For the cohort considering electric vehicles, gasoline prices stand as the primary determinant influencing their car buying choices. The primary conclusions serve as significant references for the government to craft corresponding carbon emission reduction policies amidst fluctuating oil prices.

Abstract:The main objective of this paper is to analysis how endogenous road capacity, in term of an increase in road accessibility and traffic demand (“induced effect”), exogenous efficiency policies and technological progress, in term of an increase in fuel efficiency (“rebound effect”), affect fuel consumption and thereby exhaust emission finally, the empirical estimate a simultaneous equations system of the road traffic demand, fuel consumption, exhaust emission, using the annual data of 1985–2013, we discuss the transmission mechanism of effects caused by road capacity and fuel efficiency policies, and we estimate the induced effect and rebound effect further than the previous studies, and found that the rebound effect and induced effect in China are larger than most studies of the U.S. We also prove the effectiveness of fuel efficiency policies to improve fuel efficiency, however, little help to reduce vehicle emission. In view of the pricing policy, we found that high price of new vehicle cannot inhibit Chinese demand for cars currently, what's more, rising fuel price did not encourage people to purchase energy-saving vehicles in China.

Abstract:This research identified the rising price dispersion of passenger cars in Chinese cities during the period from 2004 to 2006. The sources of the price differentials were then further explored. The theoretical and empirical analyses suggest that the income effect (as reflected by income differentials across Chinese cities) and the competition effect (as reflected by car supply differentials across Chinese cities) largely account for regional automobile price differentials across China.

Abstract:We investigate the market equilibrium and welfare effects of a fuel tax in China relative to an alternative policy instrument that rations the number of new automobile sales through auctioned quotas. Unlike those of previous studies, our modeling approach incorporates both household car purchase and utilization decisions, the latter of which have been ignored in previous studies on China's fuel tax. Ignoring this margin of choice will underestimate the fuel tax's ability to mitigate externalities. Using detailed household-level panel data and a fixed effects econometric specification, we estimate the fuel price elasticity of vehicle miles traveled is −0.59 on average. The results of the counterfactual analysis suggest that a 51% increase in tax-inclusive gasoline prices will reduce car sales by 24.9% but increase social welfare to a degree that depends on vehicles' lifetime. We find that compared to auctioned quotas, the fuel tax results in greater car sales but higher social welfare.

Abstract:China's consumption of transport fuels, mainly gasoline and diesel, has increased in the past decade, but at rather different rates. It is expected that the increase rates will differ further due to slow down of the economy, mainly affecting diesel demand, and fast development of the private car sector, leading to fast increase in gasoline demand. On the supply side, a certain degree of uncertainty and flexibility also exists, mainly resulting from potential changes in oil import amount and quality, development of alternative liquid fuels, retrofitting refineries and building new ones, and others. In this paper, a virtual refinery model is established to analyze the productivity of gasoline and diesel in China up to 2030. This model is at a national level where all possible physical flows, oil products, and the primary and secondary processing routes are taken into consideration. On the demand side, we present a model to analyze gasoline demand from the passenger car sector in various scenarios, covering different types of cars and concerning impacts of vehicle age distribution and penetration of alternative fuels. Results indicate that the production ratio between diesel and gasoline in China can change in the range between 1.27 and 2.92. A gap of 20 million tonnes between demand and supply of gasoline may appear around 2019 and afterward, which brings opportunities for alternative transport fuels and vehicles.

Abstract:In order to understand the short-term response of private car owners to changes in the price of oil, a survey was conducted in Beijing after the gasoline price in China rose in June 2008. It showed that private car drivers in Beijing reduced their trips in the one month period following the price adjustment. Certain trip characteristics and drivers' demographics significantly influenced price elasticity in the short term, including the purpose of the trip, the distance covered and the income of the car driver.
Diesel Demand Per Capita Elasticities in China, 1999-2007

Abstract:The goal of this study is to analyze the diesel demand responses due to price and income changes related to China's fuel tax reform.This study uses a lagged endogenous model with provincial yearly aggregated panel data for 1999—2007.The results show that China's diesel demand per capita short-term price elasticity was-0.33,the short-term income elasticity was 0.65,the long-term price elasticity was-0.86 and the long-term income elasticity was 1.70.Thus,the short-term price elasticity is less than the long-term price elasticity,so reduction of the diesel fuel tax is ineffective in enhancing diesel use efficiency in the short term.These estimates of the demand price elasticities are similar to findings in western countries while the income elasticities are higher than in western countries.The long-term effects far exceed the short-term effects,so there is a high stickiness in China's diesel demand per capita in other countries.

Abstract:China's rapid economic growth resulted in serious air pollution, which caused substantial losses to economic development and residents' health. In particular, the road transport sector has been blamed to be one of the major emitters. During the past decades, fluctuation in the international oil prices has imposed significant impacts on the China's road transport sector. Therefore, we propose an assumption that China's provincial economies are independent "economic entities". Based on this assumption, we investigate the China's road transport fuel (i.e., gasoline and diesel) demand system by using the panel data of all 31 Chinese provinces except Hong Kong, Macau and Taiwan. To connect the fuel demand system and the air pollution emissions, we propose the concept of pollution emissions elasticities to estimate the air pollution emissions from the road transport sector, and residents' health losses by a simplified approach consisting of air pollution concentrations and health loss assessment models under different scenarios based on real-world oil price fluctuations. Our framework, to the best of our knowledge, is the first attempt to address the transmission mechanism between the fuel demand system in road transport sector and residents' health losses in the transitional China.

Abstract:In emerging ride-on-demand (RoD) services such as Uber and Didi (in China), dynamic prices play an important role in regulating supply and demand, trying to improve the service quality for both drivers and passengers. In this paper, we take a new perspective to study RoD services besides the supply or demand, and focus on passengers' reaction to dynamic prices. Passengers' reaction can be regarded as a process of searching for the best price before getting on a car, and the searching process reflects passengers' demand elasticity -- “how eager they are requesting a ride”. We collect data of passengers' reaction from a real RoD service provider in China, and analyze the patterns of passengers' reaction. The analysis results show that both the dynamic prices and passengers' demand elasticity influence their reaction. We then adopt and extend a previous model for sequential search from a known distribution to understand passengers' reaction, and use our data to obtain the search costs under various circumstances, which could be interpreted as passengers' demand elasticity. Insights on the search cost and other relevant quantities are discussed. Our expectation is that the result of the study should be helpful not only for service providers in designing dynamic pricing algorithms, but also for passengers and policy makers in understanding the effects and implications of dynamic pricing.

Abstract:Transport will be the strongest growing energy demand sector in the future, especially in developing countries like China, and it needs more attention. The evolution of transport structure is very important in the dynamic of transport development, and therefore worth emphasis. In this study, a modal split model maximizing spatial welfare and constrained by travel money budget and time budget is developed. This approach differs from the general econometric-based approach used in most existing macro transport studies and deals with the cost and speed of transport modes as important variables explicitly. The model is then applied to China's transport sector together with sensitivity test despite many data problems. The decomposition of energy consumption generated from bottom-up model based on this modal split identified the importance of modal split and turnover expansion in the next 30years, which should be a stronger area of focus in transportation studies.

Abstract:Road transport sector is found to be one of the major emitters, and responsible for serious air pollution and huge pubic health losses. One important parameter for determining the consequences of transport demand shocks for the macroeconomy, air pollution and public health is the elasticity of the demand for transport. Most published studies that use flexible functional forms have ignored the theoretical regularity conditions implied by microeconomic theories. Moreover, even a few studies have checked and/or imposed regularity conditions, most of them equate curvature alone with regularity, thus ignoring or minimizing the importance of other regularities. And then, the results appear biased and may in fact be biased. Therefore, we select three of the most widely used flexible functional forms, the Rotterdam model, the Almost Ideal Demand System (AIDS), and the quadratic AIDS (QUAIDS) to investigate the demand for road transport in China using recent annual expenditure data, over a 13 year period from 2002 to 2014, on three expenditure categories in the transportation sector: private transportation, local transportation and intercity transportation. Estimation shows that the AIDS model is the only model that is able to provide theoretically consistent estimates of the residents demand for road transport in China. Our estimates show that the private transportation is a luxury among the transportation goods, and is elastic in price changes relatively. The empirical results imply that the private and the local transportation, the local and intercity transportation are gross complements. And, the private transportation is a substitute for the inter-city transportation, while the intercity transportation is a complement of the private transportation.
Direct Rebound Effect for Passenger Transport: Empirical Evidence from Hong Kong

Abstract:Energy consumption by passenger transport in Hong Kong increased rapidly in the past decades and in 2008 it accounted for 19.7% of total energy use. Improving energy efficiency has been widely regarded as an effective way for reducing energy use in the transport sector. However, the expected energy savings from energy efficiency improvement are likely to be discounted due to the existence of rebound effect. This paper employs econometric models to estimate the direct rebound effect for private passenger transport in Hong Kong. We find that the magnitudes of the direct rebound effect are respectively 45% and 35% for 1993–2009 and 2002–2009, which indicates that there was a declining trend in the direct rebound effect for passenger transport over time. It also indicates that the direct rebound effect needs to be taken into consideration in assessing the impact of energy efficiency measures on reducing energy use in Hong Kong.

Abstract:Geopolitical conflicts and military actions pushed gasoline prices in China into the highest from March to April 2022 for the first time. We aim to quantitatively understand how the rising gasoline and vehicle prices affect consumers' vehicle purchase intention with different demographic characteristics simultaneously. The study applies Wilcoxon signed-rank test and Panel Data Mixed Logit model to analyze the data from the uniform experimental design. We subdivide the respondents into three groups: fuel vehicle owners, new energy vehicle owners, and car-free individuals. The findings show that if the maximum increase price of pure energy vehicles does not exceed 27,000 CNY, fuel vehicle owners will still be inclined to purchase pure energy vehicles, accompanied by China's 95 gasoline rising from 8.44 on February 18th to 9.41 CNY per liter on April 1st, 2022. However, the increasing prices are 25,000 and 22,000 CNY, which will offset the impact of rising gasoline prices on new energy vehicle owners and car-free individuals. The results have implications for introducing fuel tax to cope with adverse changes in consumers' vehicle purchase intention. The study provides theoretical support for analyzing consumers' travel behavior and vehicle purchase intention when gasoline prices have huge fluctuations in the future.

Abstract:Electric vehicles and gasoline vehicles are substitutes for each other, and the cost of fuel is an important factor when consumers are faced with choices. Understanding the influence of changes in gasoline prices and charging prices on electric vehicle sales is of reference significance for promoting electric vehicles in the private sector. This paper uses data covering 212 prefecture-level cities from January, 2020, to August, 2022, for analysis, and the results show that different income groups have different sensitivities to the difference in oil and electricity prices. Additionally, changes in gasoline prices and charging prices will significantly affect electric vehicle sales in low-income and middle-income cities, electric vehicle sales in high-income cities will not be affected. Compared with nonpilot cities, residents of pilot cities are more sensitive to fuel price changes, indicating that the policy basis has a certain positive effect on the promotion of electric vehicles. It is recommended to consider the income status of regional residents when formulating policies for the use of electric vehicles. At the same time, publicity efforts should be increased to highlight the gap between the cost of fuel vehicles and electric vehicles.

Abstract:This paper explores the effects of consumption-tax and fuel-tax adjustments in the Chinese automobile industry. Applying the model and simulation method of Berry, Levinson, and Pakes (1995), we conduct a comparative static analysis of equilibrium prices and sales, fuel consumption, and social welfare before and after tax adjustments. For the first time, we compare the progressivity of both taxes. Our empirical findings suggest that the fuel tax is effective in decreasing fuel consumption at the expense of social welfare, while the consumption tax does not significantly affect either fuel consumption or social welfare.
An Empirical Assessment of the Impact of the Vehicle Quota System on Environment: Evidence from China

Abstract:The rapid development of the Chinese automobile market has caused severe problems, such as air pollution and traffic congestion in recent years. A license quota has been imposed and allocated through auction by the government of Shanghai, the largest city by population in China, to control the number of vehicles in the city. This paper investigates the influence of the unique license quota system on passenger vehicle control, fleet efficiency, gas consumption, and pollutant emissions. Empirical findings suggest that the high-priced license is effective in controlling the sale of passenger vehicles. However, this high cost offsets part of the positive effect of vehicle control on the environment by effectively lowering fleet efficiency. We simulate two alternative policies based on the progressive tax systems that could control both the fleet size and the fleet efficiency more effectively; our results suggest that the current quota system is not the best choice for environmental purposes.

Abstract:Road transportation has attracted extensive attention throughout the world because of its high energy demands and numerous externalities. Sustainable road transportation has thus become a great challenge for politicians and decision-makers all over the world. There have been a series of studies indicating that appropriate pricing of fuel can be both effective and efficient for reducing overconsumption of transport fuel. However, relatively little research has been done on fuel price approaches in developing country contexts. For a country like China, where road traffic today is growing more than in other countries, there is a strategic interest to do more economic analyses of fair and efficient pricing of fuel. In this study, we present a strategic assessment of fuel pricing in energy conservation and CO 2 reduction from road transportation in China, both in a retrospective and a prospective perspective. First of all, the correlation between fuel price and road transport gasoline demand, based upon data from 1995 to 2007, was examined with an econometric model. Secondly, on basis of the elasticity model, the potential reductions with respect to fuel demand and Green House Gas (GHG) emissions as a consequence of a strategic fuel tax implementation in China were examined up to 2030. The results indicate that such strategic fuel taxation can play a considerable role in steering the growth of road transport gasoline demand, and thus also Chinese GHG emissions.

Abstract:A two-phase decomposition model was developed based on the complete decomposition theory to quantitatively analyze the driving forces behind the increases in passenger transport energy consumption in Guangzhou, Beijing, and Shanghai. These driving forces include urbanization rates, resident travel behaviors, and other primary factors. The results show that most factors lead to the growth of urban passenger transport demand in various degrees. In Guangzhou, increasing urbanization rate is predictably the top driving force; however, Beijing and Shanghai are in transitional periods where the main driving forces have shifted to increasing motorization rate and resident travel demand.
