Abstract:Unequal exposure to air pollution by race and socioeconomic status is well-documented in the U.S. However, there has been relatively little research on inequities in the collection of PM2.5 data, creating a critical gap in understanding which neighborhood exposures are represented in these datasets. In this study we use multilevel models with random intercepts by county and state, stratified by urbanicity to investigate the association between six key environmental justice (EJ) attributes (%AIAN, %Asian %Black, %Hispanic, %White, %Poverty) and proximity to the nearest regulatory monitor at the census tract-level across the contiguous 48 states. We also separately stratify our models by EPA region. Our results show that most EJ attributes exhibit weak or statistically insignificant associations with monitor proximity, except in rural areas where higher poverty levels are significantly linked to greater monitor distances ($\beta$ = 0.6, 95%CI = [0.49, 0.71]). While the US EPA's siting criteria may be effective in ensuring equitable monitor distribution in some contexts, the low density of monitors in rural areas may impact the accuracy of national-level air pollution monitoring.

Ethnoracial Disparities in Nitrogen Dioxide Pollution in the United States: Comparing Data Sets from Satellites, Models, and Monitors

Abstract:In the United States (U.S.), studies on nitrogen dioxide (NO2) trends and pollution-attributable health effects have historically used measurements from in situ monitors, which have limited geographical coverage and leave 66% of urban areas unmonitored. Novel tools, including remotely sensed NO2 measurements and estimates of NO2 estimates from land-use regression and photochemical models, can aid in assessing NO2 exposure gradients, leveraging their complete spatial coverage. Using these data sets, we find that Black, Hispanic, Asian, and multiracial populations experience NO2 levels 15-50% higher than the national average in 2019, whereas the non-Hispanic White population is consistently exposed to levels that are 5-15% lower than the national average. By contrast, the in situ monitoring network indicates more moderate ethnoracial NO2 disparities and different rankings of the least- to most-exposed ethnoracial population subgroup. Validating these spatially complete data sets against in situ observations reveals similar performance, indicating that all these data sets can be used to understand spatial variations in NO2. Integrating in situ monitoring, satellite data, statistical models, and photochemical models can provide a semiobservational record, complete geospatial coverage, and increasingly high spatial resolution, enhancing future efforts to characterize, map, and track exposure and inequality for highly spatially heterogeneous pollutants like NO2.

Abstract:A growing number of inexpensive, publicly available, validated air quality monitors are currently generating granular and longitudinal data on air quality. The expansion of interconnected networks of these monitors providing open access to longitudinal data represents a valuable data source for health researchers, citizen scientists, and community members; however, the distribution of these data collection systems will determine the groups that will benefit from them. Expansion of these and other exposure measurement networks represents a unique opportunity to address persistent inequities across racial, ethnic, and class lines, if the distribution of these devices is equitable. We present a lean template for local implementation, centered on groups known to experience excess burden of pulmonary disease, leveraging five resources, (a) publicly available, inexpensive air quality monitors connected via Wi-Fi to a centralized system, (b) discharge data from a state hospital repository (c) the U.S. Census, (d) monitoring locations generously donated by community organizations and (e) NIH grant funds. We describe our novel approach to targeting air-quality mediated pulmonary health disparities, review logistical and analytic challenges encountered, and present preliminary data that aligns with a growing body of research: in a high-burden zip code in Durham North Carolina, the census tract with the highest proportions of African Americans experienced worse air quality than a majority European-American census tract in the same zip code. These results, while not appropriate for use in causal inference, demonstrate the potential of equitably distributed, interconnected air quality sensors.

Abstract:Numerous environmental justice (EJ) studies demonstrate that U.S. racial and ethnic minorities experience disparate hazard exposures, but we lack knowledge about how the societal distribution of risk varies between hazard types and how neighborhood-level racial residential segregation influences patterns of environmental injustice. We address those limitations by comparatively analyzing disparities in exposures to fine particulate matter (PM2.5) and ground-level ozone (O3) across census tracts of the contiguous United States and by elucidating the role of local racial residential segregation in structuring environmental injustices based on minority versus White neighborhood composition. Results indicate divergent societal patterns of exposure to the two pollutants. Tracts with higher PM2.5 have greater proportions of Hispanic, Black, and Asian and Pacific Islander residents, whereas tracts with increased O3 have lower proportions of those racialized groups. Additionally, we find that local multigroup racial residential segregation modifies the effect of minority versus White composition on PM2.5 exposures, such that residents of segregated minority neighborhoods breathe air laden with more PM2.5, whereas those in segregated White neighborhoods inhale air with less PM2.5. We find the opposite pattern for O3. Our comparative EJ perspective illuminates how the association between privileged Whiteness and O3 pollution is neither unjust nor equalizes the distribution of risk.

Abstract:Abstract Over the last decades, air pollution emissions have decreased substantially; however, inequities in air pollution persist. We evaluate county-level racial/ethnic and socioeconomic disparities in emissions changes from six air pollution source sectors (industry [SO 2 ], energy [SO 2 , NO x ], agriculture [NH 3 ], commercial [NO x ], residential [particulate organic carbon], and on-road transportation [NO x ]) in the contiguous United States during the 40 years following the Clean Air Act (CAA) enactment (1970-2010). We calculate relative emission changes and examine the differential changes given county demographics using hierarchical nested models. The results show racial/ethnic disparities, particularly in the industry and energy generation source sectors. We also find that median family income is a driver of variation in relative emissions changes in all sectors—counties with median family income >$75 K vs. less generally experience larger relative declines in industry, energy, transportation, residential, and commercial-related emissions. Emissions from most air pollution source sectors have, on a national level, decreased following the United States CAA. In this work, we show that the relative reductions in emissions varied across racial/ethnic and socioeconomic groups.

Abstract:Background: Researchers and policymakers are increasingly focused on combined exposures to social and environmental stressors, especially given how often these stressors tend to co-locate. Such exposures are equally relevant in urban and rural areas and may accrue disproportionately to particular communities or specific subpopulations. Objectives: To estimate relationships between racial isolation (RI), a measure of the extent to which minority racial/ethnic group members are exposed to only one another, and long-term particulate matter with an aerodynamic diameter of <2.5μ (PM2.5) and ozone (O3) levels in urban and nonurban areas of the eastern two-thirds of the US. Methods: Long-term (5year average) census tract-level PM2.5 and O3 concentrations were calculated using output from a downscaler model (2002-2006). The downscaler uses a linear regression with additive and multiplicative bias coefficients to relate ambient monitoring data with gridded output from the Community Multi-scale Air Quality (CMAQ) model. A local, spatial measure of RI was calculated at the tract level, and tracts were classified by urbanicity, RI, and geographic region. We examined differences in estimated pollutant exposures by RI, urbanicity, and demographic subgroup (e.g., race/ethnicity, education, socioeconomic status, age), and used linear models to estimate associations between RI and air pollution levels in urban, suburban, and rural tracts. Results: High RI tracts (≥80th percentile) had higher average PM2.5 levels in each category of urbanicity compared to low RI tracts (<20th percentile), with the exception of the rural West. Patterns in O3 levels by urbanicity and RI differed by region. Linear models indicated that PM2.5 concentrations were significantly and positively associated with RI. The largest association between PM2.5 and RI was observed in the rural Midwest, where a one quintile increase in RI was associated with a 0.90μg/m(3) (95% confidence interval: 0.83, 0.99μg/m(3)) increase in PM2.5 concentration. Associations between O3 and RI in the Northeast, Midwest and West were positive and highest in suburban and rural tracts, even after controlling for potential confounders such as percentage in poverty. Conclusion: RI is associated with higher 5year estimated PM2.5 concentrations in urban, suburban, and rural census tracts, adding to evidence that segregation is broadly associated with disparate air pollution exposures. Disproportionate burdens to adverse exposures such as air pollution may be a pathway to racial/ethnic disparities in health.

Abstract:Air pollution prediction modeling establishes relationships between measurements and geographical and meteorological characteristics to infer concentrations at locations without measurements. Since air pollution monitors are limited in number, predictions may be generated for locations different than those used to train the model. The epidemiologic impacts of this potential mismatch hinge on whether the population resides in areas well-represented by monitoring sites. Here we quantify the fraction of the population with geographical characteristics not reflected by the 2000, 2010, and 2020 EPA PM 2.5 and PM 10 regulatory sites. We evaluated this measure nationwide, regionally, and by race. Nationally, the networks were very representative of the population experience; however, there was less overlap regionally and in regions stratified by race. This suggests that sub-national exposure modeling should carefully consider the representativeness of monitors for their populations. It also highlights that exposure models often borrow information from distal places to predict full population exposure.

Abstract:Fine particulate matter 2.5 microns or less in diameter (PM 2.5 ) is widely recognized to be a major public health concern. While ethnic/racial minority and lower socioeconomic status individuals in the US experience higher PM 2.5 exposure, previous research on social disparities in PM 2.5 exposure has not examined residents of federally-assisted public housing developments (PHDs). Here we present the first national-scale analysis of the relationship between outdoor PM 2.5 exposure and PHD residency in the US, as well as exposure disparities within the population of households residing in PHDs. We integrated data on average annual PM 2.5 concentrations (2011–2015) with US Department of Housing and Urban Development data on PHDs (2015), and socio-demographic information from the 2011–2015 American Community Survey. Results from multivariable generalized estimating equations indicated that PHD locations, units, and residents are significantly overrepresented in neighborhoods with greater PM 2.5 exposure, after accounting for clustering, urbanization, and other socio-demographic factors. Additionally, significantly higher percentages of Black, Hispanic, disabled, and extremely low-income households reside in PHDs with greater PM 2.5 exposure. Findings represent an important starting point for future research and emphasize the urgent need to identify gaps in environmental, public health, and housing policies that contribute to disproportionate air pollution exposures among PHD residents.

Abstract:The Clean Air Act (CAA) in the United States relies heavily on regulatory monitoring networks, yet monitoring sites are sparsely located, especially among historically disadvantaged communities. For ambient fine particulate matter (PM2.5), we compare the air quality monitoring data with spatially complete concentrations derived from empirical models to quantify the gaps of existing U.S. monitoring networks in capturing concentration hotspots and exposure disparities. Recently, the U.S. Environmental Protection agency adopted a more stringent annual-average air quality standard for PM2.5 (9 µg/m3). Here, we demonstrate that 44% of urban areas exceeding this new standard – encompassing ~ 20 million people – would remain undetected because of gaps in the current PM2.5 monitoring network. Crucially, we find that “uncaptured” hotspots, which contain 2.8 million people in census tracts that are misclassified as in attainment of the new PM2.5 standard, have substantially higher percentages of minority populations (i.e., people of color, disadvantaged communities, and low-income populations) compared to the overall US population. To address these gaps, we highlight 10 priority locations that could reduce the population in the uncaptured hotspots by 67%. Overall, our findings highlight the urgent need to address gaps in the existing monitoring network.

Abstract:Assessing exposure to fine particulate matter (PM2.5) across disadvantaged communities is understudied, and the air monitoring network is inadequate. We leveraged emerging low-cost sensors (PurpleAir) and engaged community residents to develop a community-based monitoring program across disadvantaged communities (high proportions of low-income and minority populations) in Southern California. We recruited 22 households from 8 communities to measure residential outdoor PM2.5 concentrations from June 2021 to December 2021. We identified the spatial and temporal patterns of PM2.5 measurements as well as the relationship between the total PM2.5 measurements and diesel PM emissions. We found that communities with a higher percentage of Hispanic and African American population and higher rates of unemployment, poverty, and housing burden were exposed to higher PM2.5 concentrations. The average PM2.5 concentrations in winter (25.8 μg/m3) were much higher compared with the summer concentrations (12.4 μg/m3). We also identified valuable hour-of-day and day-of-week patterns among disadvantaged communities. Our results suggest that the built environment can be targeted to reduce the exposure disparity. Integrating low-cost sensors into a citizen-science-based air monitoring program has promising applications to resolve monitoring disparity and capture "hotspots" to inform emission control and urban planning policies, thus improving exposure assessment and promoting environmental justice.

Abstract:The United States (U.S.) Clean Air Act seeks to prevent and abate ambient air pollution, while also providing a framework to identify and address violations. Little research has examined where or how frequently violations of the Clean Air Act occur and how marginalized communities may bear a disproportionate share of these violations, despite the fact that marginalized communities experience persistent, disproportionate pollution levels and associated health impacts. Here, we leverage data on Clean Air Act enforcement and compliance together with demographic data to show that the most serious violations of the Act—high priority violations (HPVs)—predominantly occur in communities of color throughout the U.S. Specifically, we find that the number of facilities with an HPV within communities with the largest proportion of people of color is nearly two times greater than in communities with the smallest proportion. Only 6% of facilities with an HPV address their violations within the timeframe mandated by the U.S. Environmental Protection Agency (EPA), and a larger share of facilities with an HPV in disadvantaged communities do not address their violations within this timeframe compared to facilities with an HPV in non-disadvantaged communities. Enforcing agencies should improve how violations are communicated and addressed. To this end, we suggest several ways to empower individuals and communities with easy-to-access data related to Clean Air Act violations and that enforcement practices and reporting be standardized across enforcing agencies.

Abstract:Purpose: In the U.S. industrial pollution disproportionately burdens under-resourced communities, but little is known about the amount of potential exposure to carcinogenic industrial air pollutants and their associations with cancer risk, especially for female cancers with known racial disparities. We assessed exposures to airborne carcinogenic emissions by race/ethnicity, education, and neighborhood deprivation. Methods: We used a U.S. Environmental Protection Agency nationwide database of regulated chemical emissions from industrial facilities to estimate historical exposures (1987-1995) to 21 known and 30 probable carcinogens for participants in the NIH-AARP Diet and Health Study. This prospective cohort includes 177,806 women enrolled in 1995-1996. We estimated chemical emissions from facilities within 2km of the enrollment residence, adjusted for distance from the home and wind direction. We compared exposure prevalence by race/ethnicity, educational attainment, and a study-specific census tract-level neighborhood deprivation index derived from 20 measures of socioeconomic status (SES) by calculating proportions exposed from each population group. We included these variables in the same ordinal logistic regression model to estimate odds ratios (ORs) and 95% confidence intervals (CIs) comparing the highest category of emissions (highest tertile (T3) or >90th percentile) to the referent group (zero emissions) for all sociodemographic characteristics, additionally adjusted for urbanicity and state of residence. Results: The majority identified as non-Hispanic White (89%), followed by non-Hispanic Black (6%), Hispanic/Latina (2%) and Asian (1%). Despite comprising a smaller proportion of the cohort, Black women were nearly twice as likely (20%) as White women (11%) to live within 2km of an exposure source, whereas proportions among Hispanic/Latina (13%) and Asian women (12%) were similar to those among White women. Similar patterns were observed with low educational attainment (≤high school vs. college educated) and living in areas with high (T3) compared to low (T1) deprivation. In mutually adjusted models, compared to White women, Asian (OR=1.4, CI 1.2-1.5), Black (OR=1.4, CI 1.3-1.5), and Hispanic/Latina (OR=1.5, CI 1.4-1.6) women had 1.4-1.6 times greater exposure burden to any known or probable carcinogen, with similar estimates for benzene, cadmium, dichloromethane, lead, perchlorate, and styrene. Low educational attainment and high neighborhood deprivation were associated with up to 2-fold higher odds of being heavily exposed. Conclusions: We demonstrated notable disparities in environmental exposure to airborne carcinogens by race/ethnicity and individual and neighborhood-level measures of SES. Existing etiologic and mechanistic evidence supports the role of some of these chemicals as carcinogens for sites with known disparities. Future efforts to evaluate associations of these exposures with cancer risk are warranted, particularly in populations with sufficient power to evaluate risk separately by race/ethnicity and SES. Abstract:This study bridges gaps in air pollution research by examining exposure dynamics in disadvantaged communities. Using cutting-edge machine learning and massive data processing, we produced high-resolution (100 meters) daily air pollution maps for nitrogen dioxide (NO2), fine particulate matter (PM2.5), and ozone (O3) across California for 2012-2019. Our findings revealed opposite spatial patterns of NO2 and PM2.5 to that of O3. We also identified consistent, higher pollutant exposure for disadvantaged communities from 2012 to 2019, although the most disadvantaged communities saw the largest NO2 and PM2.5 reductions and the advantaged neighborhoods experienced greatest rising O3 concentrations. Further, day-to-day exposure variations decreased for NO2 and O3. The disparity in NO2 exposure decreased, while it persisted for O3. In addition, PM2.5 showed increased day-to-day variations across all communities due to the increase in wildfire frequency and intensity, particularly affecting advantaged suburban and rural communities.
Household air pollution disparities between socioeconomic groups in Chicago

Abstract:Purpose: To assess household air pollution levels in urban Chicago households and examine how socioeconomic factors influence these levels. Methods: We deployed wireless air monitoring devices to 244 households in a diverse population in Chicago to continuously record household fine particulate matter (PM2.5) concentration. We calculated hourly average PM2.5 concentration in a 24-hour cycle. Four factors-race, household income, area deprivation, and exposure to smoking-were considered in this study. Results: A total of 93085 h of exposure data were recorded. The average household PM2.5 concentration was 43.8 μg m-3. We observed a significant difference in the average household PM2.5 concentrations between Black/African American and non-Black/African American households (46.3 versus 31.6 μg m-3), between high-income and low-income households (18.2 versus 52.5 μg m-3), and between smoking and non-smoking households (69.7 versus 29.0 μg m-3). However, no significant difference was observed between households in less and more deprived areas (43.7 versus 43.0 μg m-3). Implications: Household air pollution levels in Chicago households are much higher than the recommended level, challenging the hypothesis that household air quality is adequate for populations in high income nations. Our results indicate that it is the personal characteristics of participants, rather than the macro environments, that lead to observed differences in household air pollution.

Abstract:Air pollution contributes to the global burden of disease, with ambient exposure to fine particulate matter of diameters smaller than 2.5 μm (PM2.5) being identified as the fifth-ranking risk factor for mortality globally1. Racial/ethnic minorities and lower-income groups in the USA are at a higher risk of death from exposure to PM2.5 than are other population/income groups2–5. Moreover, disparities in exposure to air pollution among population and income groups are known to exist6–17. Here we develop a data platform that links demographic data (from the US Census Bureau and American Community Survey) and PM2.5 data18 across the USA. We analyse the data at the tabulation area level of US zip codes (N is approximately 32,000) between 2000 and 2016. We show that areas with higher-than-average white and Native American populations have been consistently exposed to average PM2.5 levels that are lower than areas with higher-than-average Black, Asian and Hispanic or Latino populations. Moreover, areas with low-income populations have been consistently exposed to higher average PM2.5 levels than areas with high-income groups for the years 2004–2016. Furthermore, disparities in exposure relative to safety standards set by the US Environmental Protection Agency19 and the World Health Organization20 have been increasing over time. Our findings suggest that more-targeted PM2.5 reductions are necessary to provide all people with a similar degree of protection from environmental hazards. Our study is observational and cannot provide insight into the drivers of the identified disparities.

Abstract:South America is underrepresented in research on air pollution exposure disparities by sociodemographic factors, although such disparities have been observed in other parts of the world. We investigated whether exposure to and information about air pollution differs by sociodemographic factors in the city of Rio de Janeiro, the second most populous city in Brazil with dense urban areas, for 2012–2017. We developed machine learning-based models to estimate daily levels of O 3 , PM 10 , and PM 2.5 using high-dimensional datasets from satellite remote sensing, atmospheric and land variables, and land use information. Cross-validations demonstrated good agreement between the estimated levels and measurements from ground-based monitoring stations: overall R 2 of 76.8 %, 63.9 %, and 69.1 % for O 3 , PM 2.5 , and PM 10 , respectively. We conducted univariate regression analyses to investigate whether long-term exposure to O 3 , PM 2.5 , PM 10 and distance to regulatory monitors differs by socioeconomic indicators, the percentages of residents who were children (0-17 years) or age 65+ years in 154 neighborhoods. We also examined the number of days exceeding the Brazilian National Air Quality Standard (BNAQS). Long-term exposures to O 3 and PM 2.5 were higher in more socially deprived neighborhoods. An interquartile range (IQR) increment of the social development index (SDI) was associated with a 3.6μg/m 3 (95 % confidence interval [CI]: 2.9, 4.4; p-value≤0.001) decrease in O 3 , and 0.3μg/m 3 (95 % CI: 0.2, 0.5; p-value = 0.010) decrease in PM 2.5 . An IQR increase in the percentage of residents who are children was associated with a 4.1μg/m 3 (95 % CI: 3.1, 5.0; p-value≤0.001) increase in O 3 , and 0.4μg/m 3 (95 % CI: 0.3, 0.6; p-value = 0.009) increase in PM 2.5 . An IQR increase in the percentage of residents age ≥65was associated with a 3.3μg/m 3 (95 % CI: 2.4, 4.3; p-value=<0.001) decrease in O 3 , and 0.3μg/m 3 (95 % CI: 0.1, 0.5; p-value = 0.058) decrease in PM 2.5 . There were no apparent associations for PM 10 . The association for daily O 3 levels exceeding the BNAQS daily standard was 0.4 %p–0.8 %p different by the IQR of variables, indicating a 7–15 days difference in the six-year period. The association for daily PM 2.5 levels exceeding the BNAQS daily standard showed a 0.7–1.5 %p difference by the IQR, meaning a 13–27 days difference in the period. We did not find statistically significant associations between the distance to monitors and neighborhood characteristics but some indication regarding SDI. We found that O 3 levels were higher in neighborhoods situated farther from monitoring stations, suggesting that elevated levels of air pollution may not be routinely measured. Exposure disparity patterns may vary by pollutants, suggesting a complex interplay between environmental and socioeconomic factors in environmental justice.
