The presenting author of this paper has the option to appeal this decision by contacting TPII@ieee.org. Analytic hierarchy process (AHP) is suitable for waste load allocation (WLA). However, the interference caused by the participants occurs in AHP. To eliminate the interference, this paper proposed a grey modified AHP model (GAHP). Firstly, the decision hierarchy of WLA is established and the weights of elements at the criterion and index levels are determined. Secondly, the quantitative method of each index at the index level is determined. Thirdly, the evaluation sample matrixes at the alternative level are established by expert group. And then, grey clustering method is used to deal with the matrixes to acquire the comprehensive score of each alternative element. At last, the allocation ratio of waste load among the alternative elements is determined. In this study, allocating the abatement amount of total nitrogen (TN) among the three major industries of Hangzhou, China is taken as a case study. The allocation ratio of abatement amount of TN in the three industries is 0.1739:0.1712:0.1621. The allocation ratio shows that the primary industry is the focus of pollution control in Hangzhou. Through the case study, it can be shown that the GAHP can eliminate the interference in AHP. The GAHP is easy to use and is suitable for WLA. Meanwhile, the model can be recommended as a reliable support tool to deal with other decision-making problems.
