Stakeholders' position assumption and policy improvement for construction safety management

Abstract:Good policy is not dependent on outside supervision but on the coordination of all stakeholders' positions and matching of policy with the environment. Through interviewing experts and public policy analysis, the possible positions of owner, designer and consultant engineer are discussed in the context of China's construction safety management policy, the possible combinations of the three stakeholders' positions are compared, the root cause of that construction safety depends on the supervision from both the government and the consultant engineer, and three possible improvement models are proposed, including owner promotion, government jurisdiction, and contractor initiative. The applicable conditions of the three policy models are discussed, and the possible steps including re-design duties and liabilities of each stakeholders for reforming China's construction safety management policy are suggested as a reference for policy-makers.
