Abstract:When traffic managers make efficient decisions to reduce the impact of traffic congestion due to freeway incidents such as accidents, disabled vehicles, and weather events, it is important to estimate incident duration, as accurately as possible. This paper applies a survival analysis approach to develop the WEIBULL accelerated failure time (AFT) duration prediction model with nearly three-year incident duration data from 2006 to 2008 from Jiaxing city's freeway incident response centre in Zhejiang Province in China. The 2006 and 2007 data were used to estimate the prediction model and then, the model was calibrated and tested using 2008 data. The model prediction results show that a variety of factors that significantly affect incident duration and the model prediction accuracy is acceptable with the mean absolute percentage error (MAPE) scale. The goodness-of-fit tests with the likelihood-ratio statistic were used to find out whether the estimated parameters are stable over time. Thus, the findings of this paper provide an important method to predict the incident duration and the results can be used to improve emergency management measures to reduce incident-induced traffic congestion.
