An Algorithm for Adaptable Dynamic Airspace Configuration

Abstract:The main objective of adaptable Dynamic Airspace Configuration (DAC) is that the sectors should change to the changing traffic so as to reduce the workload variance with time. Change in the resectorization should be such that there is a minimal increase in exchange of air traffic among controllers. The bene fit of a new design (improvement in workload balance, etc.) should sufficiently exceed the transition cost, in order to deserve a change. This leads to the concept of transition wor kload. In this paper, we attempt to analyze the cost associated with a transition from one sectorization to another. We term this cost as transition workload, and incorporate it in our DAC algorithm such that the airspace sectorization changes when there is minimal transit ion workload. Given two airspace configurations, we propose a transition workload metric which considers the air traffic as well as the geometry of the airspace. Also, we put forward a solution to reduce this transition workload. We use a graph model which accurately represents the air route structure and air traffic in the National Airspace System (NAS) to fo rmulate the airspace configuration problem. The proposed metric and its corresponding solution are tested with Enhanced Traffic Management System (ETMS) air traffic data.
