A Model for Allocating Original Water Right in a Region

Abstract:Theoretical researches about original water right distribution in the watershed are popular in recent years, but models to make quantitative calculation are missing. It is therefore necessary to develop a model to solve this problem. Based on group decision theory, multi-agents' satisfactory function is presented and the distribution result of water right is achieved by maximizing the multi-agents' satisfaction functions and taking into consideration of the priority of water right and the physical constraints of water resources in the watershed. The domestic water demand is calculated by water demand per capital, and the ecological water demand is calculated by minimum river flow using Tenent method. It is found that the domestic water demand in each region and minimum river flows share the first and second priorities, followed by production water right. Six allocation indicators including population, area of catchment basin, GDP, water yield, water use status quo and water demand in future of each region are selected as criteria for evaluation of level of satisfactory of water allocation. The model presented is nonlinear optimal function, which can be solved by Constro Function of Matlab5.3 software. The model is tested in the Yongdinghe watershed, and six allocating results are obtained by using each criterion. The agent's satisfactory function is achieved according to the six allocating results. The results show that the total water resources in the region is 12.5×10~8m~3,of which ecological water demand is 0.82×10~8m~3, and domestic water demand is 1.14×10~8m~3 and production water demand is 10.54×10~8m~3. Allocation percentage of production water resources in the counties of Zhang Jiakou, Xuan Hua, Chong Li, Wan Quan, Huai An, Huai Lai, Yang Yuan, Wei Xian, Zhu Lu are 3.4%, 10.1%, 5.1%, 5.9%, 7.6%,10.1%, 3.4%, 19.4%, 17.7%, respectively. The results show the models are fair, easy to practice, and satisfy the physical constraints of water resources system, which can be used to support decision about water right distribution in the watershed.
