Reform and Innovation of China's Anti -poverty Social Policy from the Perspective of Developmental Welfare

Abstract:At present the targeted poverty alleviation strategy is one of the large -scale and far -reaching people's livelihood projects that China has implemented in the decisive stage of building an all -round well -off society,and social policy undoubtedly plays a crucial role to it. The development and evolution of China's anti-poverty social policy are determined by China's economic and social development,cultural background,welfare traditions,institutional environ-ment,etc.,and are also profoundly influenced by the ideological trends and practices of interna-tional social welfare.Based on the objective needs of China's current anti-poverty practice,we should integrate the beneficial experience of social welfare theory and practice both at home and a-broad to help win the battle for poverty alleviation more effectively,which is the basic way to re-form and innovate China's anti-poverty social policy.On the basis of critically absorbing the lat-est progress of the theory and practice of social welfare from the developed countries,this paper tries to put forward a localized developmental welfare model,PCG model.Based on this,we make a systematic review on the current anti -poverty practice in China,w hich provides some di-rectional ideas for innovation and improvement of China's anti-poverty social policy.
