Abstract:This paper suggests a model on the development path and innovation strategies of low-tech manufacturing based on factors' comparative advantage and business's market openness, discussing the four possible paths as well as each path's necessary conditions, innovation strategies, enable policies and supportable measures. Also, it analyses what path China's low-tech manufacturing would choose for future development and innovation, and puts forward some recommendations. ©2009 IEEE.
