E-Government Governance:Theory Sources and Definition of Concept and Theoretical Framework

Abstract:High investment,low return and high-failure rate phenomenon are the common problems of E-government,and they are vital important issues that have puzzled the field ofe-government theory and application in China.After more than ten years of continuous development and innovation,E-government construction in China has gradually come out of its early development stages,concerns about the technologies,and entered the important integration period,concerns about institution.Specially,the research on decision-making institutional arrangements of e-government implementation process has become an important topic of e-government development and the reform of governmental organization.Meanwhile,the current research results show that E-Government has enormous potential to improve public management and public service capabilities,but the potential value was affected greatly by many management issues.As kind of research of decision-making institutional arrangement,Governance provides a new research perspective to deal with these management issues in the implementation of e-government and it also has a significant research value to e-government implementation.According to E-government maturity model,Leavitt's Diamond model,Fountain's technology enactment framework and the stakeholder theory,this paper discusses the important impact that the E-government governance bring in the effectiveness evaluation of e-government implementation,and believes that the dynamic complexity of E-government implementation is decided by three levels: first is based on the E-government maturity model,this paper argues that E-government as a newborn things,has its own law of development,with continuous deepening of the information work within an organization,E-government projects will increase and lead to the technical and organizational complexities is growing.Second is based on the Leavitt's Diamond model,this paper considers that E-government,which as information technology is introduced into governmental organizations,will lead to three key factors in the organization interact,and then influence the accepting degree of the governmental organizations to E-government.Third is based on the Fountain's technology enactment framework,this paper argues that organization's institutional arrangements,as a key element affecting the behaviors and expectations of the actors of a government organization,also affect the implementation effectiveness of E-government.Meanwhile,from the perspective of organizational behavior,a major cause of the dynamic complexity of the E-government implementation is that the E-government implementation will affect the new structure of information resources-a kind of organization's critical resources.Thus,the implementation will result the conflicts of interests between stakeholders of the organizations participate in the implementation(also known as the organizational behaviors).It is clear that the implementation of E-government in fact is the result of the micro-politics competition among interest groups or between stakeholders in the government organization to strive for the influences on the organizational policies,procedures and resources.The degree of deviation between the E-government implementation effectiveness and expected goals depends on the game between the micro-politics forces.So,the research of E-government Governance is essential.Further,the concept and theoretical framework of E-government governance are analyzed and identified based on IT governance theory.This paper shows that E-government governance is an extension of the concept of IT governance in public management context,and it focuses on the arrangement of e-government decision-making authorities.The goal of e-government governance is to improve the decision-makingefficiency of e-government and formalizes the decision-making mechanism and structure.Theoretical framework of E-government governance consists of three core parts.The benefit analysis of E-government Governance is the basic study.The core part is the research on the pattern design of E-government Governance.And the evaluation index and influencing factors of E-government Governance performance are the third important issue.
