Abstract:The purpose of the paper is to study the system and technology of the environment impact assessment on three-level land use planning. Methods of documentation and comparison study were employed. The results show that,the comprehensive land use planning shall take the key contents of the planning as the main assessment objects,but the environmental assessments on national and provincial planning shall put the emphasis on the qualitative assessment index;the environmental assessment on city-level planning shall lay the stress on the quantitative assessment index. It is concluded that we shall carry out the task of the environmental impact assessment with pertinence according to the characteristics of comprehensive land use plans at different levels.

Abstract:The development and utilization of low-slope hilly land needs to be quite cautious based on former research on low-slope hilly land suitability assessment.aiming at the characteristic that the ecological structure of insular is simple and fragile,as the main land resource of insular.The method of developing and utilizing insular low-slope hilly land was explored,taking Zhoushan Archipelago New Area in Zhejiang Province as a case.The principal component analysis (PCA),analytic hierarchy process (AHP) and geographic information system were used to carry on the statistics and space by way of combining qualitative and quantitative analysis.The quantity of the land resource was analyzed from macro perspective.The three stations-suitability analysis of ecology,state,form were proposed to pay more attention to the city's development and its spatial form.The situation of water-soil safety was analyzed from micro perspective.The sloping land,soil and hydrology of the planning management unit were researched and analyzed.Results show that developing insular low-slope hilly land requires the consideration of both macro and micro analysis.The land suitability of insular low-slope hilly was achieved.The method shows full respect to the particularity of insular low-slope hilly land.The planning management guidance is made from macro and micro perspective corresponding to the distribution of the land suitability,so that it's precise,ecological and secure to develop and utilize the insular low-slope hilly land.

Technical Innovation of the “Two Plans Integration”in Township Level：A Case Study of Township Master Plan in Wuhan

Abstract:Urban-rural planning and land use planning both are the core of space planning system in China which manage the urban and rural land in order to prompt the rational distribution of land resources. However, these two plans have contradictions in the aspect of management system, technical methods, and implementation, resulting in the inefficient management of urban and rural land. As township is the transition zone between urban and rural areas, its land conflicts are prominent. For dealing with the contradiction of land use in urban fringe and achieving the urban-rural integrate development, the“two plans integration” in township level is significant impor-tant. Firstly, this paper analyzes the technical contradictions of the two plans in the implementation of the township level, including planning period and scope, land classification and statistical caliber, construction land scale and layout, spatial control zoning and requirements, and planning approval level and standard. And then explores the root causes of its contradictions from the aspect of management system, planning ideas, planning priorities and the basis of the law. On the basis of this, this paper also introduces the practice of“two plans integration” in township level in Wuhan, summarizes the experiences and deficiencies of the township master plan in order to clarify the bas-ic points of the “two plans integration” in township level.

Abstract:Because different city has different functional localization,the area between city and countryside has formed characteristic land utilization structure.Taking the Harbin city as an example,this paper analyzed the formation mechanism and the existence problems of the land utilization structure,then it selected Minzhu Town of Daowai Borough in Harbin as a representative area for studying.The paper took the present data of Minzhu Town as the basis,used the SPSS and LINGO software to optimize the land use structure of the special area.It also analyzed the optimization result,finally gave the related countermeasure and the suggestion.

Abstract:The 14th Five-Year Plan for China proposes to promote the urbanization process from a county perspective, presenting an unprecedented opportunity to develop county urbanization. However, in the context of relatively limited resources, insufficient funds, and comparatively lower land values in Chinese counties, how to promote county urbanization remains the primary challenge, which has not been studied yet. This study first analyzes the necessity of promoting county urbanization from four dimensions: national development strategy, industrial policy development, local government status, and enterprise development demands using literature research and survey interviews. Based on field research conducted in 32 counties in China, the strengths, weaknesses, opportunities, and threats (SWOT) analysis is carried out on the county urbanization process in this study. By analyzing the developmental status and challenges of major urban areas, expansion areas of counties, and their surrounding countryside, this paper proposes a “three-level gradient integration” concept for the spatial integration of county urbanization. Furthermore, the mechanism of multi-agent linkage to promote county urbanization was explored based on the theory of urban governance and the characteristics of county urbanization. Subsequently, relying on the analysis of policies, such as land acquisition and integrated land improvement, and adopting modes, such as “Investor + Engineering Procurement Construction + Operation” (investor + EPC + O) and renovate–operate–transfer (ROT), we propose a pathway for promoting county urbanization through the linkage of government, enterprises, and residents. This study provides insight into promoting the county urbanization process. Additionally, each country faces the common issue of how to use limited resources to promote regional development, and this article can provide valuable insights and inspiration for addressing this shared issue by the principle of adapting to local conditions and adhering to the concept of efficient market and proactive government.

Abstract:The purpose of this paper is to establish a dynamic monitoring system on implementation of land use plan,offer prompt feedbacks of its actual implementation status and disparity between the plan and its actual implementation,so as to ensure dynamic monitoring on land use.Documentary analysis and empirical study were employed.As a result,the paper suggests the implementation route line and the required precision scale of the monitoring according to the use of high-resolution SPOT5 remote sensing data,and high-resolution remote sensing data and its application are the essential support for prompt dynamic monitoring on the implementation of township land plan.It concludes that,in Tangxi town Yuhang district Hangzhou,it is feasible to use SPOT5 high-resolution remote sensing data for monitoring the township land use plan.In the sum of the newly increased construction land of Tangxi from 1997 to 2005,86.84% is consistent with the regulation of reserved construction land use in its township general land use plan,but that for urban and rural settlements has obviously violated the plan.Therefore,it is imperative to rationally adjust the interests of relevant groups in the process of urban and rural spatial development which should be a vital issue in the third round of revision of township general land use plan.
Research on Land Use Performance and Its Geographical Difference at County Level in Zhejiang

Abstract:The purpose of this paper is to measure the performance of urban land use and its coordination degree at county level in Zhejiang, and discuss the mechanism of its geographical difference. Methods of AHP and spatial autocorrelation were employed. Based on the "4E" urban land performance evaluation framework, the results indicated that economic performance and efficiency performance are spatially clustered; effectiveness performance and equity performance present spatial dispersion; the urban land performance can be classified into four kinds of spatial patterns, in which high performance and low performance convergence is widely and steadily distributed; the coordination degree of performance presents the phenomenon that it is not in direct ratio with economic development level. It is concluded that the land economic performance and efficiency performance are mainly affected by scale effect, industrialization process and regional innovation, and they present a prominent feature of spatial cluster;however, effectiveness performance and equity performance show an opposite feature of polarization; the major mechanisms of H-H and L-L spatial cluster are industrial gradient transfer, demand drive and other spillover effects based on regional industrial division system, as well as nearing study mechanisms; and industrial structure upgrading can improve the urban land use pattern and land performance coordination degree.

Abstract:The analysis of change law and restriction factors of land use comprehensive benefits is beneficial to optimize configuration of land resources in the transformation process of resource -exhausted cities .This paper establi-shes the evaluation index system of land use comprehensive benefits from economic factors , social factors and ecologi-cal factors , and defines the weight of evaluation index by analytic hierarchy process ( AHP ) and entropy method . Then the model of matter-element extension is employed to evaluate land use comprehensive benefits of Zaozhuang City.Then the paper reveals the inner link between change rule of land use comprehensive benefits and transition phase .Finally the relevant restriction factors of land use comprehensive benefits are summarized .The research shows that the transition policy has obvious influence on land use comprehensive benefits ;the six restriction factors obtained through the single index of correlation degree point out the direction to enhance land use comprehensive benefits ;the model of matter-element extension is operable and useful for the evaluation of land use comprehensive benefits .
County-level Farmland Reconsolidation Planning in Longhai City

Abstract:The purpose of this paper is to study the design of county-level farmland reconsolidation planning based on farmland quality and SOM spatial clustering model.Methods employed are principal component analysis and SOM spatial clustering model.The results indicate that(1) the recent farmland reconsolidation planning should focus on the reconsolidation of ClassⅡand ClassⅢareas with relatively higher farmland qualities,and located in Jiaomei, Haicheng and Dongyuan towns;(2) the mid-term planning should focus on the reconsolidation of ClassⅣareas, which are located in the towns of Baishui,Dongsi and Fugong;(3) the long-term planning should focus on ClassⅤareas with lowest farmland qualities,which are located in the hilly areas of towns like Gangwei,Longjiao and Chengxi. The paper concludes that the farmland planning method based on PCA main factors analysis and the SOM spatial clustering model can objectively reflect the regional differences of farmland qualities,which is valuable for the county-level farmland reconsolidation planning,the detailed farmland reconsolidation primary planning,and the choosing of important reconsolidation projects.

Abstract:Why do Chinese farmers continually utilize high-quality yet scarce cultivated land and extensively construct residences? Why is the Chinese government unable to control the continuous expansion of rural residential land after implementing strict economical and intensive land policies? To answer these questions, we launched a comparative study of three townships in Zhejiang Province. Based on a survey of 576 households and 72 rural government officials, this paper identified the determinants of rural house-building, explored different models of government intervention and provided recommendations for future government efforts. Results showed that (1) children, environment, investment, "mianzi", and "feng shui" factors were the main driving forces that influence farmers to construct residential structures, although primary and secondary differences in the various townships existed; (2) three problems in the specific governance emerged: the lack of farmers' unified action, failure to protect the rights of farmers, and the problem of meeting the funds demand of homestead replacement; (3) Actively exploring effective village planning, establishing linkages among stakeholders, effectively promoting farmers' participation, creating a service-oriented government, and introducing a Public-Private Partnership mechanism may effectively address the problems related to rural residential expansion and governance. The results indicated a need to pay more attention to the motivations of rural house-building, the interests of stakeholders and the funding arrangements of the project in future government intervention.
Study on the Plot Zoning in Land Expropriation Area Based on the Topological Engineering Method

Abstract:It is difficult to completely reflect the diverse characters of different plots in land expropriation area through current research methods,therefore the purpose of this paper is to explore a more effective method for plot zoning in land expropriation area.The topological engineering method was employed.The results show that(1)factor indices and quantitative methods have been developed for plot zoning in land expropriation area;(2)a topological Engineering model has been established based on the topological theory.It is concluded that according to the application of plot zoning in land expropriation area in Yuhuan County of Zhejiang Province,the topological engineering model can reflect the dynamic character and variability of plot zoning in land expropriation area,further improving the reasonability and objectivity of the zoning.
Effectiveness Regulation of Construction Land: Does Plan Matter?

Abstract:Nowadays the relationship between planning land use and actual land use is not so clear in general. A lot of efforts have been put in the failures of regulation for the expansion of construction land. However, it still lacks an integrated approach to study the effectiveness of land use regulation in terms of different land use types. Furthermore, the existing evaluation of land use plan mainly focuses on a general level, a detailed research on the regulation effectiveness of each construction land use type is absent. Therefore, this research tries to evaluate regulation effectiveness of land use plan, which takes Cangwu country, Guangxi Province as an example. The finding by analysis is that the total area of construction land expansion was about 3494.73 ha, nearly 1.1 times of the plan quota. Moreover, the effectiveness differs greatly in various construction land use types. Town, industrial/mining sites can be well regulated through the quota of land use plan. While, the quota regulation system is not as effective for other type of construction land. Thus, we suggest to improve the regulation effectiveness of construction land through different plan instruments.

Abstract:The purpose of this paper is to measure the performance of urban land use and its coordination degree in Zhejiang Province,and discuss the mechanism of formation of its spatial pattern.Methods of AHP and spatial correlation analysis were employed.The results indicate that,(1)a4Eappraisal framework regards urban land use performance,i.e.,Economic,Effectiveness,Efficiency and Equity was established;(2) the performances of economy and efficiency show strong spatial agglomeration characteristics,and spatial distribution performances of effectiveness and equity are relatively dispersed;(3)spatial clustering of land use performance can be classified into four kinds of club convergence.The clubs converged in terms of the highest or the lowest performances are distributed broadly and showing the significant stableness;(4)interior coordination degree of performance shows a trend that the level of the overall region is driven by the region of the highest value,however,the coordination degree does not have pure positive relation with the economic level.It is concluded that the performances of economy and efficiency are mainly influenced by scale effect,industrialization process and regional innovation ability of the city.Efficiency performance is mainly corresponding to the phase of the urban development.The main mechanisms that lead to theclub convergenceare due to the spillover effects,such as industrial structure reallocation and readjustment,demand driving,and learning from surroundings.The spatial re-distribution and optimization of urban land that is attributed to the industrial structure adjustment can strikingly improve the coordination of performances.

Abstract:For implementing major function oriented zoning tactic,using hierarchical clustering method,with Lishui City in the southwestern hilly areas of Zhejiang as the studying area,the related indices of land use natural conditions,land utilization structure,economic and social functions of land use were selected to conduct regional zoning of land utilization.The results showed that Lishui can be divided into three land use zones as eastern valley-basins and low-hills land use zoning,central valley-basins and middle-hills land use zoning and western sources of water system and middle-hills land use zoning.The main functional zoning was connected with the regional zoning.

Abstract:Land exploitation and readjustment is a basic way to achieve dynamic balance of total cultivated land amount, but the assessment of it's potentiality is vacancy in theoretical and practical operation in our country. This paper takes Xianju County in Zhejiang Province as an example, analyses the condition of cultivated land,village land and reserved land resources and assesses the land exploitation and readjustment potentiality in theory by the support of GIS technology. It will establish base for the special plan of land exploitation and readjustment in Xianju County and is expected to offer finer reference in theoretical and practical assessment of land exploitation and readjustment potentiality in other areas.
Study on the Implementation Evaluation of Urban Construction Boundary in Land Use Planning-A Case Study of Hangzhou

Abstract:Urban sprawl is a world phenomenon. In China, with rapid development of urbanization, the characteristics of urban sprawl are increasingly conspicuous, such as low density, higher land consumption, scattered development, leapfrog development, strip development and so on. To solve these problems and utilize land resource rationally, there is a tradition of managing urban growth through land use regulation tools, especially land use planning. It is quite similar to the policy named "growth management"adopted by western countries, both of which are system arrangement to control urban sprawl through location, scale and time. At present, policy evaluation on land use planning in our country only focused on the comparison between planned indices from beginning to end, lacking sense of space. Combining with literature review, the method of "boundary evaluation" was introduced. Based on the remote sensing (RS) and geographic information system (GIS) analysis of the Landsat 5 thematic mapper (TM) satellite images of 1996 and 2005, this research examined the control effectiveness of UCB (Urban Construction Boundary). Three indicators on boundary control were proposed, including the effectiveness of boundary containment, land inventory sufficiency and illegal adjacent development to the UCB. The results showed that: 1) the UCB was so limited in guiding urban growth that most newly developed occurred outside. Moreover, the scale of newly developed land outside UCB is 33.9 km~2 and that inside UCB is 29.1 km~2;2) much new growth occurred near the boundary. In details, a total of 66.3 km long UCB emerged at the edge-type land development, accounting for a total length (239.3 km) of 28%;and 3) the area encompassed by the UCB might not be designed large enough to accommodate new development. The frustration of the urban growth control through the UCB mainly resulted from the lack of a transparent system for urban land use planning and control to provide sufficient information, the limitation of the traditional land use prediction method to consider contingencies, and the absence of a mechanism to monitor and adjust the UCB to respond just in time to urban change. In the future, there is still much room for improvement.
