Environmental Regulation and Technological Progress of Production:Empirical Study from the Perspective of Environmental Regulation Tools

Abstract:The technological progress index of production of 30 Chinese provinces for the 2003~2010 period was evaluated using the Malmquist index method based on DEA model,and the environmental regulation factors influencing China's technological progress of production were further examined.The conclusions are as follows: To promote the technological progress of production of China,the governments should construct a polynary environmental regulation system,make good use of the complementarity of command-control tools and market-based tools,enhance the usage of informal regulation tool such as information disclosure.Furthermore,they should also boost the industrial structure adjustment,enhance the leading role of state-owned businesses in technological innovation and promote the technology spillover effect of foreign direct invested enterprises.
