Evaluating the Impacts of Variable Speed Limits on Freeway Traffic Operations and Safety: A Case Study in Hangzhou, China

Abstract:During the past decade, numerous studies have been conducted to evaluate the possible impacts of Variable Speed Limits (VSL) on freeway operations using traffic simulations. Under the support of China's National Science Foundation, a VSL system was developed and deployed on Hangyong freeway in Hangzhou, China, which can be considered the first modern VSL system used in China's freeway system. In this study, a before-after study based on traffic flow, data was collected before and after the deployment of the VSL system to evaluate the impacts of the system on traffic operations and the safety of the selected freeway segment. The data analysis results showed that the VSL system slightly improved traffic efficiency and safety on Hangyong freeway. After the deployment of VSL, the average speed was increased by 3 km/h to 4 km/h. However, drivers' compliance rate with speed limits was slightly increased. The difference in average vehicle speeds and posted speed limits was reduced from 31.3 km/h to 14.7 km/h. The VSL also slightly reduced the speed difference between upstream and downstream traffic stations, indicating a slightly improved safety performance.
