Abstract:Market economy is credit economy.But the problem of credit-absent is very serious in china.So it is important to reinforce credit-building.The choic of scientific index system of credit evaluating and evaluating methods is the core of credit system building.This article analyses methods of credit evaluating from the basic models of credit reporting on enterprises、index system of credit evaluating and evaluating models.And combining the practice in china,we recommend some advice on credit system building.

Abstract:Credit reporting helps to reduce the severity of moral hazard and adverse selection arisen from information asymmetry in financial transactions.By means of theoretical and international comparative study,this paper explores the legal issues for China to establish its own individual credit reporting system and identifies several areas merit special attention.The law should enhance both information sharing and privacy protection,while at the same time strike a dynamic balance,through clearly setting up the scope of rights.Central government must play a leading yet non-exclusive role in forming the credit reporting system,and break the regional and sector information segregation now existing.

Abstract:Construction supervision companies (CSCs) in China are engaged by owners mainly to ensure a project is constructed safely and to the quality standards as required under the law in a supervision system that has existed for decades, their credibility and integrity being vital for project safety assurance and quality control. Recently, the Chinese government has proposed a credit scoring mechanism to assess the credibility of CSCs and requested the incorporation of credit scores into the CSC selection processes for public projects. This study investigates the status quo of the credit scoring mechanism and evaluates how credit scores have impacted the competitiveness of CSCs when bidding for supervising public projects by analyzing the bidding results of 5582 public projects and credit scores of 514 CSCs in Nanjing, the capital city of Jiangsu Province in China. The results show that (1) the average CSC credit scores have followed a downward trend in recent years; (2) the score weights in the selection process have significantly increased and the scores start to impact on bidding results when their weights are at or above 4%; (3) signs of local protectionism have been observed as local CSCs have significantly higher credit scores than non-local CSCs; and (4) high scoring CSCs are more competitive than others in terms of revenue generation. The study provides an insightful understanding of China's existing credit scoring mechanism and its impact on the selection of CSCs for public sector projects, often a major concern of policymakers, researchers, and industry practitioners.

Abstract:Abstract The Chinese Social Credit System (SCS), known as the first national digitally-implemented credit rating system, consists of two parallel arms: a government-run and a commercial one. The government-run arm of the SCS, especially efforts to blacklist and redlist individuals and organizations, has attracted significant attention worldwide. In contrast, the commercial part has been less often in the public spotlight except for discussions about Zhima Credit. The commercial arm of the SCS, also referred to as the Consumer Credit Reporting System (CCRS), has been under development for about two decades and took a major step forward in 2015 when 8 companies were granted permission to implement pilot consumer credit reporting programs. This development fundamentally increased the reach and impact of the SCS due to these companies’ sizable customer base and access to vast troves of consumer-related information. In this paper, we first map the Chinese CCRS to understand the actors in the credit reporting ecosystem. Then, we study 13 consumer credit reporting companies to examine how they collect and use personal information. Based on the findings, we discuss the relationship between the CCRS and the SCS including the changes in the power relationships between the government, consumer credit reporting companies and Chinese citizens.

Abstract:The Internet finance is growing rapidly in China. The third-party payment, the P2P loan and the network financial management and so on are constantly changing people’s living habits. At the same time, the problems of the credit default exposed in the process of the development of the Internet finance also hindered its further development. The traditional credit evaluation mode is based on a person’s loan history and repayment performance, and uses the logic regression to judge the person’s credit. The data sources of the big data credit are very extensive, including the electronic commerce, the social networking and the searching behaviors, which generated a lot of data.

Abstract:After the authors’ thorough study of the experiments of other countries and regions, it is posed that credit-guarantee is the key for solving the problem of the difficulties of SMEs’ financing. Based on two surveys and interviews with 57 SMEs and some commercial banks’ staff, this study on the practice and implement action of SMEs’ credit-guarantee revealed some problems existing in the practical process. A series of policy suggestions are given for improving the SMEs’ credit-guarantee in China.

Abstract:This study provides a comprehensive analysis of credit investigation management in China, emphasizing its significance in building a social credit system and promoting national development. The literature review highlights the evolution of credit investigation in the era of big data, focusing on the integration of cloud computing, artificial intelligence, and blockchain technologies to enhance credit evaluation accuracy and efficiency. The research employs literature research, case analysis, and factor analysis methods to explore the current state and challenges of credit investigation management in Chinese universities. The study identifies the theoretical value of big data in credit investigation and underscores the importance of data governance. It also examines the origin and development of credit investigation management as a discipline, offering insights into curriculum design in universities. The findings reveal that while credit management education in China faces challenges, there are significant opportunities for growth and development. The study concludes with recommendations for strengthening research, standardizing courses, and investing in teaching resources to improve credit management education.
Evaluation of primary-level credit environment, indicator system and empirical analysis: A case study of credit construction in China county and district

Abstract:Townships (towns, streets) represent the foundational layer of China's administrative structure, and the quality of their credit environment is crucial for underpinning the development of a primary-level social credit system. This initiative aims to accelerate the establishment of the social credit system and cultivate a trustworthy economic and social environment. Starting from the three major fields of government, business and society, and focusing on integrity culture and credit innovation, the article proposes an innovative evaluation framework for primary-level credit environment and it can become a point of reference as a policy tool in international evaluation programs. Using clustering and the coefficient of variation methods, we quantitatively refine our indicator system, establishing a set of criteria to assess the primary-level credit environment. We incorporate hierarchical analysis, the entropy weight method, and machine learning models to conduct a comprehensive evaluation of the credit environments within 24 townships (towns, streets) of Fuyang District in Hangzhou City for the year 2023. The findings underscore the need for a realistic appraisal of the current state and deficiencies of the primary-level credit environment. We advocate for the bolstering of credit development within governmental, business, and societal realms. It's imperative to leverage the normative influence of honesty and integrity culture, enhance the breadth and application of credit innovations, and thereby foster the high-quality growth of the primary-level social credit system.

Abstract:PurposeThe purpose of this paper is to present exploratory research into the holding and usage of credit cards by a distinct segment of the Chinese population, who are “early adopters” of this product.Design/methodology/approachPrimary data collection using survey methodology. A sample of the urban‐affluent population in China was utilized to gauge preferences and attitudes towards the use of credit cards.FindingsThe respondents were comfortable with the holding and use of credit cards and particularly recognised their value for spending on travel and entertainment. The research also identified purchase trigger points, which indicated that the use of credit cards for purchases above certain value was already prevalent with this sample of urban‐affluent Chinese consumers.Research limitations/implicationsThe sample was drawn from a narrower base than the actual target population of urban‐affluent market, but an available and valid respondent set, which offers insights into the “early‐adopters” of the credit card product in China.Practical implicationsHitherto there has been a very limited amount of research into payment cards in China and yet with the market for financial services opening up in China from 2007, this research is timely both for domestic Chinese banks wishing to issue credit cards and for foreign entrants, seeking to enter the Chinese market via their expertise in credit cards.Originality/valueThe paper presents focused research on the attitudes towards credit cards, with the urban‐affluent consumers, who are the most likely early‐adopters of this product.

Abstract:Analysis of data from the 2008 Survey of Chinese Consumer Finance and Investor Education indicated that 30.0 % of the sample households held at least one credit card. Significant factors associated with the probability that an urban Chinese individual would hold a credit card included income, age, education, occupation, and awareness of credit card risks, default consequences, the credit system, and that late payments increase interest.

Abstract:Abstract In this paper, whether and how digital inclusive finance affects households’ formal credit are discussed. Based on the data of China Household Finance Survey from 2013 to 2017 and the province-level DFI index, we find that compared with traditional financial services, digital inclusive finance has higher flexibility, which can effectively reduce information asymmetry and transaction costs, and digital payment channels also significantly improve households’ access to formal credit. However, it is found that the government intervention has a negative impact on household formal credit, which may be due to policy differences or regional discrimination. Therefore, when deepening the development strategy of digital inclusive finance, it is necessary to strengthen the construction of digital financial infrastructure, especially in rural areas and the central and western regions, so as to improve the underdeveloped situation of digital financial services. Additionally, it is necessary to develop tailored policy measures for different households when a comprehensive approach that considers various factors, such as education level, income level, and geographic differences. Abstract:Credit risk management (CRM) is to identify, measure, monitor, and control risk arising from the possibility of default in payments. Existing CRM tools available for large financial institutions do not meet the requirements of rural commercial banks (RCBs) because their main customers are SMEs and farming households whose financial data and credit rating records are not available. RCBs in China also expose specific risks connected to rural commercial banking business and in particular farming-related loans and services. Adopting a qualitative analysis approach to identify key factors contributing to failures of RCBs’ customers, we endeavour to develop a CRM framework for RCBs in China. The framework, which is based on the identification of business failures of RCBs’ customers and factors contributing to failures of SMEs and farming households, incorporates financial and non-financial variables. Using nonfinancial variables along with financial variables as predictors of company failure significantly improves credit analysis quality and accuracy. Also, this study recognises guanxi1 as risk potentials and includes guanxi risks in the framework. This study has made contributions to the extant literature on CRM of banks in general and RCBs in particular.

Abstract:This paper reviews the literature about the rural borrowing.Based on the Peking University-CITI group China rural financial investigation data,we give out the preliminary results.According to the survey,most rural family credit needs can be met.They can get the loans through deferent channels of borrowing.Among them,the relatives loans and to the rural credit cooperatives loans are the two main sources.More than half of the loan is between the interest-free loan.Investigation shows,a lot of families is to apply for loans confidence.In addition,high interest rate,trival application procedure and without full loan guarantees also become obstacles.Research also found that the rural credit cooperative is affected by the solvency and personal reputation,while the latter is actually can also be interpreted as solvency.Besides the two factors,providing the guarantor or collateral,even having insiders(for example,rural credit cooperatives staff) can help to obtain rural cooperative credit loans,both play a positive role.Finally,we put forward to the direction of future research for two suggestions.

Abstract:Using the data of consumer finance on Chinese urban household from 15 cities,the authors study the phenomenon of adverse selection in China's credit card.The authors collected the data reflecting the cardholder's income variability and can not be observed by bank easily.After controlling other variables,the paper studies the relationship between the credit limit and income variability.The results show that the higher variability of the cardholder's income is,the larger credit limit the cardholder will be granted by bank.The robust test confirmed us the existence of adverse selection in China's credit market.And the behaviors of cardholder also have an impact on his credit limit.

Abstract:In order to effectively recognize and measure individual credit risk and avoid the negative impact which financial crisis has on the commercial banks, and thus keep the normal operation of the credit and financial markets in China, this paper summarizes the main model of personal credit scoring and its development, and also clarifies the validity and integrity of the credit samples, the rationality of the index system and the selection, applicability of the model in the study of personal credit rating. In view of this, based on correlation analysis, early warning of abnormal samples can be achieved, and the samples are complemented through the Monte Carlo Algorithm. Combined with the statistical model and artificial intelligence model, the index system is optimized and given respective significant weight through traversal algorithm. With accuracy, robustness, first misjudgment rate, second misjudgment rate and difference as the selection index, the selection and output of the scoring model can be realized. Through the above optimization algorithm, the problem in personal credit scoring is solved, and the risk control ability of commercial banks is improved as well.
