VOC emissions from refueling process in China

Abstract:VOC emissions from refueling operations are in urgent need of control in China. As one of the precursors of O3 and fine particles, VOC emissions have great impacts on urban air quality. Due to the huge amount of VOC emitted through the refueling process, policies and measures to control refueling emissions should be developed by the government. The two major methods to control refueling VOC emissions are Stage II and onboard refueling vapor recovery (ORVR). The efficiency and costs of implementing these two approaches in China are projected. Each of these two approaches has advantages and disadvantages. The Stage II approach has more direct and rapid effect on urban air quality while the installation cost at the beginning is relatively large. The ORVR approach has the advantage of better control efficiency in the long term, but with increasing new vehicle population, the cost continues to rise. A combination approach is more cost effective to control Chinas VOC refueling emissions. Stage II installed in gas stations in urban areas, especially those cities suffering from photochemical smog, would be effective to control O3 in a shorter time period. The implementation of ORVR would ensure lower VOC emissions in the long term future.
