Abstract:Diverse strategies have been proposed and implemented to relieve increasingly serious urban transportation problems. How to evaluate and optimize combined strategies to increase sustainability and improve efficiency of multimodal transportation systems is still a great challenge. This paper proposes a simulation-based systematic framework for sustainable transportation systems evaluation and optimization. Simulation-based optimization (SBO) is incorporated to seek an optimal combination of transportation planning and operations strategies, e.g. congestion pricing for private cars, bus and rail fares, to minimize generalized costs of multimodal traveling in a heuristic way. Applications in a small network of Tianjin Eco-city with multimodal travelers demonstrate the feasibility and applicability of the SBO approach in sustainable transportation systems evaluation and optimization. The objective is to reduce multimodal travel costs subject to a minimum mode share of green transportation. The SBO process also validates that the efficiency of each strategy may be influenced by the strengths of other strategies.

Abstract:This paper aims at establishing a comprehensive evaluation method for integrative transportation system which consists of kinds of transportation modes with considering both equity and efficiency. Transportation has great impact on regional social and economic development. In order to accelerate the development of a region, the optimization of integrative transportation network is very important. The first step is to evaluate transportation network objectively and correctively. Lots of studies have been done on evaluation of transportation network of a single traffic mode, while it consists of various transportation modes. Therefore, studies on integrative transportation system become more and more necessary. In this paper, various factors such as regional economical level, configuration of regional transportation network, transportation demand, social-economic benefits, etc., are taken into account to reflect efficiency of a transportation network. Additionally, differences of these factors among areas, social groups, traffic modes and generations could reflect equity. These criterions are weighted, and scores would be given to each criterion. The weight of equity and efficiency will be obtained through questionnaire according to the development state of a region. Then, the final score could be obtained and the evaluating result can be achieved.

Abstract:This paper proposes a nonlinear integer optimization model which takes into account both economic and environmental effects in order to evaluate the benefits of government subsidies for alternative energy public transit vehicles. When an interim assessment of a five-year transit fleet conversion plan requires evaluation due to budget limitations, this model can inform an optimal choice between economy and environmental protection to achieve a win-win situation for both government and transit agencies. The government achieves pollution reduction and maximizes social benefits while the budget stimulates the innovation of transit agencies. This paper uses data from the Beijing Public Transportation Group to employ the proposed model to analyze the operational and environmental costs of replacing an existing bus fleet with new hybrid electric buses over several years. The results show that altering the preference variable of economic/environmental benefits influences the results. Governments should consider a range of preference variables when making optimum proposals.
Equity and Efficiency Combined Priority Evaluation on Regional Highway Projects

Abstract:Governments have to take into account the balanced development of regions and fund restrictions when investing in regional highway projects.The purpose of this study is to propose an equity and efficiency combined priority evaluation model for regional highway projects.Based on previous studies,an econometric model is established,and the parameters are estimated using GMM method.With panel data collected from yearbooks,a regression analysis using professional software is done and the results are compared with that of previous studies.The applicability of the model in China is also evaluated.From the result of the application to a practical case,the practicability of the model is confirmed.

Abstract:This study aims at founding a transportation equity evaluating model for transportation infrastructure investment. Based on summarizing and reviewing of the equity evaluation methodologies, this paper starts with the hypothesis of Wilson entropy to propose a transportation equity evaluating model which requires public participation and takes both regional equity and benefit distribution equity into account. By mathematical analysis, the model is proved to have an optimal solution and can well reflect the compensation for the lower classes and the undeveloped regions. Finally, the result of the analysis shows that the model is rational and feasible for transportation equity evaluation.

Abstract:In current practice, urban-rural development has been regarded as one of the key pillars in driving regenerative development that includes economic, social, and environmental balance. In association with rapid urbanization, an important contemporary issue in China is that its rural areas are increasingly lagging behind urban areas in their development and a coordinated provision of public facilities in rural areas is necessary to achieve a better balance. A model is therefore introduced for quantifying the effect of individual infrastructure projects on urban-rural balance (e-UR) by focusing on two attributes, namely, efficiency and equity. The model is demonstrated through a multi-criteria model, developed with data collected from infrastructure projects in Chongqing, with the criteria values for each project being scored by comparing data collected from the project involved with e-UR neutral “benchmark” values derived from a survey of experts in the field. The model helps evaluate the contribution of the projects to improving rural-urban balance and hence enable government decision-makers for the first time to prioritize future projects rigorously in terms of their likely contribution too.

Abstract:Intersection traffic congestion evaluation is essential for effective intelligent transportation system planning, and an objective and precise assessment of traffic congestion is vital to ensure the smooth circulation of traffic. Multiple criteria decision-making is a method for evaluating the degree of traffic congestion. A hybrid multiple criteria decision-making method integrating the fuzzy analytic hierarchy process, techniques for order preference by similarity to an ideal solution, and gray correlation techniques are presented in this work. The proposed method applied fuzzy analytic hierarchy process to determine the weight of the evaluation index; subsequently, gray correlation techniques for order preference by similarity to an ideal solution were integrated to construct the hybrid decision-making method. A case study of traffic congestion at intersections with five evaluation indexes verified the effectiveness of the hybrid method. The evaluation results of the different methods show that the proposed method overcomes the one-sidedness of analytical hierarchy process–techniques for order preference by similarity to an ideal solution and analytical hierarchy process–gray correlation. Thus, the proposed hybrid decision-making model provides a more accurate and reliable method for evaluating the degree of traffic congestion.

Abstract:Research purposes:The mathematical models are offered for evaluation of the transportation equity in this paper. Research conclusions:The analyses of theoretical essence and representation format for the transportation equity are made from the aspects of different transportation modes, different social groups, different regions, and different generations. The various models are offered for the equity, including the equity model for different modes based on minimum of external costs, the equity model for different groups based on Wilson entropy assumption, the model for regional equity with parameters of economical level and price level, and the generational equity model for considering the change of life quality and preference. These four models from different aspects fully analyze the equity in details, and make it possible to model the equity for mathematical evaluation.

Abstract:Traditional evaluations of transportation projects are not comprehensive since they focus only on the efficiency, with little consideration of the equity. This paper describes the concepts of equity and optimum distribution, and explores representations of road projects equity. Then, an equity evaluation model is proposed based on Wilson entropy. The model includes various factors, such as housing expense, income differences among areas, and social recognition of equity. The model can also compensate for underdeveloped regions and disadvantaged groups. It is proved that the model has better sensitivity than the variance method and can be used efficiently for resource distribution decisions in social infrastructure projects.
Transportation Equity Study and National Balanced Development in China

Abstract:In China, the transportation infrastructure construction has lagged behind the development of national economy. Although the nationwide transportation system framework has been established in the past 20 years, the nation is still facing a sharp contradiction between the fast growing transportation demand and the relatively limited capability of current transportation system. Chinese central government has been advocating and promoting the national integrated transportation system. At present, the two main modes of regional transportation are highway and railway, while water carriage also plays a role in freight transport and tubes are gradually dominating the transport of oil and gas. Due to some historical reasons, the development of railway, to some extent, grows laggardly; on the contrary, the highway system has been developing at a dramatic speed. However, the highway network service is still not fully implemented even in the east part of China due to the low density and low coverage of expressways, which makes the scale effect impossible. While in the west area, the condition becomes worse where cities of considerable scale may have no expressway link to its provincial capital and some provinces are even not effectively connected to its adjacent province with expressway. A medium and long term plan of national transportation network has been put forward recently, which figures out 5 horizontal and 7 longitudinal transport channels across China. In the near future, great effort will be made to complete and strengthen the whole network. Usually the central government ranks the project priorities and put forward policies to implement these projects. However, the ranking is basically based on the project evaluation in which Cost Benefit Analysis (CBA) method is mostly employed. As a result, the more developed east part of China usually takes a priority in the allocation of policies due to its better economic environment under the traditional project evaluation process. This undoubtedly widens the gap between the west and the east and leads to an imbalanced growth of the network system. One effort made to improve this situation is to get equity issues involved into the project evaluation process, which has been widely discussed in many countries. In our previous work, the main factors of transportation equity were concluded and more attention was paid to the disadvantaged groups and regions, where embodies the requirement of sustainable transportation. Based on these analyses, an entropy based model is proposed to evaluate the equity issues of projects, in which compensations for disadvantaged groups and undeveloped regions are particularly made. This is used to modify traditional CBA results, which only focus on efficiency. It is found that the priority sequence of regional projects varies if this model is used in the evaluation process in stead of CBA method. It is suggested that the undeveloped provinces in the west and the middle part of China should get a priority raise from the point of view of equity and some provinces in the east part may still remain at a high rank due to their high efficiency. Abstract:A new quantitative measure for transportation network efficiency is proposed in this paper. The measure can be used to assess the performance of a transportation network, because it can reflect the influence on the network efficiency induced by flows, travel cost and travel behavior under the equilibrium of the transportation network. Numerical application denotes the method can measure the efficiency of the transportation network rationally, and the results of the measure accords to the practical situation.

Abstract:This study proposes a practical framework to assess the evaluable societal profitability of Intelligent Transportation Systems (ITS) projects, which are widely implemented in many cities of China. This work aims to estimate the whole economic benefit into an outcome figure which received great care from government authorities and transportation engineers. The initiative of proved framework is to maintain both the practicability in terms of data accessibility in societal reality and scalability in terms of its convincingness and academic value. A case study of assessing intelligent transportation management and control system in Beijing is conducted to further illustrate the proposed methodology. The investment for ITS can be enlarged more than 20 times, which shows significant “leverage effect” of ITS investment, and establishing intelligent transportation systems is an effective way to resolve the conflicts between sharply increasing motor vehicle amount and limited city land resources.

Abstract:With the application of public–private partnership (PPP) model in urban transportation infrastructure projects, various participants have put forward multi-dimensional demands to the operation and maintenance of infrastructures. This study aims to establish a systematic operational performance evaluation framework for PPP transportation infrastructure projects. Based on a literature review, the balanced scorecard was improved, and a conceptual model of multidimensional performance assessment was constructed. The structure of the qualitative performance assessment system was quantified and analyzed by combining structural equation modeling with questionnaires to obtain causal relationships among the indicators. Subsequently, a system dynamics model was constructed to assess the performance dynamically, and a validation analysis was conducted. It finds that maintaining a low level of operational quality over an extended period can significantly reduce stakeholder satisfaction, consequently exacerbating the decline in project performance. In contrast, an improvement in the level of informatization is found to positively contribute to enhancing operational quality and facilitating the long-term sustainability of project operations. It innovatively integrates four dimensions of financial, multi-stakeholder satisfaction, operation and maintenance quality, and sustainability performance to enrich the theoretical system of PPP transportation infrastructure performance assessment. At the same time, it analyzes the influence mechanism among the indicators and its long-term dynamic performance, which provides an effective decision-making tool for operational performance management.

Abstract:Abstract A key input to quantitative evaluations of transport infrastructure projects is their impact on transport costs. We propose a new method of estimating this impact relying on widely accessible customs data: by using the route choice of exporters. We combine our method with a spatial equilibrium model to study the effects of the massive expressway construction in China between 1999 and 2010. We find transport costs are 20% lower on expressways than on regular roads. The expressways construction increases aggregate exports by 10% and domestic trade by 14%. It generates 5.1% welfare gains, implying a 150% net return to investment.

Abstract:Compared with the traditional transport infrastructure projects, although Intelligent Transport Systems (ITS) projects are of higher amount of investment, their impacts on society, economy, and environment are not easy to predict. On the other side, policymakers, investors, and the public are all very concerned about the benefits brought about by construction of ITS projects on the society, the economy, and the environment, as well as potential risks and possible negative impacts. In consequence, how to evaluate the benefits of ITS projects and how to select right indexes for evaluation have been hot topics in recent years. Since the evaluation of ITS projects contains many aspects including social, economic, and environmental, very often we need to use different methods for evaluation including qualitative and quantitative methods, according to what factors to be evaluated. In general, many ITS projects use both quantitative and qualitative evaluation including methodologies of the traditional cost-benefit analysis and the multi-objective analysis. These evaluation methods serve for the purpose of ITS project feasibility study and the provision of a scientific basis for optimization of the operation of existing systems. This chapter includes two typical examples of ITS project evaluations in P.R. China.
The Road to Prosperity: A Study on the Efficiency of Resource Allocation in China’s Expressway Construction

Abstract:This paper presents a new multi-objective mixed integer programming model to prioritize seven highway infrastructure projects. The proposed model explicitly incorporates socio-economics, uncertainty, resource constraints, and interdependencies to deal with the optimal transportation infrastructure project selection problem. Next, project prioritization is determined based on the ANP results, which reflect the interdependency between criteria and a set of feasible candidate projects. Finally, an empirical study of eastwest highway improvement program is conducted to illustrate how the modeling process proceeds. The results show that the proposed model can effectively support a transportation investment policy that best suits the goal of urban land redevelopment for highly urbanized settings. As such, the model can be generalized for other human settlement studies and illustrate the spatially complex characteristics of transportation networks as well as some of the difficulties raised with respect to priority of national capital improvement projects. The research will provide a useful reference for the study of the relationship between highways and regional economic development.

Abstract:The evaluation research on integrated transport has mainly focused on urban agglomeration or cities. Yet the integration of various modes of transportation is increasingly being seen at smaller scales, such as counties, due to population concentration and rising affluence levels. Consequently, it is becoming necessary to evaluate the efficiency and convenience of transportation services for people at each location in the county space. This study has evaluated the efficiency and equity of integrated transport from a county perspective. With respect to efficiency indexes, in addition to transportation infrastructure investment, transportation energy consumption, transportation turnover, and other general indicators, we also take into account the accessibility of people to various types of hubs in the county. We use the BCC (Banker, Charnes, Cooper) model in DEA (Data Envelopment Analysis) for efficiency evaluation. Besides, we evaluate transport equity by using the Gini coefficient to reflect the population distribution of the county and GIS-based spatial accessibility of each hub site. Finally, we establish an evaluation matrix of efficiency and equity; we employ a spatial overlay method to classify research counties into different quadrants. By comprehensively considering the relationship between efficiency and equity in integrated transport, this study can identify areas for improvement in transportation development. The case study evaluation in Ningbo counties, using data from 2017 to 2020, provides practical questions and constructive suggestions for integrated transport development in these areas. Overall, this research has important implications for local transportation development and could inform policy decisions related to integrated transport.

Abstract:China's transportation sector is a vital link between production and consumption, but it also has issues with low efficiency, high carbon emissions, and technological bottlenecks. To improve efficiency and provide actionable recommendations and strategies, this study first constructs a comprehensive evaluation index system to gauge the transportation sector's inputs using panel data from different Chinese provinces from 2007 to 2021. Within the assessment system, the principal component analysis (PCA) method is used to reduce the dimension of the indexes, thereby yielding a set of adjusted inputs. Subsequently, the transportation system efficiency (TSE) is evaluated using the super-efficiency SBM-DEA model, which includes unexpected outputs such as carbon emissions, and three-stage DEA modifies the efficiency. Then, we calculate the Malmquist-Luenberger index (TML) and its components: technological change (TTC) and technological efficiency change (TEC). Lastly, the influential factors impacting TSE are analyzed via a truncated regression Tobit model. The following are the conclusions: (1) The transportation industry in China exhibits inefficiency, and the average TSE in Stage I and III is 0.91 and 0.93, respectively. TSE is underestimated due to the influence of external environmental factors and inefficiencies in management in Stage I. (2) TSE in the eastern area also produces significant carbon emissions that surpass the national average. At the same time, other regions face efficiency limitations due to geographical constraints and management obstacles. (3) Insufficient technical capacity is a major cause of inefficiency in the transport sector and is prevalent in the northeast, west, and central regions. (4) Population growth and income per capita advancements foster transportation industry development, while increased GDP, fiscal revenues, and traffic accidents contribute to declining efficiency. The study above findings serve as a foundation for regional and national management initiatives and policies to enhance transportation effectiveness.

Mixed transportation network design under a sustainable development perspective

Abstract:A mixed transportation network design problem considering sustainable development was studied in this paper. Based on the discretization of continuous link-grade decision variables, a bilevel programming model was proposed to describe the problem, in which sustainability factors, including vehicle exhaust emissions, land-use scale, link load, and financial budget, are considered. The objective of the model is to minimize the total amount of resources exploited under the premise of meeting all the construction goals. A heuristic algorithm, which combined the simulated annealing and path-based gradient projection algorithm, was developed to solve the model. The numerical example shows that the transportation network optimized with the method above not only significantly alleviates the congestion on the link, but also reduces vehicle exhaust emissions within the network by up to 41.56%.
