Abstract:The purpose of this paper is to analyze the strategy to promote the information security investment based on game theory. We use game theory to make the analysis and put forward the fruitful strategy suggestions for the defender organization to invest in information security. We set up the information security game model, and make the Nash Equilibrium analysis. The Nash Equilibrium analysis results of pure strategy and mixed strategy are consistent. By Nash Equilibrium analysis, we get the cost demand for information security investment. If this demand condition is not satisfied, we introduce the penalty parameter to the investment game. By regulating the value of the penalty parameter, we solve the hard problem of information security investment when it is difficult to reduce the investment cost. It is the first time to analyze information security investment by game theory. Our results provide fruitful strategy suggestions to promote information security investment.

Abstract:In this paper, the author utilizes the game theory to analyze the interest expression, game strategies and the inter-game relation of stakeholders including government, developers, land-contributing units and citizens in the major projects. Then the game model is built to focus on the game relations between the government and landcontributing units as well as citizens, aiming to identify factors that promote the balance. Finally, the game solutions are proposed.

Abstract:Taking evolutionary game theory as the main research tool, on the basis of describing the relationship among listed companies, accounting firms and regulatory departments, this paper analyzes the financial fraud behavior of listed companies by constructing the game model of "listed companies, regulatory departments and accounting firms", and finally uses MATLAB to simulate the game model. The research shows that the financial fraud of listed companies is not only driven by their own interests, but also affected by multiple factors such as the punishment of the regulatory authorities, the regulatory success rate, and the willingness of accounting firms to cooperate. On this basis, from the three perspectives of listed companies, accounting firms and regulatory departments, this paper puts forward countermeasures to curb financial fraud of listed companies.

Research on Influencing Factors of Tax Revenue ‐‐ Based on Multiple Linear Regression Model

Abstract:As the main source of our country's fiscal revenue, taxation is closely related to our country's economic development. On the one hand, taxation benefits from a good economic situation. On the other hand, it also plays a vital role in economic development. It is of great practical significance to explore the influencing factors of tax revenue for China's economic development and tax revenue increase. This paper collects the relevant data from 1990 to 2020, establishes a multiple linear regression model for empirical analysis, and explores the influencing factors of China's tax revenue. Finally, it is concluded that the added value of the tertiary industry and the whole society's investment in fixed assets have a significant positive impact on China's tax revenue, while the impact of GDP and the total import and export, on tax revenue is not significant.

Abstract:This paper analyzes the response of low-tax jurisdictions to growing political pressure to comply with international tax avoidance regulations. We develop a game-theoretic model in which a low-tax country attempts to attract multinational companies by offering tax planning and/or an environment conducive to real economic activities. Our analysis reveals that while it is optimal to stigmatize non-compliant jurisdictions, political pressure may backfire by encouraging multinationals to shift their operations to low-tax jurisdictions if the reputational harm on them is not too high. Furthermore, we show that high-tax countries may find it optimal to tolerate aggressive tax planning to a certain extent, particularly when international mobility is high and the reputational harm on offshore substance-based investment is relatively low. These results underscore the complexities of enforcing tax compliance and suggest the need for a nuanced approach to tax regulation.

Abstract:This article analyses the phenomenon that the ticket price controlled by General Administration of Civil Aviation of China(CAAC) and depreciating competition between airlines.The result indicates that the CAAC should not control the ticket price;rational airlines have inner driving force to depreciate.The article draws a conclusion that revenue management pricing is suitable for Chinese airlines,in other words,in order to maximize the benefits for CAAC,airlines and passengers,the CAAC should open the market;the airlines should make diversiform and multi-hierarchy price system according to different passengers.

Abstract:<p>Under China's tax reform, the central government is given legislative power to determine taxes, while tax implementation and revenue rights are vested in local governments. The actual tax rate can be controlled by local governments through factors such as the intensity of tax implementation and supervision. We argue that the distorted implementation of an environmental regulation policy caused by tax competition is an important factor affecting the effectiveness of environmental regulation, which is the main cause of uncertainty in the relationship between environmental regulation and low-carbon technology innovation through changing the strategies of local governments and enterprises under the restriction of environmental regulation. Considering the impact of tax competition, this study builds a differential game model that consists of a local government and an enterprise to investigate the equilibrium solutions under different decision-making modes and analyse the roles of income tax and a low-carbon technology innovation reward. The following key insights are obtained. (i) In addition to the direct effects of tax competition on green technology innovation through influencing the enterprise's low-carbon technology innovation effort, it has indirect effects on green technology innovation by influencing the local government's environmental governance effort under the constraint of environmental regulation. Through the effective control of income taxes and low-carbon technology innovation rewards, tax competition can help improve the strategies of local governments and enterprises. (ii) The decision-making mode with cost sharing is a kind of Pareto improvement for the regional low-carbon technology stock if the cost sharing coefficient is effectively controlled. (iii) The enterprise can be motivated by the cost sharing contract to increase its low-carbon technology innovation effort, which is conducive to improving its optimal profit. (iv) The local government cannot be motivated by the cost sharing contract, and its optimal profit can be improved only if the cost sharing coefficient is below the threshold.</p>

Abstract:A consolidated research line in Brazil identified the proxies for determining the tax aggressiveness of companies listed on the B3 stock exchange. However, none of these studies identified the instrument used by Brazilian companies to carry out tax aggressiveness. Thus, our research seeks to fill this gap by demonstrating that fiscal aggressiveness results from the Brazilian tax complexity, that providing prerogatives to avoid or delay tax payments. Besides, this study is the first accounting study to demonstrate that special installments reduce the actual value of taxes owed by taxpayers, encouraging them to be tax aggressive. Through the foundations of Game Theory, this research demonstrates the cost-benefit of tax aggressiveness in maximizing the profit of tax avoidance. We examined the best strategic decisions in the tax avoidance game concerning the tax complexity and special installments experienced in Brazil. In this game, the only NASH equilibrium is tax avoidance since it is the only option with a chance of remuneration. Therefore, this research contributes to understanding business behavior concerning the Brazilian tax system and provides subsidies to encourage reform of the current tax complexity.

Abstract:This article outlines the method by which self-employed individuals assess and fulfil their income tax obligations. The civil and criminal investigative powers available to Her Majesty’s Revenue and Customs (HMRC) are analysed, adopting a comparative approach, following which we present an application of game theory in determining the strategy for the most advantageous options available to both the taxpayer and HMRC for payment and recovery, respectively. Game theory provides an explanation for the conscious and purposeful decision-making of competing parties, based often on incomplete information and/or the intentions of the parties. This is particularly apt given the nature of the self-assessment tax regime in England and Wales with the choice of the taxpayer to fairly and honestly disclose their income and the tax to be paid, and equally HMRC with its choice to accept or challenge the details in the taxpayer’s return. Abstract:Here we use multi-game theory to analyze the main reasons for credit deficiency on county government and the other players;in the one-off game,county government and the other players get into a Prisoner's Dilemma,leading to a short-term credit loss behavior.Under the multiple game theory,the credit deficiency has improved.So we put forward some countermeasures,such as strengthening the county government's credit information open,consummating credit supervision,intensifying accountability the officials who break their words,establishing incentive and restriction mechanism for keeping one's word,founding a legal system of supervision,by the establishment of a repetitive game mechanism we hope to upgrade the level of county government credit status quo.

Abstract:Based on the game theory, focusing on the analysis of various factors affecting the financial fraud of domestic enterprises and the collusion of auditors make it possible to find out the dominant influencing factors and to put forward suggestions to reduce the possibility of financial fraud of enterprises. The game shows that the probability of fraud or collusion between the enterprise and the auditor mainly stems from the game between the benefit and the cost, which conforms to the "rational person" assumption. From the perspective of enterprises, progressive punishment can be set to increase the cost of fraud, improve the remuneration system and use the reward reporting function of blockchain technology to reduce the motivation of fraud; from the perspective of auditors, the mandatory rotation system can be implemented to increase the cost of non-compliance, enhance the independence of auditors and use the reward mechanism of blockchain audit to reduce the probability of collusion.

Abstract:Tax risk behavior causes serious loss of fiscal revenue, damages the country's public infrastructure, and disturbs the market economic order of fair competition. In recent years, tax risk detection, driven by information technology such as data mining and artificial intelligence, has received extensive attention. To promote the high-quality development of tax risk detection methods, this paper provides the first comprehensive overview and summary of existing tax risk detection methods worldwide. More specifically, it first discusses the causes and negative impacts of tax risk behavior, along with the development of tax risk detection. It then focuses on data-mining-based tax risk detection methods utilized around the world. Based on the different principles employed by the algorithms, existing risk detection methods can be divided into two categories: relationship-based and non-relationship-based. A total of 14 risk detection methods are identified, and each method is thoroughly explored and analyzed. Finally, four major technical bottlenecks of current data-driven tax risk detection methods are analyzed and discussed, including the difficulty of integrating and using fiscal and tax fragmented knowledge, unexplainable risk detection results, the high cost of risk detection algorithms, and the reliance of existing algorithms on labeled information. After investigating these issues, it is concluded that knowledge-guided and data-driven big data knowledge engineering will be the development trend in the field of tax risk in the future; that is, the gradual transition of tax risk detection from informatization to intelligence is the future development direction.

Abstract:This paper begins with a brief definition of over-growth of tax in order to get an idea of it in quantity and distinguish it from normal-growth. And on the basis of it, the increment of tax was decomposed from its structure of source for further analysis of its cause and prediction of its trend. And then, the cause of over-growth was classified and generalized to show true growth and false growth. Finally, after analyzing the law of change of all kinds of cause, the paper gives a simple model to predict the trend of over-growth of tax.

Abstract:The reform of Chinese fiscal decentralization inspired the local governments' enthusiasm of developing the region's economy. But the unapt decentralization also intensifies the tax competition among regions. This paper analyzes the tax competition among provinces using a basic spatial lag econometric model. A negative reaction function slope indicates the presence of different tax competition strategies in the choices of local governments, and the preferences of some local governments for public goods are rather low. While the Granger causality test between tax competition and economic growth shows that the public expenditure makes a positive effect to economic growth, and the efforts of levy tax of local governments are adaptive behaviors to theirs fiscal status. Finally, the authors propose that the central government should construct a public expenditure equalization system of regions.

Abstract:Tax as one of the main levers in the micro and macro sectors of the economy it has greatly accelerated the growth of the economy, and today there are fewer countries that use it as a pillar Economic stability does not accept. On the other hand time receipt of taxes for countries is very vital and the basis of government planning for all projects and especially their budgeting. Governments are looking for ways to collect their target tax from taxpayers at the lowest possible cost. Thus, the most important step to achieve this goal is for taxpayers to declare the actual amount of tax they have paid in tax return. This paper deals with modeling the game between taxpayers and National Tax Administration. The results showed that the equilibrium declared tax of taxpayers is a function of assessed due tax, the quality of assessment groups, the number of assessments and the parameter of taxpayers’ dishonesty. The taxpayers’ equilibrium declared tax is increasing relative to the quality of their assessment groups and decreasing relative to other assessment groups. With increase in the likelihood of dishonesty, the declared tax of larger taxpayers will increase and the declared tax of smaller taxpayers will decrease and vice versa. Furthermore, if the quality difference of two assessment groups is only vertical, then assessed due tax and the equilibrium declared taxes will be equal. Finally, increase in the number of assessment leads to increase in the declared tax of larger taxpayers and decrease in the declared tax of smaller taxpayers and vice versa.

Abstract:The problem of revenue leakages through transfer pricing remains unabated, and an examination of possible causes is a continuum. This study provides a nuanced examination of the interaction between MNCs and the tax consultants (TCs) which is treated with mixed views in the existing literature. The role of TCs in aiding and abetting taxpayers into abusive transfer pricing (TP) has implications for policy especially in situations where the tax administration systems are porous. Based on a theoretical review (deductive theorising) the study moves from exploring broad and general aspects of the game theory to applying them to tax forestalling through TP by Multinational Corporations (MNCs). The study critiques the assumptions of game theory and explores the influence of TCs in TP decision making processes by MNCs. It gives a theoretical explanation (interpretive phenomenology) on game theory attempting to promote a deeper understanding of TP by MNCs. The study contributes to knowledge by exploring a confluence of three TP-related aspects which have been treated in isolation in existing literature. The findings show that the tacit collusion between TCs and MNCs sanitise the abusive TP activities by minimising the chances of the MNCs shenanigans being recognised by the tax authority due to information asymmetry. Further, the mediating role of TCs is polarised and benefits the TCs and the MNCs who will share the spoils at the expense of the tax authority.

Abstract:The problem of tax losses in e-commerce has been paid more attention in some countries.In this regard,many scholars in the United States estimated the scale of e-commerce tax losses of the whole nation or relevant states.This paper estimates Chinese e-commerce tax losses by means of average taxation burden method.It is found that the average loss rate of taxation is about 13 percent in China.Theoretical analysis and numerical simulation are also adopted to analyze relevant factors affecting the implementation of e-commerce tax policy.Finally,this article presents some recommendations as to how to control Chinese e-commerce tax losses.
