Abstract:Small towns are becoming important actors of healthy urbanization.Social management innovation is an important approach of urbanization problems.As a social management innovation,enlarging township administrative power has received much attention.However,it is essentially an extension of traditional model of urbanization.Overemphasis of the approach may attenuate the universal functions and values of small towns,and even damage healthy urbanization.Being an important section in China's urban system spectrum,small towns have the appeal of improving social management and public service provision,and therefore shall enhance bottom-up development dynamics and self-governance power.
