A Quantitative Research on the Change of Government Efficiency Since the Establishment of PRC: Based on MPI

Abstract:The paper holds that a government should be regarded as an organization to provide public goods in a uniform way.The MPI index in the DEA model is applied to demonstrate the change in the efficiency of the government since the founding of PRC.The conclusion shows that although there was dwindling phenomenon of the government efficiency in some years,the efficiency of Chinese government has kept an improving tendency as a whole.Meanwhile,with the analysis on sub time interval,it is discovered that the government efficiency was caused to reduce continuously during the Cultural Revolution because the governmental functions were divided into different power centers.Except for this specific period,the government functions are centered at the single power center of the government.This suggests that it is necessary to emphasize the scope economy of government in the supply of public goods,and it is unnecessary to set up two many parallel power centers.
