Logic and Function:An Analysis of Text of Emergency Management Information

Abstract:The text of emergency management information is an instrument in all emergency management departments, which has two functions of information communication and work cooperation. Due to its special administrative culture, emergency management information shows characteristics of accuracy, concision and celerity, and has administrative and sciential purposes. However, from the reducing disaster model to the comprehensive crisis management model, the government's organizational structure was not changed and its function was not adjusted at all. Therefore, in practice, the political function of the text of emergency management information is rising, but its administrative function is falling. At the same time, as the implementation body of emergency management committee-the official of emergency management has little mediatory capability. At the course of preventing, reducing and preparing disaster, the official of emergency management doesn't assort with those related branches and doesn't make out the response plan. So, exploring the knowledge function of the text of emergency management information is beneficial for ameliorating its administrative function, and constructing the emergency management's scientific modularization and routine.
