On Developmetal Process of Chinese Agrarian Culture and Evolution of Its Agriculture Priority Ideas

Abstract:The core of Chinese agrarian culture is to support military activities with farming and the related thought of priority given to agriculture. The development of agriculture priority idea may be divided into three stages: the stress farming stages in the Qin Dynasty, The Han Dynasty set up the foundation to agrarian culture. The thought of agriculture priority reached its zenith during the initial stage of P.R of China and declined since the late of the 20th century. The No. 1 Document in 2005 disclosed some messages of the new thought of agriculture priority. However, there are still two obstacles to be overcome in order to let the new culture reform the old one, namely, to reconstruction of the thought of agriculture priority and a sweeping reform of the traditional agricultural system focused solely on grain cultivation.
