The Formal and Informal Authority, the Accountability and the Smooth Consumption: the Data from the Experience from China's Villages

Abstract:Using the survey data from China's villages, we have, in this paper, studied the impact ot the tact that the etected village head (EVH)comes from the family of the largest surname on the degree of the family smooth consumption, and explained it from the angle of the accountability of the EVH. We have discovered that, compared with the villages in which the EVH who comes from other surnames, the degree of the smooth consumption is lower in villages in which the EVH who comes from the largest surname. The reason lies in the fact that the EVH coming from the largest sur- name can use his or her position in the patriarchal clan, can start from an informal authority to persuade his or her clannish members to support his or her decision, making the administrative power bring into full play, increasing the in- vestment into public goods in the village, but not impinging against the private subsidy to the family. Those recoveries mentioned above are helpful to the understanding of the interactive relationship between the traditional organizations (such as the patriarchal clan) and the modern systems(e.g. election)and can offer some references for the management of villages.
