Abstract:Software outsourcing has become more and more popular in recent years,, and shows a non-reversible trend in the IT area. At the very beginning, the main purpose of software outsourcing is targeted in cost saving. But now it has turned into quality improvement and competence focus where software process will have crucial influence. This paper will analyze some experience of Indian software outsourcing industry, and present a new process for software outsourcing in China. The process is based on SITO Model and involves the Software Process Improvement (SPI). It has already been adopted in State Street Zhejiang University Technology Center (SSZUTC) as a proven record in process improvement.

Abstract:Communication and coordination are the main issues in cooperative software development, and there are many involved methods presented. However, new coordination mechanism should be developed for offshore outsourcing software development. In this paper, the distributed sites are modeled as work capability and resource cost while tasks are identified as different work flow with fuzzy work pressure. A method based on the analysis of work flow is then suggested to adaptively arrange tasks according the resource and task status so as to enhance the coordination in the offshore outsourcing software development projects.

Abstract:This paper examines manufacturing firms' use of guanxi and formal control to address dependence on suppliers and achieve desired outsourcing performance in China. Using survey data collected from manufacturing firms operating in China, a structural equation model is used to test the research model. The results suggest that manufacturing firms with high dependence on suppliers build Chinese guanxi with those suppliers to overcome the dependence and enhance outsourcing performance. In addition, Chinese guanxi also appears to facilitate the use of formal control, which was also found to have a positive relationship with outsourcing performance. This paper contributes to the literature by illustrating the importance of guanxi in achieving desired outsourcing performance in the China context, particularly in the case where a manufacturer perceives high dependency on its major supplier.

Abstract:It is required to take a consideration of combining long and short term performance of enterprises when outsourcing, which is a complex processes and system engineering. In this paper, management system of outsourcing decision was built for strategic and operational aim. Criteria of strategic outsourcing was confirmed based on core degree and technology losing degree of outsourcing parts, and criteria of operational outsourcing was given involved in cost, quality and delivery. Subjects of decision were analyzed which included strategic and operational committees. Finally, decision models of strategic and operational outsourcing were dealt with.

Abstract:Software outsourcing is becoming a new engine in software industry. Many companies are looking for competitive advantage by outsourcing their supportive information systems. However, venders are facing problems of lacking appropriate ways to ensure outsourcing software quality. In this paper, quality function deployment (QFD) is applied to outsourcing software development on the basis of analyzing the issues of offshore outsourcing software development and the existing methods of software quality assurance (SQA). Furthermore, a customer satisfaction-oriented model for outsourcing software quality management (OSQMM) is proposed in this paper. OSQMM stands out by focusing on analyzing and translating the "voice of customers". The model is proved to be effective through a case study on the development of an accounting information system.

Abstract:The purpose of this study is to explore how manufacturing firms manage task conflict with their outsourcing suppliers in the context of China. Using survey data collected from manufacturing firms operating in China, we found that when implementing R&D and manufacturing outsourcing, both formal control and Chinese guanxi are useful governance mechanisms for suppressing outsourcing task conflict. We also observe that Chinese guanxi moderates the impact of formal control on task conflict, especially when implementing R&D outsourcing. By investigating the roles of formal control and Chinese guanxi in outsourcing practices in China, this study contributes to a better understanding of how to manage task conflict effectively.

Unlike the conventional model of in-house development, community source creates a virtual software development community that pools human, financial, and technological resources from multiple partner organizations to develop custom software solutions. The solution is available as open-source software to all end users. In this way, the community source model takes a step forward from outsourcing to third-party software vendors. By studying a real-world case of the Kuali community source project, the authors found that community source faced a number of challenges in project management, particularly in the areas of in-house staffing and project sustainability. The interview analysis further concludes that outsourcing the community source development to either domestic or foreign third-party vendors could be a viable solution. Finally, the authors propose a research framework and seven related propositions that warrant future investigation into the relationship between community source and software outsourcing.

Abstract:Purpose This paper aims to investigate the antecedents of manufacturing firms' long-term orientation towards their suppliers in the context of outsourcing relationships in China. Design/methodology/approach Based on survey data collected from 224 manufacturing firms in China, this study examines the hypothesized relationships. Findings The results show that task conflict has a negative effect on long-term orientation, both Chinese guanxi and formal control are useful governance mechanisms to enhance long-term orientation, and the negative effect of task conflict on the long-term orientation weakens as Chinese guanxi between a manufacturer and its supplier increases. Originality/value This study contributes to a better understanding of conflict management in outsourcing relationships in China.

Abstract:With the increasing of the competition in the global market, the outsourcing strategies for enterprises are necessary to be studied and changed in order to shake down the dramatic environment. As a result, focusing on the core business has been becoming an important strategy for its advantages of reducing and controlling operating cost, improving company focus and so on. It gets clearer through such a survey of moderate organizations in different economic zones of China reported in this paper, after streamlined by the methodology of statistics package for the social science (SPSS). The study concerns the motivation, partnership with outsourcers, advantages and problems, satisfactions in contrast with a theoretical framework of practice and problems derived from the literature. All these methodologies are very useful for forming and practicing their outsourcing.

Products of community source are available as open source software to all members. To better understand community source, the authors studied the Kuali project through interviewing its participants. The interview analysis revealed that community source faced a number of challenges in project management, particularly in the areas of staffing management and project sustainability. A viable solution to these issues, as supported by the findings in the interview and the literature review on the drivers and expected benefits of outsourcing, is outsourcing software development in community source projects. The authors accordingly proposed a research framework and seven propositions that warrant future investigation into the relationship between community source and software outsourcing.
An Analysis of Outsourcing in East China: the Case from Four Industries

Abstract:The aim of this study is to investigate whether outsourcing activities in East China are associated with a theoretical framework derived from the literature. Analysis of the survey data indicates that outsourcing will be practiced more extensively in the future; the principal outsourcing motivations are to reduce costs and to focus on core businesses. This paper also analyzes mutual influence among motivations of outsourcing and shows that the main motivations can be divided into four factors. Purchasing outsourcing has a significant correlation with short-term contracts, selective outsourcing has a correlation with medium-term contracts, and total outsourcing has a correlation with long-term contracts. The findings indicate that high service quality and mutual trust are the main criteria for selecting outsourcing vendors. However, the findings also indicate that the main problems with outsourcing are legal disputes, disclosure of commercial secrets and conflicts with vendors. Abstract:Outsourcing is a strategically important activity that enables an enterprise to achieve both short and long term benefits. An important but less well researched issue concerns outsourcing in relation to the long-term performance of an enterprise. This paper addresses this issue from the point of view of the protection of core competencies during outsourcing and by considering the trade-off necessary when certain amounts of knowledge transfer/sharing is inevitable. Two major outsourcing decision variables have been identified and quantified - the significance of the component/process technology involved and the risk of disclosing this technology to suppliers. Nine scenarios are generated by considering each of the two variables at three levels of severity: high, medium and low. Each scenario is explored in terms of the appropriate outsourcing approach, the appropriate management of the core competencies/knowledge, and the selection of suppliers. The validity of the outsourcing decision model is established using four products with 861 components from four manufacturing companies based in China.
Study on the Dynamic Evolution of Control Portfolios in IT Outsourcing: Based on the Comparison of U.S. and Japan Outsourcing Projects

Abstract:Five cases from two most successful IT outsourcing vendors in China are involved to explore the evolution of control portfolios in terms of project stage and relationship level.Multiple case studies reveals that clan control and self-control modes are mostly employed during the initial phase of a project,whereas formal control mechanisms are dominated during project development.Informal and formal mechanisms are complementally utilized during project implementation.In term of cooperation relationship level,the findings demonstrate that formal control mechanisms are dominated when the level of cooperation relationship is low,nevertheless with improvement of partnership level,informal controls(self-control and clan control) in the U.S.outsourcing projects are more used,while formal controls still occur in Japan outsourcing projects.The paper gives the explanation of dynamics of the control portfolios from social conditions and the informational conditions.

Abstract:An outsourcing decision making model for equipment maintenance is put forward,based on transaction cost and game theories,which discusses the following three mixed games between outsourcer and contractors: a.monopolistic outsourcing market;b.competitive outsourcing market and c.strategy alliance.Also,an outsourcing decision making example of equipment maintenance is given out and analyzed correspondingly,which includes nine outsourcing strategies.The results show that the method of decision analysis can be applied to make outsourcing decision effectively.

Abstract:To solve the cost control problem of outsourcing procurement inherent in the complexness and difficulty for mathematical analysis, this paper established a simulation-based cost Optimization framework. Firstly, we adopted Poisson process to simulate multi-supplier outsourcing market environment, the procurement cost expectations objective function and constraints of the model was introduced. Secondly, taking decision strategy as feedback variables, procurement cost optimization model was proposed. Thirdly, several key technologies for algorithm implement were described. Finally, based on the history demand of an aircraft model factory, numerical simulation is carried out to show that this optimization model can effectively reduce the outsourcing procurement total cost and outsourcing parts inventory fluctuation.

Abstract:Purpose – The purpose of this paper is to develop a theoretical framework involving dependence, relationship commitment, logistics outsourcing and service quality to exhibit the roles of the relational factors involved in logistics outsourcing and their outcomes. Design/methodology/approach – Based on data collected from 361 companies in Greater China, the authors use the structural equation model approach to examine the hypothesized relationships. Findings – Both normative and instrumental relationship commitment are necessary for third party logistics (3PL) users to cope with their goal dependence on 3PL providers. However, only normative relationship commitment is necessary when users perceive switch dependence. Normative relationship commitment also plays a more important role than instrumental relationship commitment in facilitating the adoption of 3PL logistic outsourcing.
