"Resource Curse" and Sustainable Development of Resource-based Region

Abstract:In recent years,more and more international economists and scholars admit that curse phenomenon does exist,and give many explanations to this phenomenon from the political,economic and social approaches.On the basis of these studies,this article proposes a dynamic model from an economic perspective,which includes the resource sector,manufacture sector and service sector. The dynamic process of model shows that the individual will increase the expenditure on manufactured goods and service goods at the same time when the economy encounters a sudden external shock resulting in price boom of resources.The expenditure on the manufactured goods will leak to other regions since the manufactured goods are tradable;moreover the service sector will expand as service products are non-tradable,and absorb labor and capital from the manufacture sector,so the manufacture sector will shrink and long-term economic growth will be damaged.The policy implications of model are that in order to maintain sustainable development,the resource-based region must implement stringent mining plan,put an end to over-exploitation,the strong support and assistance to the manufacture sector should be given,the technological innovation in manufacture sector should be encouraged,and after that,economic dependence on the resources sector will be reduced,a strong manufacturing base will be established before the depletion of resources and sustainable economic development will be achieved.
