Abstract:Exploration of the beneficial mechanism depends on which the law of clean production relays for existence and displaying its own action is the important foundation and theoretic prermise for making and carrying out the law.Under the condition of planning economy it is impossible for interprise clean production and the law of clean production to exist,but under the condition of market economy it becomes possible for interprise clean production and the corresponding legal regulation and control to exist.The market mechanism has the intrinsi trend to shift the interprise environmental cost,meanwhile,has certain degree of compatible and harmonious side with the clean production,thus makes the government be possible and necessary to regulate and control the clean production action of the interprise through multi-measures such as economic stimulation,information open,administrative contract and administrative control.Under the ternary model the townpeople society has important action,the townpeople's public knowing right and participating right should be afirmed by the law of clean production
