Abstract:A scientific supervision system enhances vigorous and standardized development of emerging things. Artificial intelligence-based software as a medical device (AI-Based SaMD) is an important product in the health field enabled by artificial intelligence (AI). As AI develops further, its unique black box algorithm and independent learning ability have posed major supervision challenges. AI-Based SaMD supervision needs to keep pace with the times and a more scientific supervision strategy is urgently required to minimize the adverse events of AI-Based SaMD and their risk impact. This article summarizes the current status of supervision systems and supporting resources of AI-Based SaMD in China and abroad considering the difficulties in algorithm change management, quality control, and safety traceability. In addition, we explore the problems and challenges of AI-Based SaMD in China. Furthermore, we suggest that the AI-Based SaMD supervision and support systems should be improved in China to overcome the disadvantages of post-market supervision.

Abstract:With the development of the application of the supervision in information system engineering construction, some problems such as poor visible, poor maneuverability have appeared. On the analysis of characteristic about information system engineering and software engineering, and combines both the traditional construction engineering supervision theory and existing information system engineering supervision theory, this paper put forwards and describes the idea of information system engineering supervision which based on software engineering theory. Risk management and requirement management are also added as important content to existing supervision theory. This new theory may solve the problems lots of companies are suffering.

Abstract:Firstly, this paper introduces the agent- construction system which is a management mode using in public project, then it analyses the run mechanism and the existent problem of this mode. Moreover, by analyzing the supervision system of public project in developed country, it sums up the experience of the supervision system. At last, it gives advices and demands to how to develop the supervision system of the public project under agent-construction mode from the macroscopical and microcosmic aspect under our country's situation.

Abstract:The main purpose of the paper is to provide theoretical foundation of building a scientific and efficient supervision system based on the present institution of the projects and the defects from work.The methods include document research,contrastive analysis,case study.The conclusion is that the supervision system of land development and consolidation projects is very important.To achieve the expected goal of the projects,China should refer to the practice which has been running for over ten years and the specific practice of the countries where are advanced in agriculture,so as to form a scientific,integral and feasible supervisionsystem.

Abstract:Problems of water resources management are generalized to include market failure,government failure and outdated technology.This paper summarizes results of several important supervision systems:the Russian land supervision system,the British planning inspectorate system,the United States environmental protection supervision system and administrative supervision system,police inspector system,environmental supervision system and land supervision system of China.Finally,this paper puts forward the preliminary idea of supervision of water resources according to basic national conditions and water information.The present work could provide first-hand research data for further study on the supervision system of water resources.

Abstract:Under the influence of the invariable sayings,"power is easily abused by the person who commands it" and "paradoxical movements in the whole process of thing's development" (the process theory of administration), the overall supervision over the programming, project determination, implementation and assessment of the national project of scientific research should uncover the interrelated traits in the said four aspects on the basis of the generalization of characteristics of thing's development in different stages. Furthermore, the supervision should be performed through exterior observation and surveillance of multiple dimensions and multiple levels. Assured by the scientific, democratic and judicial procedural mechanisms, the said supervision also needs to be supported by the opinions of jurists. Theoretically guided by the viewpoint mentioned above, the process theory in the supervision over the national project of scientific research would be systematically built up.

Abstract:To make it clear what responsibility engineering supervision units should assume for safety supervision, safety responsibility for engineering supervision is comprehensively analyzed and studied in detail from such aspects as the relations between engineering supervision regulations and safety construction, laws, administrative rules and technical specification. Then, engineering supervision units' safety responsibility is summarized according to laws, ethics and reality; and some articles and clauses are deeply analyzed and explained. The entire researching result shows that there is a trend to enlarge engineering supervision units' safety responsibility by “safety production regulations for engineering construction”, local government and department in charge of related industry. This phenomenon should be stopped.
